The project covered selected affected communities in the municipalities of Dinapigue and Cordon. In Dinapigue, the barangays of Ayod, Digumased, Dibulo, Bucal Norte, and Bucal Sur were assisted, while in Cordon, the barangays of Anonang, Caquilingan, and Villamiemban were included.

During the implementation period, cash assistance and shelter toolkits were distributed to identified beneficiary households. The cash assistance helped families meet their immediate needs, including food and other basic necessities, while the shelter toolkits supported the repair of damaged houses and the improvement of living conditions. The activity was carried out in coordination with local partners to ensure an organized and efficient distribution process.

Overall, the project contributed to the early recovery of affected families and supported their efforts to rebuild their homes and restore their daily living conditions.

As the project concludes, the team expresses its sincere appreciation to Catholic Relief Services (CRS) and Caritas Philippines for their support, to DSAC Ilagan and the STY Uwan Emergency Response Team for their commitment, and to all partners and beneficiaries for their cooperation throughout the implementation of the project.

The Green Luzon Team, in partnership with the Cooperative Development Authority (CDA) Region II and the City Cooperative Office of Ilagan, successfully conducted the Pre-Registration Seminar (PRS). The activity was attended by Civil Society Organizations (CSOs) taking their first steps toward cooperative formation.

Through this seminar, participants were equipped with essential knowledge on cooperative organization, pre-registration, and member-driven governance, helping them understand the process and prepare for a more sustainable and community-centered cooperative.

Celebrating a night of honor and pride!

The Narra Self-Help Group (SHeG) and Farmers Association Inc. was recognized during the Farmerโ€™s Night organized by the Municipality of Echague on March 26, 2026, held at the Echague Municipal Ground. The event, with the theme โ€œGawad Saka: Natatanging Parangal para sa Magsasaka at Mangingisda sa Bayan ng Echague,โ€ aimed to honor the valuable contributions of farmers and fisherfolk in the community.

During the event, the association proudly received the award as the Most Outstanding Farmerโ€™s Cooperative and Association (FCA), highlighting its exemplary performance and dedication to agricultural development. This recognition reflects the associationโ€™s strong commitment, active participation, and significant role in promoting community empowerment.

Officers and members of the association attended the event and shared in the celebration of this meaningful achievement.

LOOK: Pre-Evaluation of 4 CSO Project Proposals

On March 23, 2026, the Department of Agriculture (DA) Regional Office, represented by Engr. Jocker D. Soriano, conducted a pre-evaluation and validation of four project proposals submitted by Civil Society Organizations (CSOs) across the municipalities of Ilagan, San Isidro, and Echague, Isabela.

Led by Mo. Camille, the Ilagan Green Luzon Project Coordinator, together with the team, the activity aimed to assess the feasibility and relevance of the proposed projects while validating the actual needs of the beneficiaries on-site.

The team visited Barangays Fugu and Aggassian in the City of Ilagan, Patanad in San Isidro, and Narra in Echague. The proposed interventions included a composter with shredder for the bio-organic fertilizer facility in Brgy. Fugu. Meanwhile, corn threshers were proposed by the CSOs in Brgys. Aggassian (City of Ilagan) and Patanad (San Isidro) to support their corn production activities. The CSO in Brgy. Narra (Echague) also proposed the provision of a tractor for corn production.

Through interviews and field validation, the DA Regional and Municipal teams gained valuable insights to ensure that the proposed support is responsive, appropriate, and impactful for the partner CSOs.

This activity highlights the importance of collaborative validation in delivering sustainable and community-driven agricultural development.

LOOK! The National Coordinator on Livelihood and Agriculture, together with the Ilagan Green Luzon Team, conducted a two-day field monitoring activity in four pilot barangays and visited housing assistance beneficiaries in Barangays Aggassian and Fugu.

The National Coordinator on Livelihood and Agriculture, Mr. Virgilio โ€œB**gโ€ Baylon, together with the Ilagan Green Luzon Team, conducted a 2-day field monitoring visit to CSOs in Barangays Patanad, San Isidro, Brgy. Narra, Brgy. Aggassian, and Brgy. Fugu, City of Ilagan.

In Patanad, the team assessed the cornick production facility, greenhouses, and bamboo plantations, and held a courtesy visit with CSO leaders to discuss formalizing production and operational policies. In Narra, the team visited the banana chips production facility, reviewed ubi harvest practices, and observed bamboo replanting along the creek.

At Fugu SHeG, plans for organic fertilizer production, raw material sourcing, task assignments, and marketing strategies were reviewed, with coordination with public agencies for product and soil analysis agreed upon. In Aggassian, the team discussed rice mill action plans, staffing, capital buildup, marketing, and development of carbonized rice hull as a value-added product.

Additionally, the team conducted courtesy visits with 20 housing assistance beneficiaries in Aggassian and Fugu, observing home construction progress and engaging with families to check on their well-being.

LOOK! 2-Day Income Monitoring Process for CSO Enterprises

The National Coordinator on Livelihood and Agriculture, Sir B**g Baylon, facilitated a two-day Income Monitoring Process for CSO enterprises held at Montaรฑosa Hotel, Upi, Gamu on March 17โ€“18, 2026.

The activity was attended by officers from the following CSOs, including their General Managers, Finance Officers, and Cashier/Treasurers:

- Patanad Self-Help Group (SHeG) and Farmers Association
- Narra Self-Help Group (SHeG) and Farmers Association
- Aggassian Self-Help Group (SHeG) and Farmers Association
- Fugu Self-Help Group (SHeG) and Farmers Association

During the monitoring process, participants:

- Reviewed the financial performance and operational status of their respective enterprises
- Evaluated production activities, resource management, and operational processes
- Discussed challenges, opportunities, and strategies for enterprise growth
- Formulated action plans to enhance production, marketing, and overall sustainability

The activity also provided an opportunity for open dialogue and consultation, enabling CSO officers to share experiences, raise concerns, and receive guidance from the National Coordinator.

This initiative reinforces the Ilagan Green Luzon Programโ€™s commitment to empowering local CSOs, improving livelihood opportunities, and supporting sustainable community development.

The Aggassian and Fugu Self-Help Group (SHeG) and Farmers Association โ€“ Ilagan Cluster, headed by Maโ€™am Analiza Cabalonga (President), together with the committee members, and Ms. Mary Joy C. Facunla, Community Facilitator on CSO, Good Governance, and Environment of Ilagan Green Luzon Project actively participated in the court hearing for the accreditation of their cluster in the City of Ilagan.

During the hearing, the cluster formally presented their organizational profile, programs and initiatives, as well as their financial statement, highlighting transparency, accountability, and proper management of their resources.

The hearing was presided over by Hon. Perlita G. Gaoiran and Hon. Rachel V. Garcia under the Committee on Accreditation, and Hon. Evelyn Diaz, Women Sector Representative, together with other members of the City Council where the group demonstrated their commitment to good governance and active community participation.

This milestone is not only a compliance requirement but also a reflection of the unity, dedication, and collective efforts of the organization in serving their communities, especially the farmers and members of the Self-Help Groups.

We are proud and grateful to share that the cluster has been officially approved and accredited. This achievement opens more opportunities for partnerships, access to support programs, and the continuous growth of their initiatives for sustainable development. May this success further strengthen their sectoral agenda, promote inclusive participation, and uphold the principles of good governance in all their programs and engagements for the common good.
