AKLAN — Nagsagawa ng community kitchen ang KADAMAY-Aklan ngayong araw bilang paggunita sa ika-6 na anibersaryo ng pagkamatay ni Jose Reynaldo “Jory” Porquia, dating Regional Coordinator ng BAYAN Muna Partylist–Panay, na pinaslang noong Abril 30, 2020.

Layunin ng aktibidad na parangalan ang buhay at makabuluhang ambag ni Jory, na naging kilala sa kanyang walang sawang paglilingkod sa mamamayan, lalo na sa panahon ng pandemya ng COVID-19. Sa kasagsagan ng mahigpit na lockdown, pinangunahan ni Jory ang isang mobile community kitchen upang matulungan ang mga maralitang komunidad na labis na naapektuhan ng krisis.

Ang inisyatibong ito ay pagpapatuloy ng diwa ng malasakit, pagkakaisa, at paglilingkod na iniwan ni Jory. Sa pamamagitan ng simpleng pagbabahagi ng pagkain, muling binibigyang-buhay ang kanyang adbokasiya na tumugon sa pangangailangan ng mga higit na nangangailangan.

Ang aktibidad ay nagsisilbi ding porma ng patuloy panawagan para sa hustisya sa pagkamatay ni Porquia at pagpapatuloy ng kanyang ipinaglaban para sa kapakanan ng mga inaapi at marhinalisadong sektor ng lipunan.

Ipinapanawagan din ng KADAMAY ang pagpapalaya kay Josephine Porquia, community development worker na dinakip noong Abril 2, 2026 sa mga gawa-gawang kaso ng estado laban sa kanya.

Stop the Arrests

The Health Alliance for Democracy denounce the recent wave of arrests of activists amid intensifying socio-econ crisis.

HEAD with various organizations held a picket this morning in front of the DILG.

Dr. Ana Rilloraza and health worker Marc Mendiola and their companions were arrested on March 11, 2026. Elderly Panay activists Josephine Porquia and Ma. Luisa Guillen were arrested on Good Friday. Cultural worker Charlie Garzon was arrested in Mindoro on March 29. Residents of urban poor communities were arrested under the
so-called "safe cities" iniative of DILG and demolitions in Metro Manila and other urban centers.

The incidents form a broader pattern of targeting activists and human rights defenders, and poor in marginalized areas.

The Asia-Pacific Coalition for Human Rights in the Philippines vehemently condemns the illegal arrest of Josephine Parra Porquia, 64, and Ma. Luisa Tagamolila Guillen, 62, who were violently seized in their home in Barangay Aganan, Pavia, Iloilo on April 2. This was not a routine police action – it was a coordinated, militarized assault involving combined forces from the Pavia Municipal Police Station, the Provincial Intelligence Unit of the Iloilo Provincial Police Office, the 62nd Special Action Company of the PNP Special Action Force, the Philippine Army’s 301st Infantry Brigade, and the Passi City Police Station. Such overwhelming deployment exposes the state’s brute force and desperation to silence dissent.

The charges against Porquia are blatantly fabricated. She is accused of rebellion based on a dubious warrant issued by the Regional Trial Court Branch 21 in Mambusao, Capiz as early as June 28, 2012, with bail set at ₱40,000. Meanwhile, Guillen is charged with “obstruction of justice” for allegedly resisting what was clearly a violent and abusive operation against civilians.

The state-forces planted explosives-related materials while serving the warrant against Porquia, a malicious act used to justify an additional charge under Republic Act No. 9516. She has also been falsely labeled as a high-ranking figure in Communist Party of the Philippines in Panay, a classic tactic of red-tagging designed to legitimize persecution and prolonged detention.

Porquia and Guillen are not criminals – they are longtime defenders of people’s rights. Porquia is the widow of Jory Porquia, a victim of state-sponsored killing under the Duterte regime. Guillen is a member of Gabriela in Panay, while her son, Angelo Karlo Guillen of the National Union of Peoples’ Lawyers, himself survived a brutal assassination attempt in March 2021 for defending victims of the Tumandok massacre. Their persecution is part of a systematic campaign to crush activists, lawyers, and development workers.

The arrest of these two veteran advocates is a clear act of state repression. It reveals a regime that relies on fabricated cases, judicial harassment, police violence, and military intimidation to suppress opposition. The state’s machinery – courts, police, and armed forces – is being wielded as a weapon against the Filipino people.

We demand the immediate dismissal of all fabricated charges against Porquia and Guillen and call for their unconditional and immediate release, along with all political prisoners unjustly detained. We further call for the junking of the National Action Plan for Unity, Peace, and Development, a counterinsurgency framework that militarizes communities and targets civilians under the guise of “peace and development.”

Ikinwento ni Porquia na ang kanyang ama ay tinadtad ng bala sa Barangay Sto. Niño Norte, Arevalo District, Iloilo City noong Abril 30, 2020 na nagtamo ng 14 na tama ng bala kabilang ang tama sa likod ng ulo nito. Nitong Mahal na Araw, hinuli naman ang kanyang ina na si Josephine Porquia, 64, kasama si Ma. Luisa Guillen, 62 sa Don Julio Village, Barangay Aganan, Pavia, Iloilo City.

WATCH: Lean Porquia, son of the 64-year-old activist Josephine Porquia, asserts that the rebellion and illegal possession of fi****ms and explosives charges against his mother are baseless.

"Hindi po masama ang manawagan o ipaglaban ang karapatan ng mamamayan," he says in a protest in front of Department of Interior and Local Government - National Police Commission.

His mother Josephine and Ma. Luisa Guillen, 62, were arrested during a joint police-military operation on April 2, while resting in the middle of Holy Week.

Josephine is a known organizer of migrant workers and their families as regional coordinator of Migrante Philippines.

Lean is also the son of slain activist Jory Porquia, a former Panay coordinator of the Bagong Alyansang Makabayan, who was killed while conducting humanitarian relief operations during the COVID-19 pandemic in 2020.

Lean is a labor rights activist also targeted by the state forces, particularly the National Task Force to End Local Communist Armed Conflict, accusing him of being a "recruiter." (via Dominic Gutoman/Bulatlat)
