The Executive Council hereby publishes Executive Council Memorandum No. 8, bearing Serial No. THC-MEMO-08-07-18-2026, prescribing the official policy governing periods of communication, standards of professional decorum, and administrative communication management within the Executive Council.

𝐏𝐑𝐈𝐍𝐂𝐈𝐏𝐀𝐋 𝐃𝐈𝐑𝐄𝐂𝐓𝐈𝐕𝐄𝐒

Pursuant to the authority vested in the Executive Council under the Constitution and governing policies of the Organization, the following directives are hereby prescribed:

• To implement the Grace Period as the designated period during which informal, collegial, and less formal communication may be observed among Executive Council officers while maintaining mutual respect and organizational discipline;

• To implement the Rectitude Period as the official period requiring the observance of professional decorum, the use of proper honorifics and official designations, and adherence to formal standards of organizational communication;

• To prescribe a unified Communication Management Policy governing official correspondence, announcements, directives, discussions, and other Executive Council communications to promote professionalism, consistency, accountability, and administrative efficiency;

• To designate the Sergeant-at-Arms as the officer primarily responsible for supervising compliance with this Memorandum, issuing appropriate reminders, and reporting instances of non-compliance to the Executive Council when necessary;

• To direct all Executive Council officers to observe the communication standards established under this Memorandum in all official Executive Council platforms and activities;

• To provide that the policies prescribed herein shall initially be implemented within the Executive Council and may subsequently be extended or adapted to other official organizational platforms as may later be determined by the Executive Council; and

• To declare that this Memorandum shall take effect immediately upon its issuance and shall remain in force until amended, superseded, or repealed by a subsequent Executive Council issuance.

The foregoing constitutes the principal directives prescribed under this Memorandum. The complete signed Memorandum remains the official and authoritative instrument and shall prevail in the event of any inconsistency between this publication and its full text.

The Executive Council hereby publishes Executive Council Resolution No. 3, bearing Serial No. THC-ECR-03-07-12-2026, duly adopted during the Second Special Executive Council Meeting held on 12 July 2026.

Following the establishment of a valid quorum and the conclusion of due deliberation, the Executive Council, acting pursuant to the Constitution and the governing policies of the Organization, resolved to:

• Formally establish the Internal Executive Committee on Appointments as the principal internal committee responsible for appointment proceedings and related administrative functions within the Organization;

• Formally establish the Internal Interim Committee on Eligibility and Admissions as the interim body responsible for membership eligibility, admissions, and related evaluation processes pending the creation and full operationalization of a permanent organizational admissions committee;

• Approve the organizational structure, jurisdiction, powers, functions, convening procedures, and operational rules governing both committees;

• Elect and confirm the following Executive Council officers as the inaugural leadership of the respective committees:

The Office of the Executive Council Chairperson respectfully informs all members, officers, and constituents that the undersigned shall be on leave from 27 June 2026 (Saturday) until 03 July 2026 (Friday).

To ensure the continuity of governance and the uninterrupted administration of the Executive Council during this period, 𝐉𝐞𝐫𝐚𝐥𝐝 𝐌𝐢𝐜𝐨 𝐂𝐚𝐫𝐥𝐬𝐨𝐧 𝐅𝐚𝐛𝐫𝐢𝐠𝐚𝐫, Public Relations Officer, is hereby designated as Officer-in-Charge (OIC), Office of the Council Chairperson, and shall serve in the functional capacity of Acting Council Chairperson throughout the duration of the leave.

For institutional guidance, this designation constitutes a delegation of administrative authority and does not constitute constitutional succession or create a vacancy in the Office of the Council Chairperson. The Chamber cordially invites all members and interested participants to the XVII Institutional Weekly Caucus, continuing our adopted Institutional Caucus Cycle.

In accordance with the Doctrine and Framework of the Institutional Caucus Cycle, the focus for Week II is Political Psychology, a field of inquiry concerned with the relationship between human thought, identity, emotion, perception, behavior, and political life. The caucus shall explore selected themes and discussions situated within this broader focus area.

Tiananmen Square, similar to the Red Square of Moscow... It is loud, it is busy, it is business as usual... But this is not the typical day or week for this square as it had been stained red... Not by Communism, but by blood, not by revolution, but by Massacre. Hu Yaobang, a catalyst for change and reform... A beam of light for the growing freedom and rights of the Chinese, specifically among its students and suddenly, he was removed... Not because of incompetence, but because of threats... Some say that his reforms towards the free market is too fast, some say that he is a threat to the power of the Chinese Communist Party and it's supposed extinction or reform to democracy, some say it's because he is lenient towards the more liberalizing Chinese.

No matter what reason is stated, his sudden death in April began a series of events that the Chinese will soon be familiar with through its silence and censorship.

It started with peaceful mournful offerings on the streets of the Tiananmen Square, the very square the Chinese Communist are proud of to be held in its center of Beijing. Then it started to change into protests against Party Corruption and Authoritarianism... Matters didn't help that during those years, they had a massive economic reform, similar to Post-Soviet Reform and same effects applied. People became destitute and unaware, only getting by through whatever means or whatever the government could provide... But even that is not enough and in a city where there is over 4 Million People, most civilian workers and peasantry... Ideas began to grow in their very core and soon it had spread until Beijing itself turned into a Claustrophobic City with over 1.2 Million Protestors at its peak...

The Cultural Revolution and the Great Leap Forward were innovations to make China radicalize and modernize... With a sacrifice to many people, in a policy where millions had died for such little to gain. Many have said that life has no value, but the Communist Party seemed to have found their value and use... Useful for the innovation and growth of their nation, their death being collateral and needed for progress... Now... The story is being repeated, not with the story of progress... But a story of suppression and state-sponsored murder.
May began with a decree of Martial Law across Beijing and China... However, it could not contain them as many still marched across the streets. Reporters began to circulate information to the outside world that would now be regarded as the Tiananmen Square Massacre. The Government had now felt that this situation is getting out of hand and rather than giving the people what they want, they will ensure their own survival... And all bets are now off as guns begin to heat up and engines begin to roar...

On June 3rd and 4th, the Chinese Communist Party finally made its final move with the Military now joining in and entering Beijing with its Guns and Tanks with a strong and firm demand... Cease and Desist, but the crowd shouted neither and so... The Government has no choice but to do the one thing they can do at that point... Slaughter and Desecrate.

Tiananmen Square erupted in chaos as reporters scramble to get reports while trying to ensure their own survival in the massacre. The military who has now initiated the strike begins to be pummeled by the populace as an eye for an eye. Blood begins to stain the square red, like Communism lays it out to be and at the end of it, it subsided... With corpses lined up, blood smeared on every corner of the city, brutal arrests and censorship announced and total government control.

Estimates of casualties vary with a few hundred from the government to the tens of thousands from the international community, but one thing is clear... It was a massacre, for something that should already be given as a right for freedom, a simple message for the government to resurface and do better... But was met with gunfire and imminent death.

This reminds us that the privileges that we currently live in is thanks to the activism that we pursued... Although, they might not have been successful, their stories still live on through the censorship and silence of the Government with "8941" as its signature line of code.

To the people that now rest due to the massacre, no longer shall they bare red... We hope for them to now live in a place that is better than the one they died for... The story still lives on... As the blood still stains red on the square.

The Chamber through the Executive Council via. Office of the Council Chairperson would kindly like to announce that the 17th Caucus originally scheduled for this June 6, 2026 (Saturday), will be moved to June 13, 2026 the next following Saturday due to orientation and onboarding of chamber positions and most especially for the recently newly appointed officers that were just recently appointed into the Chamber.

We would like to express our appreciation for your patience of this notice and hopefully we get to see you soon on our rescheduled date.
