A RADIO AMATEUR GROUP
(DX9RAG) RAGDARI and 803RD SQUADRON PCGA

Following the magnitude 8 earthquake in Sarangani Province on June 8, 2026, severe damage was sustained in Davao Occidental, particularly in Jose Abad Santos, Glan, and Balut Island.

The next day, June 9, 2026, the PNPCES team communicated with Aux Ens Vallo of the PCGA through Staff Diosdado. Their goal was to find a solution to the collapse of telecommunication sites across the Davao Occidental region. Additionally, several radio communication towers belonging to various agencies were devastated, causing the PNPCES to lose direct contact with multiple towns.

Because of this, immediate first-response measures were taken to address the problem.
Led by the radio amateur group DX9RAG, the R.E.T.T. (Rapid Emergency Telecom Team) was immediately activated under the leadership of Bayani Alvarado (DV9BMA). The group decided to coordinate with inter-agency partners to provide an urgent solution for radio communication. This involved setting up temporary radio equipment on Balut Island to re-establish direct contact with different agencies and to provide live updates from the affected area.

On June 13, DX9RAG coordinated with the ICP (Incident Command Post), and several pieces of radio communication equipment were promptly loaded onto a Philippine Navy vessel to be deployed to Balut Island.

The 803rd Squadron extends its heartfelt gratitude to the DX9RAG group, specifically acknowledging the following individuals:

Bayani Alvarado (DV9BMA) RAGDARI
AUX ENS CLIFFORD VALLO PCGA
(DV9IGU) RAGDARI

Davao City experienced a magnitude 7.8 earthquake today, June 8, 2026. QUICK RESPONSE TEAM(QRT) of the 803rd Squadron, PCGA, immediately activated. The team led by AUX LT DUKE BRANDON GARCIA PCGA and AUX LTJG JOHN LHAR TAMESIS PCGA responded to Calinan Proper to assist and conduct a situational report, which was subsequently shared with the CDRRMO. the QRT was coordinated to Division Squadron Director of 803.1 Division.

June 8, 2026

Subject: 7.8 Earthquake Incident Report (Calinan Proper, Davao City)

1. SITUATION SUMMARY
At approximately 0800H, a magnitude 7.8 earthquake occurred in Sarangani and was felt throughout Davao City. At approximately 0815H, Division 1 officers and Rescue Medics/Safety Officers conducted a safety audit of nearby affected institutions and buildings in Calinan. The initial survey transitioned into a response and evaluation operation due to secondary incidents following the earthquake. The majority of these cases involved dyspnea and respiratory distress, which were handled in coordination with other local Disaster Risk Reduction and Management (DRRM) units. Division 1 Officers executed all necessary measures accordingly.

Safety audits, risk assessments, and hazard identifications were conducted across four (4) major institutions in coordination with their respective in-house safety teams:

Calinan National High School

Holy Cross College of Calinan

St. Francis School of Davao

Philippine Nikkei Jin Kai

2. MEASURES EXECUTED
Conducted rapid visual screening of older masonry and non-engineered structures, particularly after strong secondary aftershocks occurred.

Verified structural stability in collapse-prone zones, institutions, and adjacent areas around Calinan during prolonged secondary shaking.

Coordinated with allied resources to ensure all students, personnel, and civilians were fully accounted for.

All responding resources—including the PCGA 803rd Division 1, Calinan Bureau of Fire Protection (BFP), Philippine National Police (PNP), and Calinan Barangay DRRM (BDRRM)—were positioned at the designated standby area for further response. The operation officially adjourned at 1100H, with thorough structural assessments to be conducted later by higher authorities.

3. ACTIONS TAKEN
Deployment Details: Deployed to four (4) institutions while screening public areas for structural damage and secondary hazards.

Inter-Agency Coordination: PCGA 803rd Div 1, BFP Calinan, PNP, and Calinan BDRRM.

Rescue / Medical / Evacuation Operations: Extracted and treated seven (7) medical casualties:

1 x Syncope (Fainting)

4 x Respiratory Distress

2 x Dyspnea

Quick Response Team:

AUX LTJG JOHN LHAR TAMESIS, PCGA, AEMT

AUX LT DUKE BRANDON GARCIA, PCGA, CP-C

Assets Utilized:

Total Affected Persons: 7

Ill/Injured: 7

Fatalities: 0

Missing: 0

Transported: 1

Note: Patient names are withheld in compliance with medical confidentiality protocols.

6. CURRENT STATUS
Incident Status: Resolved (7 out of 7 cases managed)

Patient Status: 6 patients refused transport; 1 patient transported to a medical facility.

Operation Status: Adjourned

7. ISSUES / CONCERNS
Operational Challenges: Successfully coordinated all participating resources.

Safety Concerns: High civilian-to-responder ratio.

Resource Gaps: Critical shortage of oral glucose and electrolytes.

8. RECOMMENDATIONS
Suggested Actions: Secure funding or logistics pipelines to procure oral glucose, electrolytes, and additional medical consumables for the squadron's medical kits.

Additional Support Needed: Request reinforcement personnel or joint community training to address the high civilian-to-responder ratio during mass casualty incidents.

Preventive Measures: Conduct regular earthquake drills and pre-disaster hazard mapping with the four identified institutions to streamline evacuation routes before higher agencies clear the buildings.

Concurrently, AUX ENS. ARMANDO ANDOHOYAN JR PCGA responded to a fire incident along Torres St., Davao City. Among the structures destroyed by the fire were the prominent Davao Convention Center and a nearby private residential property.

Back in March 2026, the 803rd Squadron hosted a free amateur radio seminar to fulfill the first requirement for those dreaming of securing their personal radio operator license from the NTC. Fast forward to April, NTC XI conducted the official Radio Operator Examination—and we are thrilled to share that several personnel from the 803rd Squadron successfully passed the test! This milestone was achieved thanks to the incredible teamwork and support of the Radio Amateur group, RAGDARI (DX9RAG).

The entire 803rd Squadron family proudly congratulates all our new Radio Operator License passers this April 2026! We also send our heartfelt thanks to RAGDARI (DX9RAG) for a highly successful review and orientation seminar. Cheers to stronger communication lifelines!

𝐂𝐃𝐑𝐑𝐌𝐎-𝐎𝐏𝐂𝐄𝐍 𝐏𝐔𝐁𝐋𝐈𝐂 𝐀𝐃𝐕𝐈𝐒𝐎𝐑𝐘:
Issued at 10:53 PM | May 18, 2026

Due to the moderate to heavy rainfall associated with the Easterlies, the water level of the 𝗠𝗮𝘁𝗶𝗻𝗮 𝗥𝗶𝘃𝗲𝗿 along Barangay Matina Pangi is currently monitored at 𝗖𝗼𝗱𝗲 𝗥𝗲𝗱 (𝘊𝘳𝘪𝘵𝘪𝘤𝘢𝘭 𝘓𝘦𝘷𝘦𝘭) and increasing.

With this, the BDRRMCs of Matina Pangi, Matina Crossing, and Matina Aplaya are advised to prepare their evacuation areas, conduct pre-emptive evacuation of residents living along riverbanks and low-lying areas, and provide feedback to the CDRRMO–OPCEN Apo Base regarding any changes in the situation.

Meanwhile, the PUBLIC is reminded to be vigilant and address the situation accordingly.

Stay safe!
