MULTI-AGENCY SYNERGY DRIVES LOCALIZED VALUES EDUCATION IN DAVAO CITY
The Department of Education (DepEd) Schools Division of Davao City successfully wrapped up a high-impact Three-Day Writeshop for the Development and Integration of the Dabawenyo D.C.Plinado Module in GMRC and Values Education from September 25 to 27, 2026, at the Apo View Hotel. The initiative directly supports Republic Act No. 11476 (Good Manners and Right Conduct and Values Education Act) by tailoring character-building materials to the local cultural context.
The workshop gathered 30 selected GMRC and Values Education writers from public elementary and high schools across the division. Working alongside them were Division Learning Resource Evaluators and Illustrators, whose joint expertise guaranteed that the final outputs were instructionally sound, visually compelling, and deeply rooted in local realities.
A Powerful Launch for Character and Peace
Vice President Sara Z. Duterte opened the writeshop with a keynote message highlighting the indispensable role of values formation, character building, and peace education in shaping future generations.
The kickoff event brought together key educational and civic leaders, including DepEd Region XI Regional Director Maria Ines C. Asuncion, CESO IV, and Schools Division Superintendent Dr. Reynante A. Solitario, CESO V, alongside representatives from the Davao City Local Government Unit. A key highlight of the opening program was the official signing of a Memorandum of Agreement (MOA) on local peace initiatives, cementing the shared vision of key agencies toward peace consciousness and active citizenship.
Spearheaded by the Davao City Government through Peace 911 Council, in collaboration with the Office of the Vice President and DepEd Davao City, the event moved immediately into hands-on sessions following the ceremonies.
Drafting, Evaluation, and Quality Assurance
Day 1: Curriculum Alignment & Drafting — Participants mapped core GMRC and Values Education competencies and began drafting contextualized lesson plans incorporating the Dabawenyo D.C.Plinado framework.
Day 2: Rigorous Content & Visual Review — Learning Resource Evaluators and Illustrators conducted thorough reviews, offering technical guidance, editorial feedback, and custom illustrations to enhance both pedagogical quality and aesthetic appeal.
Day 3: Public Forum & Final Output Polish — Writing teams showcased their completed modules in an open forum, integrating final recommendations from peers and facilitators before official submission.
Impact and Leadership
Under the direct guidance of Dr. Argel Catubigan Pingot, Education Program Supervisor for GMRC and Values Education, the three-day endeavor enabled writers to produce a comprehensive suite of GMRC-Values Education learning materials centered on the local cultural context.
The collaborative success of the writeshop highlights the strength of institutional partnerships between DepEd, the LGU through its Peace 911 Council, and the Office of the Vice President. Above all, it underscores Davao City's proactive commitment to empowering educators and cultivating morally grounded, peace-loving Dabawenyo learners.
