Atty. Florante A. Zagada is a distinguished litigation lawyer, law professor, ordained pastor, immigration consultant, and chaplain whose career spans more than three decades of service in the fields of law, education, and ministry. Born and raised in Iriga City, he has built a life and profession anchored on faith, public service, and lifelong learning. He is married to Yolanda O. Duterte, and together they are blessed with three children—Marielle, James, and Bernadette.

A member of the Philippine Bar since 1990 (Roll No. 36479), Atty. Zagada passed the 1989 Bar Examinations and began his legal practice as an associate of the Gupit, Navarrete, Diaz & Delima Law Offices in Makati. He later served as Senior Partner at the Chavez and Zagada Law Offices in Manila before establishing his own private practice, the Florante A. Zagada Law Office and Immigration Consultancy, with branches in Pasay, Makati, and Cavite. His work includes extensive litigation, appellate practice before the Court of Appeals and Supreme Court, and legal consulting for various organizations.

In academia, Atty. Zagada is a respected legal educator. Since 2015, he has served as Professor of Law and Bar Reviewer at the Philippine Christian University–College of Law in Dasmariñas City, teaching Criminal Law, Remedial Law, Christian and Legal Values, and review subjects. He previously spent seven years as a law professor and reviewer at the Philippine Cambridge School of Law and currently teaches Family Code and Human Rights at the Pearl of the Orient International Theological Seminary and Colleges, where he also serves as Legal Adviser and Chaplain.

His educational background reflects consistent academic excellence. He earned his Master of Divinity (MDiv) from Pearl of the Orient Seminary (2025), his Bachelor of Laws (LLB) with Academic Distinction from the University of Nueva Caceres (1989), and his Bachelor of Arts in Political Science, Magna Cum Laude, from the University of Northeastern Philippines (1985), where he also received the Leadership and Loyalty Awards.

A committed servant-leader in the Christian community, Atty. Zagada is an Ordained Pastor of Light at the Crossroads Church in Singapore and has served as a resource speaker in numerous international and local conferences, legal forums, and church events. His lectures cover topics such as family law, marriages, human rights, child protection, and the integration of Christian and professional life, with engagements in Japan, Thailand, Singapore, South Korea, and various regions in the Philippines.

His achievements have been recognized by several award-giving bodies. He is a recipient of the Excellence Award for Outstanding Achievement in Legal Education (Angat Ka G**o, 2024), the Outstanding and Remarkable Lawyer of the Year Award (Instabright International Guild, 2024), and the Humanitarian Heroic Heritage International Achiever Award as Trusted Lawyer and Minister (World Council International, 2025). He also served as Evaluator for the Global Awards for International Leaders and Icons in 2025.

Beyond law and ministry, he is an active writer, producing online Bible and legal reflections that reach a growing community of readers through his social media platforms. He continues to serve as Chairman of the Board of Christian Literature Crusade in Valenzuela, Legal Adviser of the Servants of God Fellowship of Pastors in Imus, and Chaplain and Legal Adviser of Pearl of the Orient Seminary.

Giving Hope to the Hopeless:

The Leadership Journey of Rev. Fr. Enrico Julian N. Paglinawan at Colegio de San Rafael Archangel

Colegio de San Rafael Archangel—formerly known as Pili Parochial School—stands as an institution built on faith, resilience, and a deep commitment to serving the community. Established to provide quality elementary education to the people of Pili, Camarines Sur, the school faced one of its greatest challenges in 2019 when it encountered severe financial difficulties that brought it close to bankruptcy.

At this critical moment, the Archbishop of Caceres, Most Rev. Rolando Tria Tirona, appointed Rev. Fr. Enrico Julian N. Paglinawan as the new principal, entrusting him with the task of restoring stability and hope to the struggling institution. With only 118 enrolled students—the lowest in its history—the situation called for decisive and transformative action.

Upon evaluating the school’s condition, Fr. Enrico identified three major concerns:
1. Declining enrollment caused by high tuition fees and perceived low academic quality.
2. Frequent teacher resignations that created instability in instruction.
3. The school’s weakened identity and minimal presence in the community.

With these insights, he initiated a series of bold innovations. He recalibrated tuition fees to make education more accessible, particularly to middle-income and marginalized families. To further support learners, he introduced non-traditional scholarship programs such as the benefactor system and sponsorship initiatives.

Understanding the importance of empowered educators, he established new benefits for teachers, including scholarships for their children, free meals, and improved health care. He also revised the curriculum, grounding it in the lived experiences of the students and strengthening its alignment with the pastoral programs of the Church.

Central to his vision was reviving the identity of the Catholic learner—a “person of wisdom with faith.” Students were encouraged to actively participate in various church ministries, fostering spiritual growth that extended to their families and the broader community.

The community’s response was overwhelming. Enrollment steadily increased:
• 176 in 2020
• 345 in 2021
• 456 in 2022
• 567 in 2023

This growth enabled the school to open both Junior High School and Senior High School. Continuing its mission to serve financially challenged youth, the institution launched its college department with the College of Education, major in Special Needs Education, resulting in 889 college enrollees in 2024 and 957 in 2025.

To support working students, especially those attending evening classes, Fr. Enrico forged partnerships with private companies and fast-food establishments, allowing learners to work during the day and pursue their degrees at night. He ensured added sustainability by leading fundraising activities such as concerts, caroling, and raffle drives.

His leadership extended beyond the school’s walls. His active involvement in private education advocacy led to his election as Vice President of the Organization of Private Schools Association in Camarines Sur (OPSCI) and his appointment as Provincial Chaplain of the Boy Scouts of the Philippines.

Today, Colegio de San Rafael Archangel stands as a testament to compassion, resilience, and visionary leadership. Through the dedication of Rev. Fr. Enrico Julian N. Paglinawan, the institution continues to embody its mission—giving hope to the hopeless and transforming lives through faith and education.
