Section 498 of the Local Government Code of 1991 outlines the following powers, functions and duties of the League:

• Assist the national government in the formulation and implementation of the policies, programs and projects affecting municipalities as a whole;

• Promote local autonomy at the municipal level;

• Adopt measures for the promotion of the welfare of all municipalities and its officials and employees;

• Encourage people's participation in local government administration in order to promote united and concerted action for the attainment of country-wide development goals;

• Supplement the efforts of the national government in creating opportunities for gainful employment within the municipalities;

• Give priority to programs designed for the total development of the municipalities in consonance with the policies, programs and projects of the national government;

• Serve as a forum for crystallizing and expressing ideas, seeking the necessary assistance of the national government, and providing the private sector avenues for cooperation in the promotion of the welfare of the municipalities; and

• Exercise such other powers and perform such other duties and functions as the league may prescribe for the welfare of the municipalities.

Vehicles transporting food and agricultural products will be able to ply all expressways free of charge starting April 20, 2026 upon the directive of President Ferdinand Marcos Jr. to keep food prices stable amid the ongoing oil crisis.

Transportation Secretary Banoy Lopez said the Toll Regulatory Board (TRB), Department of Agriculture (DA) and major toll concessionaires have agreed to provide toll relief to truckers, industry and farmers to ensure unhampered movement of food and other agricultural products.

“Ang utos sa atin ng Pangulo, dapat tuloy-tuloy ang pag-transport ng pagkain para matiyak na stable ang presyo ng pangunahing pagkain para masiguro na abot-kaya pa rin ito para sa ating mga kababayan,” Secretary Lopez said.

All vehicles transporting food and agricultural products must be accredited by the Department of Agriculture (DA), and equipped with an RFID sticker to qualify for the toll exemption.

Vehicles transporting agricultural products can save between Php 600 and Php 1,800, depending on the vehicle class. The rebates will be credited to their RFID accounts on a weekly basis.

The toll exemption will be implemented initially for one (1) month, which is extendable subject to the review, assessment, and further discussions among the DA, DOTr, TRB, and toll concessionaires and operators.

Alam naman po natin na lahat ng sektor apektado lalo na ang ating mga magsasaka kaya malaking bagay po itong toll relief na ito para matiyak na stable ang presyo ng pagkain,” Secretary Lopez noted.

The Philippine Ports Authority (PPA) has already initiated its own relief mechanism for agricultural products by reducing roll-on/roll-off (RoRo) fees to P1 for vehicles transporting raw and unprocessed agricultural products to support food supply chain reliability and keep food prices stable. # # #

The League of Municipalities of the Philippines successfully held the 4th National Directorate Meeting via video conference presided by National President Mayor Faustino “Inno” Dy. The session focused on addressing concerns currently faced by member-municipalities across the country.

During the meeting, Mayor Dy reaffirmed the LMP’s commitment to fostering responsive and effective local governance. He expressed his sincere gratitude to the National Directorate Members for their active participation and continued collaboration.

The Department of the Interior and Local Government (DILG) on Tuesday reminded all local government units (LGUs) that regular and special sanggunian sessions cannot be conducted outside their territorial jurisdiction, stressing that local legislation must remain accessible to the people it serves.

The Department said sanggunian sessions are official legislative proceedings of the LGU and, as a general rule, must be held within the locality, as provided under the Local Government Code. Conducting sessions elsewhere undermines public access to deliberations and decisions that directly affect residents.

The Department added that sessions held beyond an LGU’s jurisdiction may be questioned before the proper courts and could expose responsible officials to appropriate administrative liability.

The DILG, however, recognized limited exceptions in extraordinary and compelling circumstances, including force majeure, natural or human-induced calamities, public emergencies, and serious threats to safety or security within the LGU.

In such cases, any temporary alternative venue must remain open and reasonably accessible to the public and all sanggunian members. Proceedings must also be properly recorded, documented, and reflected in the official minutes.

In a separate reminder, the DILG emphasized that the vice governor or vice mayor, as presiding officers of their respective sanggunian bodies, must be counted in determining quorum to avoid legal questions on the validity of deliberations and enacted measures.

At the barangay level, the punong barangay, as presiding officer of the Sangguniang Barangay, must likewise be included in determining quorum.

The Department said these rules uphold transparency, legal order, and the people’s right to witness how local decisions are made.

Ibinabahagi ng League of Municipalities of the Philippines ang DENR Permitting on Wheels, na ilulunsad ngayong April 14–15, 2026, isang inisyatibo na naglalapit ng environmental permitting services sa ating mga lungsod at munisipalidad.
