RATIONALE:
Barangay Inawan is one of the Barangay in Sultan Kudarat in the province of Maguindannao located at the southwest part of the municipality. The total population of the Barangay is 1,277 and made up of 255 households wherein farming and fishing are their source of living and 350 of it were fishermen. In Barangay Inawan, the increased number of out-of- school youth is one of the problems of the Barangay. Out of 386 youth in the community only 68 are send in school (Barangay Development Plan 2008-2018) .
One of the reasons why there are huge numbers of OSY in the Barangay is the lack of access to education because it has only two (2) existing schools in the community, which are the Inawan Day Care Center and Paiguan Primary School. The Elementary School is 700 Meters away from the Barangaay, while High School is 1.8 Kilometers away from the Barangay and College Institutions is 11.5 Kilometers away, so with this, many youth are not attending school because of the distance and lack of financial support from the family.
Out of school children and youth in ARMM comprised 14.4% , which is the highest across the regions. The reason for it is the early marriage and insufficient family income to send child to school (Philippine Statistics Authority 2013). Â As our Team conducted focus group discussion and Interview with some members of the community, they verbalized that most of this OSY are engaged in fishing. They also share about the previous project which is the Mangrove crab fattening implemented by a Non- government agency which they actually give emphasize. But because of the lack of training about how they can susrtain their project, unfortunately it was not sustained by the beneficiaries.
Thus, the team together with the other members of the community agrees to select the OSY sector and comes up with a Mangrove crab fattening Project. Mangrove Crab fattening is a relatively new practice in the Philippines. The technology has been pioneered by the private sector, primarily to meet the demands of the domestic and foreign markets by culturing marketable crabs in a short span of time. Mangrove crab fattening pertains to culturing Mangrove crab from 15 days to 1 Month so that they put on additional weight after molting.
The Team, proposed the project entitled “Manguda Mamantyari: A Mangrove crab fattening livelihood Project for Out of School youth to uplift the socio-economic condition of OSY by imparting livelihood, empowerment and development capacities in their values, faith, leadership, organizational involvement, financial management, Marketing and earn financially to support themselves and their families.
