Sulu's Exclusion from BARMM: ๐ผ ๐๐๐๐ค๐ฃ๐จ ๐ค๐ ๐๐ค๐ง๐ค ๐๐ง๐ค๐ฃ๐ฉ๐จ ๐๐ฉ๐๐ฉ๐๐ข๐๐ฃ๐ฉ
We the members of the One Bangsamoro Scions of the Moro Fronts Organization, Inc. (hereinafter referred to as "the Organization of the Sons and Daughters of Top 90 and top 300") recognize the importance of Sulu Province representation in the BARMM Parliament.
We recognize the 2018 Republic Act no. 11054 an act providing for the organic law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), repealing for the purpose republic act no. 6734, entitled "an act providing for an organic act for the Autonomous Region in Muslim Mindanao," as amended by republic act no. 9054, entitled "an act to strengthen and expand the organic act for the Autonomous Region in Muslim Mindanao"
Under the same RA # 11054 ,Article II,Sec.1 stated that the Bangsamoro Identity or the Bangsamoro People are those who, at the advent of the Spanish colonization, were considered natives or original inhabitants of Mindanao and the SULU ARCHIPELAGO and its adjacent islands, whether of mixed or full blood shall have the right to identify themselves, their spouses and descendants, as Bangsamoro.
And under 1987 Philippine Constitutionโs Article X, Section 15 โcreated Autonomous Regions in Muslim Mindanao and in the Cordilleras consisting of provinces, cities, municipalities, and geographic areas sharing common and distinctive historical and cultural heritage, economic and social structures, and other relevant characteristics within the framework of this Constitution and the national sovereignty as well as territorial integrity of the Republic of the Philippines.โ
The 2018 Republic Act No. 11054, the Bangsamoro Organic Law, defines the Bangsamoro people as those inhabiting Mindanao and the Sulu Archipelago prior to Spanish colonization (Article II, Section 1). This definition explicitly includes the inhabitants of Sulu. However, the Supreme Court decision excluding Sulu from the BARMM directly contradicts this definition, as well as the spirit of Article X, Section 15 of the 1987 Philippine Constitution, which mandates the creation of autonomous regions based on shared historical and cultural heritage. The exclusion of Sulu, a province with a predominantly Muslim population and a rich history integral to the Bangsamoro identity, violates both the letter and the intent of the Bangsamoro Organic Law and the Constitution itself.
The Unjust Exclusion of Sulu from the BARMM: A Violation of Historical Rights and National Unity. The Supreme Court's decision excluding Sulu from the BARMM represents a profound injustice, undermining the very principles upon which the autonomous region was founded.
This exclusion is not merely a matter of administrative oversight; it is a historical and political error with potentially devastating consequences for national unity and the Bangsamoro identity.
The 1987 Philippine Constitution, Article X, Section 15, explicitly mandates the creation of autonomous regions based on shared historical, cultural, economic, and social characteristics.
The provision recognizes the distinct identity of Muslim Mindanao. Sulu, with its overwhelmingly Muslim population (exceeding 95% in most censuses), its rich Tausug heritage, and its historical significance as the heartland of the Sulu Sultanate, undeniably fits this description. To exclude it is to contradict the very spirit and intent of the Constitution.
The Sulu Sultanate, a pre-colonial entity predating Spanish colonization, possesses a history and identity as distinct and significant as that of the Bangsamoro people. Its exclusion undermines the very concept of a unified Bangsamoro, fracturing the historical narrative and the collective identity of the 13 ethnolinguistic Muslim groups.
The historical significance of Sulu, as the cradle of the struggle for an independent Bangsamoro and the homeland of countless MNLF heroes cannot be ignored. To exclude Sulu is to erase a crucial chapter in the Bangsamoro's history and to deny its people their rightful place in the autonomous region
Therefore, we, the Bangsamoro scions of the Moro Fronts, who will inherit the future of the Bangsamoro Region. We strongly oppose the exclusion of Sulu from the BARMM and the BARMM Parliament's approved Bill No. 351, which proposes to redistribute Sulu's parliamentary districts.
We strongly believe in Sulu's right to representation in the BARMM. This decision must be reversed to ensure the integrity of the Bangsamoro Autonomous Region, uphold the principles of the Philippine Constitution, and recognize the inalienable rights and historical contributions of the Sulu people.
