Today, ๐‰๐ฎ๐ฅ๐ฒ ๐Ÿ๐Ÿ•, ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ“, we commemorate the ๐ฌ๐ž๐ฏ๐ž๐ง๐ญ๐ก ๐š๐ง๐ง๐ข๐ฏ๐ž๐ซ๐ฌ๐š๐ซ๐ฒ ๐จ๐Ÿ ๐ญ๐ก๐ž ๐ซ๐š๐ญ๐ข๐Ÿ๐ข๐œ๐š๐ญ๐ข๐จ๐ง ๐จ๐Ÿ ๐ญ๐ก๐ž ๐๐š๐ง๐ ๐ฌ๐š๐ฆ๐จ๐ซ๐จ ๐Ž๐ซ๐ ๐š๐ง๐ข๐œ ๐‹๐š๐ฐ (๐๐Ž๐‹).

Signed into law in 2018 after decades of armed struggle and peace negotiations between the Government of the Philippines and the Moro Islamic Liberation Front (M**F), the BOL led to the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)โ€”replacing the Autonomous Region in Muslim Mindanao (ARMM). It aimed to recognize the unique identity, historical injustice, and right to self-determination of the Bangsamoro people.

The BOL is more than a piece of legislationโ€”it is a document of hope. It envisions empowered local governance through a parliamentary system, fiscal autonomy, inclusive development, and recognition of the regionโ€™s cultural and religious heritage.

One vital provision within the BOL is the legal recognition and institutionalization of political parties, including the ๐”๐ง๐ข๐ญ๐ž๐ ๐๐š๐ง๐ ๐ฌ๐š๐ฆ๐จ๐ซ๐จ ๐‰๐ฎ๐ฌ๐ญ๐ข๐œ๐ž ๐๐š๐ซ๐ญ๐ฒ (๐”๐๐‰๐), which plays a central role in the regionโ€™s evolving democratic landscape.

UBJP, established by the M**F, was formally recognized under the BOL as a legitimate regional political party. ๐ˆ๐ญ ๐›๐ž๐œ๐š๐ฆ๐ž ๐š ๐ค๐ž๐ฒ ๐š๐œ๐ญ๐จ๐ซ ๐๐ฎ๐ซ๐ข๐ง๐  ๐ญ๐ก๐ž ๐ญ๐ซ๐š๐ง๐ฌ๐ข๐ญ๐ข๐จ๐ง ๐ฉ๐ž๐ซ๐ข๐จ๐, ๐ซ๐ž๐ฉ๐ซ๐ž๐ฌ๐ž๐ง๐ญ๐ข๐ง๐  ๐ญ๐ก๐ž ๐š๐ฌ๐ฉ๐ข๐ซ๐š๐ญ๐ข๐จ๐ง๐ฌ ๐จ๐Ÿ ๐ญ๐ก๐ž ๐๐š๐ง๐ ๐ฌ๐š๐ฆ๐จ๐ซ๐จ ๐ข๐ง ๐ญ๐ก๐ž ๐๐š๐ง๐ ๐ฌ๐š๐ฆ๐จ๐ซ๐จ ๐“๐ซ๐š๐ง๐ฌ๐ข๐ญ๐ข๐จ๐ง ๐€๐ฎ๐ญ๐ก๐จ๐ซ๐ข๐ญ๐ฒ (๐๐“๐€). Its role is not merely technical but deeply symbolicโ€”embodying the journey from armed struggle to democratic leadership and peacebuilding.

As we mark the seventh year of the Bangsamoro Organic Law, we reaffirm our collective vow: peace does not end with the signing of an agreementโ€”it must be lived through action, perseverance, and principled leadership.

The success of the BOL is the success of every Bangsamoroโ€”and it is now up to all of us to keep this legacy alive, meaningful, and just for today and for generations to come.

THE EXCLUSION OF SULU FROM BARMM

The Supreme Court of the Philippines declared that Sulu's inclusion in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is unconstitutional because it violates Section 18, Article X of the 1987 Constitution. This section mandates that only provinces, cities, and geographic areas that vote favorably in a plebiscite can be included in the autonomous region. Sulu, in the January 21, 2019 plebiscite ratifying the Bangsamoro Organic Law (BOL), voted overwhelmingly against inclusion (163,526 "no" votes versus 137,630 "yes" votes). The Court further found fault with Section 3(a), Article XV of the BOL, which treated the entire ARMM (Autonomous Region in Muslim Mindanao, the predecessor to BARMM) as a single geographical area for voting purposes. This, the Court ruled, disregarded the individual votes of constituent areas within the ARMM, directly contradicting the constitutional requirement for individual plebiscites. Therefore, Sulu's inclusion, based on the results of the plebiscite and the flawed voting mechanism outlined in the BOL, was deemed unconstitutional.
However , the Supreme Court's decision to exclude Sulu from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) contradicts Republic Act No. 11054, the Bangsamoro Organic Law, which defines the Bangsamoro people as those inhabiting Mindanao and the Sulu Archipelago before Spanish colonization. This definition explicitly includes Sulu, a province with a predominantly Muslim population and a rich cultural heritage integral to the Bangsamoro identity. Additionally, Article X, Section 15 of the 1987 Philippine Constitution emphasizes the creation of autonomous regions based on shared historical and cultural heritage. Thus, the exclusion of Sulu undermines the principles of the Bangsamoro Organic Law and the Constitution, representing a significant injustice that could harm national unity and the integrity of the Bangsamoro identity.
This suggests a contradiction between Article X, Section 18, and Article X, Section 15 of the 1987 Philippine Constitution. Since these are national laws, can the BARMM Parliament resolve issues arising from them?

We the members of the One Bangsamoro Scions of the Moro Fronts Organization, Inc. (hereinafter referred to as "the Organization of the Sons and Daughters of Top 90 and top 300") recognize the importance of Sulu Province representation in the BARMM Parliament.

We recognize the 2018 Republic Act no. 11054 an act providing for the organic law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), repealing for the purpose republic act no. 6734, entitled "an act providing for an organic act for the Autonomous Region in Muslim Mindanao," as amended by republic act no. 9054, entitled "an act to strengthen and expand the organic act for the Autonomous Region in Muslim Mindanao"

Under the same RA # 11054 ,Article II,Sec.1 stated that the Bangsamoro Identity or the Bangsamoro People are those who, at the advent of the Spanish colonization, were considered natives or original inhabitants of Mindanao and the SULU ARCHIPELAGO and its adjacent islands, whether of mixed or full blood shall have the right to identify themselves, their spouses and descendants, as Bangsamoro.

And under 1987 Philippine Constitutionโ€™s Article X, Section 15 โ€œcreated Autonomous Regions in Muslim Mindanao and in the Cordilleras consisting of provinces, cities, municipalities, and geographic areas sharing common and distinctive historical and cultural heritage, economic and social structures, and other relevant characteristics within the framework of this Constitution and the national sovereignty as well as territorial integrity of the Republic of the Philippines.โ€

The 2018 Republic Act No. 11054, the Bangsamoro Organic Law, defines the Bangsamoro people as those inhabiting Mindanao and the Sulu Archipelago prior to Spanish colonization (Article II, Section 1). This definition explicitly includes the inhabitants of Sulu. However, the Supreme Court decision excluding Sulu from the BARMM directly contradicts this definition, as well as the spirit of Article X, Section 15 of the 1987 Philippine Constitution, which mandates the creation of autonomous regions based on shared historical and cultural heritage. The exclusion of Sulu, a province with a predominantly Muslim population and a rich history integral to the Bangsamoro identity, violates both the letter and the intent of the Bangsamoro Organic Law and the Constitution itself.

The Unjust Exclusion of Sulu from the BARMM: A Violation of Historical Rights and National Unity. The Supreme Court's decision excluding Sulu from the BARMM represents a profound injustice, undermining the very principles upon which the autonomous region was founded.

This exclusion is not merely a matter of administrative oversight; it is a historical and political error with potentially devastating consequences for national unity and the Bangsamoro identity.

The 1987 Philippine Constitution, Article X, Section 15, explicitly mandates the creation of autonomous regions based on shared historical, cultural, economic, and social characteristics.

The provision recognizes the distinct identity of Muslim Mindanao. Sulu, with its overwhelmingly Muslim population (exceeding 95% in most censuses), its rich Tausug heritage, and its historical significance as the heartland of the Sulu Sultanate, undeniably fits this description. To exclude it is to contradict the very spirit and intent of the Constitution.

The Sulu Sultanate, a pre-colonial entity predating Spanish colonization, possesses a history and identity as distinct and significant as that of the Bangsamoro people. Its exclusion undermines the very concept of a unified Bangsamoro, fracturing the historical narrative and the collective identity of the 13 ethnolinguistic Muslim groups.

The historical significance of Sulu, as the cradle of the struggle for an independent Bangsamoro and the homeland of countless MNLF heroes cannot be ignored. To exclude Sulu is to erase a crucial chapter in the Bangsamoro's history and to deny its people their rightful place in the autonomous region

Therefore, we, the Bangsamoro scions of the Moro Fronts, who will inherit the future of the Bangsamoro Region. We strongly oppose the exclusion of Sulu from the BARMM and the BARMM Parliament's approved Bill No. 351, which proposes to redistribute Sulu's parliamentary districts.

We strongly believe in Sulu's right to representation in the BARMM. This decision must be reversed to ensure the integrity of the Bangsamoro Autonomous Region, uphold the principles of the Philippine Constitution, and recognize the inalienable rights and historical contributions of the Sulu people.
