Safe Spaces - CNU stands firmly in support of student rights, human dignity, and gender equality within higher education. 𝗪𝗲 𝗰𝗮𝗹𝗹 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗮𝗽𝗽𝗿𝗼𝘃𝗮𝗹 𝗼𝗳 𝘁𝗵𝗲 𝗚𝗘𝗡𝗗𝗘𝗥-𝗔𝗙𝗙𝗜𝗥𝗠𝗜𝗡𝗚 𝗨𝗡𝗜𝗙𝗢𝗥𝗠 𝗣𝗢𝗟𝗜𝗖𝗬 𝗮𝗻𝗱 𝗿𝗲𝘃𝗼𝗸𝗲 𝘁𝗵𝗲 𝗿𝗲𝗱-𝘁𝗮𝗴𝗴𝗶𝗻𝗴 𝗮𝗴𝗮𝗶𝗻𝘀𝘁 𝗽𝗿𝗼𝘁𝗲𝘀𝘁𝗲𝗿𝘀.

Last August 16, Safe Spaces - CNU formally filed a report with the Commission on Human Rights (CHR), placing this issue on record as a matter of student rights, not just campus policy. 𝗧𝗵𝗶𝘀 𝗺𝗼𝗿𝗻𝗶𝗻𝗴, that action opened the door to 𝗮 𝗳𝗼𝗿𝗺𝗮𝗹 𝗱𝗶𝗮𝗹𝗼𝗴𝘂𝗲 with the 𝗦𝘂𝗽𝗿𝗲𝗺𝗲 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 (𝗦𝗦𝗖), 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃𝗲𝘀, 𝗡𝗼𝗿𝗺𝗮𝗹𝗶𝗦𝗧𝗔𝗥, and the 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻𝗴 𝗡𝗼𝗿𝗺𝗮𝗹𝗶𝘀𝘁𝗮 - 𝗖𝗡𝗨 to discuss the issue. The CHR has assured its full support and commitment to assist in whatever way it can as this issue moves forward.

We believe that 𝗳𝗿𝗲𝗲𝗱𝗼𝗺 𝗼𝗳 𝗲𝘅𝗽𝗿𝗲𝘀𝘀𝗶𝗼𝗻 𝗶𝘀 𝗻𝗼𝘁 𝗮 𝗽𝗿𝗶𝘃𝗶𝗹𝗲𝗴𝗲 𝗴𝗿𝗮𝗻𝘁𝗲𝗱 𝗮𝘁 𝘁𝗵𝗲 𝗱𝗶𝘀𝗰𝗿𝗲𝘁𝗶𝗼𝗻 𝗼𝗳 𝗮𝗻 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻, 𝗶𝘁 𝗶𝘀 𝗮 𝗳𝘂𝗻𝗱𝗮𝗺𝗲𝗻𝘁𝗮𝗹 𝗿𝗶𝗴𝗵𝘁. A student's manner of self-presentation constitutes a legitimate form of expression and communication of identity. The restriction of this expression, particularly where it targets gender identity, undermines the principle of inclusive education and signals that full acceptance within the university community is conditional.

Moreover, we are unequivocally 𝗮𝗴𝗮𝗶𝗻𝘀𝘁 𝗿𝗲𝗱-𝘁𝗮𝗴𝗴𝗶𝗻𝗴 𝗶𝗻 𝗮𝗻𝘆 𝗳𝗼𝗿𝗺. Safe Spaces - CNU condemns every attempt to label, profile, or discredit students for exercising their right to peaceful protest, and we demand the immediate takedown of any signage, statements, or materials that brand protesters as subversive.

Advocacy is not a crime. Dissent is not a threat.

𝗪𝗲 𝗰𝗮𝗹𝗹 𝘂𝗽𝗼𝗻 𝘁𝗵𝗲 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗮𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 𝘁𝗼:

1. Approve and fully implement the Gender-Affirming Uniform Policy in accordance with its original intent.
2. Honor the university-wide dialogue promised by CHED.
3. Foster an institutional culture in which student safety and self-expression are respected.
4. Revoke all red-tagging and labels directed at student protesters.

Safe Spaces - CNU will continue to advocate, organize, and speak up until every student can exist on this campus without having to shrink themselves to fit someone else's comfort.

𝗔𝗚𝗔𝗜𝗡𝗦𝗧 𝗔𝗗𝗠𝗜𝗡𝗜𝗦𝗧𝗥𝗔𝗧𝗜𝗩𝗘 𝗢𝗣𝗣𝗥𝗘𝗦𝗦𝗜𝗢𝗡: 𝗪𝗘 𝗠𝗢𝗕𝗜𝗟𝗜𝗭𝗘, 𝗪𝗘 𝗥𝗘𝗦𝗜𝗦𝗧, 𝗪𝗘 𝗧𝗔𝗞𝗘 𝗧𝗛𝗘 𝗙𝗜𝗚𝗛𝗧 𝗧𝗢 𝗖𝗢𝗡𝗚𝗥𝗘𝗦𝗦!

At today's budget hearing on the 2027 Commission on Higher Education (CHED) budget, Congressman Chel Diokno brought national attention to the issues regarding student rights at Cebu Normal University (CNU), highlighting 𝗿𝗲𝗽𝗼𝗿𝘁𝘀 𝗺𝗮𝗱𝗲 𝗯𝘆 𝗦𝗮𝗳𝗲 𝗦𝗽𝗮𝗰𝗲𝘀 - 𝗖𝗡𝗨 𝗶𝗻 𝗮 𝗰𝗼𝗺𝗽𝗹𝗮𝗶𝗻𝘁 𝘀𝗲𝗻𝘁 𝘁𝗼 𝗔𝗸𝗯𝗮𝘆𝗮𝗻 𝗣𝗮𝗿𝘁𝘆𝗹𝗶𝘀𝘁.

This enforces the student’s right to express discern and protest to advocate for progressive causes. As per Cong. 𝘋𝘪𝘭𝘪 𝘴𝘢𝘬𝘵𝘰 𝘯𝘨𝘢 𝘮𝘢𝘨𝘱𝘢𝘬𝘢𝘩𝘪𝘭𝘰𝘮 𝘭𝘢𝘯𝘨 𝘵𝘢. 𝘋𝘪𝘭𝘪 𝘱𝘸𝘦𝘥𝘦 𝘯𝘢 𝘱𝘢𝘩𝘪𝘭𝘰𝘮𝘰𝘯 𝘳𝘢 𝘵𝘢.

𝗦𝗮𝗳𝗲 𝗦𝗽𝗮𝗰𝗲𝘀 - 𝗖𝗡𝗨 𝗰𝗼𝗻𝗱𝗲𝗺𝗻𝘀 𝘁𝗵𝗲 𝗯𝗹𝗮𝘁𝗮𝗻𝘁 𝗿𝗲𝗱-𝘁𝗮𝗴𝗴𝗶𝗻𝗴 𝗼𝗳 𝘀𝗰𝗵𝗼𝗼𝗹 𝗽𝗲𝗿𝘀𝗼𝗻𝗻𝗲𝗹𝘀 𝘁𝗼𝘄𝗮𝗿𝗱𝘀 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀 𝘄𝗵𝗼 𝗲𝘅𝗲𝗿𝗰𝗶𝘀𝗲𝗱 𝘁𝗵𝗲𝗶𝗿 𝗿𝗶𝗴𝗵𝘁 𝘁𝗼 𝗮𝘀𝘀𝗲𝗺𝗯𝗹𝘆 𝗮𝗻𝗱 𝗲𝘅𝗽𝗿𝗲𝘀𝘀𝗶𝗼𝗻. When our right to express and dissent is threatened, we must step up and push back against these unlawful boundaries. 𝗥𝗲𝗱-𝘁𝗮𝗴𝗴𝗶𝗻𝗴 𝗮𝗻𝗱 𝗼𝗻𝗹𝗶𝗻𝗲 𝗮𝘁𝘁𝗮𝗰𝗸𝘀 𝗮𝗿𝗲 𝗱𝗲𝗹𝗶𝗯𝗲𝗿𝗮𝘁𝗲 𝘁𝗮𝗰𝘁𝗶𝗰𝘀 𝗺𝗲𝗮𝗻𝘁 𝘁𝗼 𝘀𝗶𝗹𝗲𝗻𝗰𝗲 𝗰𝗿𝗶𝘁𝗶𝗰𝗮𝗹 𝘃𝗼𝗶𝗰𝗲𝘀 𝗮𝗻𝗱 𝗶𝗻𝘀𝘁𝗶𝗹𝗹 𝗳𝗲𝗮𝗿. As we stand our ground alongside our transgender community and students resisting the strict implementation of restrictive dress codes, let us continue to remind the administration why our cause matters. Education cannot flourish in an environment of fear, conformity, and censorship.

Cong. Diokno bringing this issue to the national stage amplifies the brave efforts of student advocates fighting for genuine campus freedom and self-expression.

In response, CHED Chairperson Dr. Shirley Argupis explicitly committed to 𝗼𝗿𝗴𝗮𝗻𝗶𝘇𝗶𝗻𝗴 𝗮𝗻 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹 𝗱𝗶𝗮𝗹𝗼𝗴𝘂𝗲 between the CNU administration and the student body to address the issue directly. 𝗪𝗲 𝗱𝗲𝗺𝗮𝗻𝗱 𝗽𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝘃𝗲 𝗱𝗶𝗮𝗹𝗼𝗴𝘂𝗲, 𝗻𝗼𝘁 𝗷𝘂𝘀𝘁 𝗮𝘀𝘀𝘂𝗿𝗮𝗻𝗰𝗲 𝗮𝗻𝗱 𝗲𝗺𝗽𝘁𝘆 𝗽𝗿𝗼𝗺𝗶𝘀𝗲𝘀.

Our strength lies in our collective voice, and this commitment to dialogues are only the first step toward lasting systemic change. We must ensure that promises made in Congress translate into real protection and uninhibited freedom on our campus grounds.

𝘿𝙞 𝙩𝙖 𝙖𝙣𝙜𝙖𝙮 𝙢𝙖𝙝𝙖𝙙𝙡𝙤𝙠. Until every student can speak, express their identity, and organize without fear of repression, 𝙢𝙖𝙜𝙥𝙖𝙙𝙖𝙮𝙤𝙣 𝙠𝙞𝙩𝙖 𝙨𝙖 𝙖𝙩𝙤𝙣𝙜 𝙠𝙖𝙡𝙞𝙝𝙪𝙠𝙖𝙣.

𝗗𝗘𝗙𝗘𝗡𝗗 𝗧𝗛𝗘 𝗗𝗘𝗙𝗘𝗡𝗗𝗘𝗥𝗦: STATEMENT ON THE AUGUST 13 PEACEFUL MOB AND CONTINUED STUDENT RIGHTS VIOLATIONS AT CNU

Yesterday, the student body — represented by Safe Spaces - CNU, Kabataan Partylist - CNU, and Normalistar — organized a peaceful protest to voice their strong opposition to OSAS Advisory No. 18, s. 2026. Armed with placards and unified calls for reform, student advocates exercised their fundamental right to peaceful assembly. However, 𝘂𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝗶𝗲𝘀 𝗰𝗵𝗼𝘀𝗲 𝘁𝗼 𝗶𝗴𝗻𝗼𝗿𝗲 𝘁𝗵𝗲𝘀𝗲 𝗹𝗲𝗴𝗶𝘁𝗶𝗺𝗮𝘁𝗲 𝗴𝗿𝗶𝗲𝘃𝗮𝗻𝗰𝗲𝘀, dismissing peaceful expression and willfully 𝗺𝗶𝘀𝗰𝗵𝗮𝗿𝗮𝗰𝘁𝗲𝗿𝗶𝘇𝗶𝗻𝗴 𝗶𝘁 𝗮𝘀 𝗮𝗻 𝗮𝗰𝘁 𝗼𝗳 𝘃𝗶𝗼𝗹𝗲𝗻𝗰𝗲 𝗮𝗻𝗱 𝗱𝗶𝘀𝗿𝘂𝗽𝘁𝗶𝗼𝗻.

The arbitrary restrictions mandated by the Office of Student Affairs and Services raise serious concerns regarding their underlying rationale and necessity. Most notably, 𝘁𝗵𝗲 𝗼𝗻𝗴𝗼𝗶𝗻𝗴 𝗮𝗯𝘀𝗲𝗻𝗰𝗲 𝗼𝗳 𝗮 𝗚𝗲𝗻𝗱𝗲𝗿-𝗔𝗳𝗳𝗶𝗿𝗺𝗶𝗻𝗴 𝗨𝗻𝗶𝗳𝗼𝗿𝗺 𝗽𝗼𝗹𝗶𝗰𝘆 𝘀𝘁𝗮𝗻𝗱𝘀 𝗮𝘀 𝗮 𝗴𝗹𝗮𝗿𝗶𝗻𝗴 𝗼𝘃𝗲𝗿𝘀𝗶𝗴𝗵𝘁 𝗳𝗼𝗿 𝗮𝗻 𝗮𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 𝘁𝗵𝗮𝘁 𝗽𝘂𝗯𝗹𝗶𝗰𝗹𝘆 𝗰𝗹𝗮𝗶𝗺𝘀 𝗮 𝗰𝗼𝗺𝗺𝗶𝘁𝗺𝗲𝗻𝘁 𝘁𝗼 "𝗿𝗲𝗰𝗼𝘃𝗲𝗿𝗶𝗻𝗴" 𝗳𝗿𝗼𝗺 𝗮 𝘁𝗿𝗼𝘂𝗯𝗹𝗲𝗱 𝗲𝗿𝗮. Rather than following through with the carefully communicated plan prior to the activity, campus security personnel resorted to overt intimidation tactics. Security guards systematically monitored and photographed student activists from the canteen grounds to the main gate, explicitly targeting individuals for surveillance. They visibly zoomed-in on each individual, clearly keeping track of the active participants of the mob. 𝗧𝗵𝗶𝘀 𝗶𝗻𝘁𝗶𝗺𝗶𝗱𝗮𝘁𝗶𝗼𝗻 𝗮𝗹𝘀𝗼 𝗲𝘀𝗰𝗮𝗹𝗮𝘁𝗲𝗱 𝗶𝗻𝘁𝗼 𝗽𝗵𝘆𝘀𝗶𝗰𝗮𝗹 𝗵𝗮𝗿𝗮𝘀𝘀𝗺𝗲𝗻𝘁 𝘁𝗮𝗿𝗴𝗲𝘁𝗶𝗻𝗴 𝘁𝗵𝗿𝗲𝗲 (𝟯) 𝗡𝗼𝗿𝗺𝗮𝗹𝗶𝘁𝗲 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀: 𝗧𝗿𝗶𝘀𝗵𝗮 𝗘., 𝗟𝘂𝗸𝗲 𝗜., 𝗮𝗻𝗱 𝗣𝗮𝘁𝗿𝗶𝗰𝗶𝗮 𝗔.

The Security and Safety Unit went so far as 𝘁𝗼 𝗰𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗲 𝘄𝗶𝘁𝗵 𝗿𝗲𝘀𝗽𝗼𝗻𝗱𝗶𝗻𝗴 𝗽𝗼𝗹𝗶𝗰𝗲 𝗼𝗳𝗳𝗶𝗰𝗲𝗿𝘀. They also resorted to 𝗮 𝗹𝗼𝗰𝗸𝗱𝗼𝘄𝗻 𝗮𝗳𝘁𝗲𝗿 𝘁𝗵𝗲 𝗽𝗿𝗼𝗴𝗿𝗮𝗺 𝗲𝗻𝗱𝗲𝗱 that barred all students (including non-participants) from entering campus grounds. Compounding this hostility, the administration publicly announced 𝘁𝗵𝗲 𝗰𝗮𝗻𝗰𝗲𝗹𝗹𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗚𝗿𝗮𝗻𝗱 𝗕𝗮𝗹𝗶𝗸 𝗘𝘀𝗸𝘄𝗲𝗹𝗮 𝟮𝟬𝟮𝟲 on the official CNU page. Citing "security reasons" served as a transparent attempt to undermine the Supreme Student Council’s efforts and sow division within the student community.

𝗥𝗲𝘁𝗮𝗹𝗶𝗮𝘁𝗼𝗿𝘆 𝗮𝗰𝘁𝗶𝗼𝗻𝘀, 𝗵𝗼𝘄𝗲𝘃𝗲𝗿, 𝘄𝗶𝗹𝗹 𝗻𝗲𝘃𝗲𝗿 𝘀𝘂𝗰𝗰𝗲𝗲𝗱 𝗶𝗻 𝗳𝗿𝗮𝗰𝘁𝘂𝗿𝗶𝗻𝗴 𝗡𝗼𝗿𝗺𝗮𝗹𝗶𝘁𝗲 𝘀𝗼𝗹𝗶𝗱𝗮𝗿𝗶𝘁𝘆. 𝗧𝗵𝗲𝗿𝗲 𝗶𝘀 𝗻𝗲𝘃𝗲𝗿 𝗮𝗻 𝗶𝗻𝗮𝗽𝗽𝗿𝗼𝗽𝗿𝗶𝗮𝘁𝗲 𝗺𝗼𝗺𝗲𝗻𝘁 𝘁𝗼 𝗱𝗲𝗳𝗲𝗻𝗱 𝘀𝗲𝗹𝗳-𝗲𝘅𝗽𝗿𝗲𝘀𝘀𝗶𝗼𝗻 𝗮𝗻𝗱 𝗳𝘂𝗻𝗱𝗮𝗺𝗲𝗻𝘁𝗮𝗹 𝘀𝘁𝘂𝗱𝗲𝗻𝘁 𝗿𝗶𝗴𝗵𝘁𝘀.

As outlined in the recently signed Magna Carta for Students: Chapter V Section XXIII, we have the institutionalized right to freely practice their rights to have a peaceful assembly, free speech, and expression. Moreover, not one provision within the Student Manual explicitly prohibits student participation in a flash mob or peaceful demonstration.

Thus, this should serve as a wake-up call for every Normalite to refrain from pointing fingers at fellow students. The escalating tension surrounding these events is a direct byproduct of administrative retaliation and not peer conflict. When conflict arises, our instincts shouldn't be to police one another, but to examine where the real systemic pressure is coming from.

We stand as representatives for students who are victims of gender-based violence, discrimination, abuse, and its ramifications. Through this, a safe space for everyone regardless of gender expression, physical, and financial capacity, is within our reach.

𝐒𝐀𝐅𝐄 𝐒𝐏𝐀𝐂𝐄𝐒 - 𝐂𝐍𝐔 𝐀𝐓 𝐂𝐀𝐒𝐕𝐄𝐑𝐒𝐄 🩷💜

To gear up for the new academic year, Safe Spaces - CNU was invited to speak at the 𝗚𝗿𝗮𝗻𝗱 𝗕𝗮𝗹𝗶𝗸 𝗘𝘀𝗸𝘄𝗲𝗹𝗮 𝗖𝗔𝗦𝗩𝗲𝗿𝘀𝗲 in front of the students of the College of Arts and the broader CNU community present!

Represented by Chairperson Caryl, she formally introduced the socialist feminist organization’s advocacy for safety and gender equity inside the campus and even beyond it. She also once again echoed the collective disapproval against the recently released OSAS advisory, explicitly stating Safe Spaces - CNU’s opposition to it and firmly rejecting its implementation, standing in solidarity with the student body and fellow progressive campus organizations.

Moreover, she also shed light on another concerning matters about the student manual, specifically with its clear implementation of the outdated Anti Sexual Harassment Act of 1995 or RA 7877. She emphasized the need to reevaluate the manual's definition of sexual harassment and implement the Safe Spaces Act instead.

We strongly believe that a university must adopt a comprehensive modern standard that protects students from harassment by anyone, anywhere on campus or online.

𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝗟𝗮𝗯𝗮𝗻 𝘀𝗮 𝗞𝗮𝗽𝗶𝘁𝗮𝗹𝗶𝘀𝗺𝗼 𝗮𝘁 𝗣𝗮𝘁𝗿𝗶𝗮𝗿𝗸𝗶𝘆𝗮!

The Safe Spaces Movement Federation, along with Partido Manggagawa Kabataan and the College of Computing, Artificial Intelligence and Sciences - Student Council of Cebu Normal University, attended a three-day training titled 𝗔𝘁𝗼𝗻𝗴 𝗞𝗮𝘂𝗴𝗺𝗮𝗼𝗻, 𝗔𝘁𝗼𝗻𝗴 𝗚𝗮𝗵𝘂𝗺 on July 10 - 12. It is a program packed with interactive discussions and engaging workshops aimed at enlightening the youth about the harmful systems our state and the world are facing at present.

The first day featured Josua Mata, the Secretary General of Sentro, who discussed capitalism – its evolution, manifestations, and possible solutions. He discussed the global polycrisis where capitalism is thriving, democracy is backsliding, climate change is increasingly affecting us all, and the left wing is divided.

On the second day, Jean Enriquez, the Executive Director of Coalition Against Trafficking In Women – Asia Pacific (CATW-AP), facilitated a talk on feminism and the laws in our country that safeguard women and children from exploitation. She emphasized the social constructs that shaped patriarchy such as gender, division of labor, and the arousal of men which is only driven by frequent exposure to po*******hy. The last day concluded with Josua Mata delivering a lesson on democracy and how the youth can organize better to fight against a system where democracy is eroded.

Altogether, the training aims to educate the youth on socialism and feminism. These systems are so heavily embedded in our society that they have become intertwined as one. It is important to recognize that even in our language, patriarchy is present and in our everyday lives, capitalism can be heavily felt.

In this age where we, the youth, are at the forefront of change, we must learn the historical significance and contextualized meanings of these harmful systems. We come together to unite in numbers and completely dismantle them.

Lovely Vasquez, a SOGIESC Advocate, Staff of Babaylanes Inc., and a Student Leader from Bulacan State University.
