RAF-C formerly known as the Remedios AIDS Foundation, Inc. Cebu started in Manila as an NGO that expanded in Cebu in 20
01 to build the Youth Zone (YZ), the only mall-based youth center in Asia-pacific which caters to the young people aged 10-24. YZ then focused on educating young people about Reproductive and Sexual Health and Rights. The project operated for 7 years, of which the first three years were funded by an external funding agency. In 2005, RAF being one of the pioneers in HIV prevention, care and support works in the Philippines implemented such initiatives alongside Youth Zone in Cebu City, Eastern Samar, Bohol and Bacolod City. These initiatives made RAF-YZ staff and volunteers more versatile in handling RH concerns with the guidance and supervision of experts and consultants from Manila. In 2008, after 8 years of operating in Cebu, the management of RAF in Manila decided to close YZ as a youth center because of its inability to sustain its very high operational cost. In 2009, other projects of RAF in Cebu terminated and having no new projects, the management expressed the difficulty to continue operating RAF Cebu office. After conferring with clients, volunteers and partners, the RAF Cebu staff and volunteers made a bold move of forming RAF Cebu (RAF-C), as an independent organization. In 2010, RAF Cebu started to explore the possibility of initiating small activities in partnership with the Cebu City government and other NGOs. RAF-C takes the pride of implementing programs and projects, and extending services to the target clienteles with untarnished integrity, credibility and honesty to the public. Our framework of development has always been to develop the capacity of the people to make an informed decision, and respond to their own predicament. RAF-C is a Real Advocates and Fellows for Change
