Today, the Philippine Earth Justice Center (PEJC), through Managing Trustee Atty. John Menguito, participated in the panel discussion on โSocio-Ecological Evidence Analysis of Urban Flooding in Metro Cebuโ during the 13th Annual International Conference on Environmental Science hosted by the University of San Carlos.
Joining esteemed scientists, researchers, and environmental experts, PEJC highlighted that urban flooding is not merely a consequence of heavy rainfall or climate change. Rather, it is often the result of cumulative development decisions, watershed degradation, loss of natural drainage systems, weak land-use governance, and the failure to recognize the critical role of ecosystems in protecting communities.
During the discussion, PEJC emphasized the constitutional right to a balanced and healthful ecology, the importance of meaningful public participation in environmental decision-making, and the need to fully operationalize the Philippine Ecosystem and Natural Capital Accounting System (PENCAS) Act in planning and development processes.
PEJC likewise stressed that accountability begins long before floodwaters enter homes and communities. It begins when scientific evidence is ignored, environmental safeguards are weakened, and projects proceed without adequately considering their impacts on ecosystems and vulnerable populations.
As Metro Cebu continues to face increasing flood risks, sustainable solutions must go beyond engineering interventions. They must include ecosystem protection, climate-responsive planning, stronger governance, and environmental justice for affected communities.
