๐ŸŒฟ Environmental Paralegal Training Program: Empowering Communities for Ecological Justice ๐ŸŒฟ

For two days, community leaders, volunteers, youth advocates, and church workers gathered to deepen their understanding of environmental rights, ecological governance, waste management, and legal remedies available to communities facing environmental challenges.

Through this training, participants were introduced to the role of environmental paralegalsโ€”community-based defenders who can help bridge the gap between environmental laws and the people they are meant to protect. Discussions covered environmental legal frameworks, documentation of environmental violations, community organizing, and practical tools for advancing ecological justice at the grassroots level.

As environmental crises continue to affect vulnerable communities, empowering citizens with legal knowledge and advocacy skills becomes increasingly important. Ecological justice is not only a legal concernโ€”it is a moral responsibility and a shared commitment to protect our common home for present and future generations.

The Philippine Earth Justice Center extends its gratitude to the Ministry on Integral Ecology of the Diocese of Kalookan, the EcoWaste Coalition, Plastic-Free Pilipinas, and all participants who dedicated their time and energy to this learning journey.

Today, the Philippine Earth Justice Center (PEJC), through Managing Trustee Atty. John Menguito, participated in the panel discussion on โ€œSocio-Ecological Evidence Analysis of Urban Flooding in Metro Cebuโ€ during the 13th Annual International Conference on Environmental Science hosted by the University of San Carlos.

Joining esteemed scientists, researchers, and environmental experts, PEJC highlighted that urban flooding is not merely a consequence of heavy rainfall or climate change. Rather, it is often the result of cumulative development decisions, watershed degradation, loss of natural drainage systems, weak land-use governance, and the failure to recognize the critical role of ecosystems in protecting communities.

During the discussion, PEJC emphasized the constitutional right to a balanced and healthful ecology, the importance of meaningful public participation in environmental decision-making, and the need to fully operationalize the Philippine Ecosystem and Natural Capital Accounting System (PENCAS) Act in planning and development processes.

PEJC likewise stressed that accountability begins long before floodwaters enter homes and communities. It begins when scientific evidence is ignored, environmental safeguards are weakened, and projects proceed without adequately considering their impacts on ecosystems and vulnerable populations.

As Metro Cebu continues to face increasing flood risks, sustainable solutions must go beyond engineering interventions. They must include ecosystem protection, climate-responsive planning, stronger governance, and environmental justice for affected communities.

We thank the University of San Carlos and the organizers of the 13th ACES for providing a platform where science, law, policy, and community perspectives can come together in pursuit of resilient and sustainable cities.

Because protecting nature is also protecting people.

This afternoon, the Philippine Earth Justice Center (PEJC) participated in the public consultation concerning the proposed Seafront City Project in Consolacion, Cebu, upon the invitation of the Municipality of Consolacion. The proposed reclamation and offshore development project covers approximately 114 hectares of municipal waters off Barangay Tayud, Consolacion.

During the consultation, PEJC raised critical legal and environmental concerns grounded on the 1987 Constitution, particularly the peopleโ€™s right to a balanced and healthful ecology, as well as the Stateโ€™s duty to protect marine and coastal ecosystems for present and future generations.

PEJC likewise emphasized the Philippinesโ€™ obligations under the Paris Agreement, reminding stakeholders that development projects must be aligned with climate commitments and should not aggravate climate vulnerability, ecological degradation, and risks faced by coastal communities.

The Center also invoked DILG Memorandum Circular No. 2022-018 on meaningful public participation, transparency, accountability, and genuine consultation processes involving environmentally critical projects. PEJC stressed that consultations must never be reduced to mere formalities, but should serve as meaningful avenues where communities are fully informed, heard, and protected.

As always, PEJC stands firmly with fisherfolk, coastal communities, and all stakeholders whose lives and livelihoods are directly affected by environmental decisions. Development must always be pursued within the bounds of ecological integrity, climate justice, and the rule of law.

Because environmental governance is not simply about facilitating projects โ€” it is about safeguarding communities, protecting ecosystems, and ensuring that future generations inherit a livable and sustainable world.

This morning, the Philippine Earth Justice Center stood side by side with the fisherfolk and communities of Barangay Mangoto, Pinamungajan in the public scoping for the proposed CPC Seaport Development Project.

PEJC raised critical legal and environmental concerns grounded on the 1987 Constitution, the ENIPAS Act, the Taรฑon Strait Protected Seascape Management Plan, PENCAS, the Marine Mammal case, and the Precautionary Principle. We reminded stakeholders and decision-makers alike that environmental governance is not merely about facilitating development projects โ€” it is about protecting ecosystems, safeguarding communities, and upholding intergenerational responsibility.

The voices of the people must not be reduced to a procedural requirement. Consultation must be genuine, informed, and rooted in accountability. Those who disregard environmental laws and community welfare can, and must, be held accountable.
