Today, we celebrate a woman of many talents and admirable qualities: an accomplished lawyer, a dedicated professor, a loving wife and mother, and a cherished member of the FIDA Cebu family.

Your creativity has been an invaluable part of FIDA Cebu; you shone especially brightly during President Rizza’s term and continue to do so with President Malou. Whether it is designing posters, preparing presentations, or producing videos, you have always been the creative force behind many of our activities. Your dedication and artistic talent have helped bring our events to life.

What makes you even more admirable is your unwavering commitment to FIDA Cebu. Even during the most difficult moments in your personal life, you never forgot your FIDA family. Despite the heartbreaking loss of your beloved father, you remained mindful of our organization and made sure the 10th Search for Outstanding Court Employees went smoothly, even though you were thousands of miles away. Your thoughtfulness and dedication, even in times of personal grief, speak volumes about your character.

You make sure everyone is well-fed, happy, and cared for—a selfless, compassionate quality that truly defines a FIDAN. Whether in the courtroom, the classroom, the workplace, at home, or wherever FIDA is, you bring the same energy, passion, and dedication to everything you do. Balancing your career as a lawyer, your responsibilities as a professor, and your life as a wife and mother is no small feat, yet you manage to do so with grace.

✨ Celebrating Excellence in Court Service ✨

The Search for Outstanding Court Employees is a biennial initiative that recognizes and honors court employees who exemplify excellence, dedication, integrity, and commitment to public service. Now on its 10th Search, FIDA Cebu and IBP Cebu City once again welcomed employees from courts all over Cebu for an unforgettable afternoon celebration.

The court employees also enjoyed an exciting raffle featuring an array of prizes throughout the celebration. Ms. Leila Alvarez of MTCC-4, Cebu City, happily took home the grand raffle prize (a brand-new 43" Toshiba Smart TV!) and also got to strike a pose alongside the dashing Atty. Julius Oliver Moeller. A lucky win indeed!

In her opening remarks at the 10th Search for Outstanding Court Employees, FIDA Cebu President Prosecutor Maria Lourdes C. Bragat-Quilitorio paid tribute to court employees whose work may not always be seen, but is vital to the administration of justice.

As Prosecutor Lourdes aptly put it: “You are heard and you are appreciated. Because without you, I don’t know how the courts will function.”

A meaningful reminder that behind every smoothly functioning court are people who quietly, tirelessly, and selflessly serve.

The Federación Internacional de Abogadas Cebu, Inc. (FIDA Cebu), in partnership with the Integrated Bar of the Philippines – Cebu City Chapter, proudly presents the 10th Search for Outstanding Court Employees – Awarding Ceremony, honoring the men and women whose hard work, integrity, and commitment help keep our courts and justice system moving every day.

Happy Birthday to our Immediate Past President, Atty. Rizza Marie Mangubat- Gariando!

Her term as President of the Federación Internacional de Abogadas (FIDA)-Cebu was perhaps one of the most challenging in the organization’s history. Cebu endured earthquakes, typhoons, floods, and other calamities—but through every crisis, Atty. Rizza led with grace, courage, and a genuine heart for service.

Instead of playing it safe and simply allowing her term to pass, she turned every challenge into an opportunity to serve. She mobilized resources, welcomed many new members, and spearheaded relief operations on a regular basis—showing the entire legal community what lady lawyers can accomplish when they put their hearts into a common cause.

Under her leadership, FIDA continued its well-supported programs, including the Paper and Pencil for a Tree Project, Amazing Race, and Outstanding Court Employee Awards. Her term also introduced meaningful new initiatives, such as the Jail Visit during Anti-VAW Month and Law and Latte, which helps every FIDAN stay abreast of new laws and legal developments.

And, of course, who could forget the tremendously successful 50th Golden Anniversary Celebration? An unprecedented number of participants filled every corner of the Cebu City Sports Club Ballroom—a fitting celebration of FIDA’s remarkable history and enduring sisterhood.

Atty. Rizza accomplished all these while remaining a loving mother to her children, a devoted wife to her husband, Prosecutor Cesar Gariando, and an accomplished lawyer managing a successful practice. She was always present, always ahead of time, and always ready to serve.

In the end, she earned the admiration and respect of everyone—not merely because of what she accomplished, but because of the person she has always been: a woman who chose service over comfort and placed the needs of her fellow Cebuanos before her own.

That is her legacy, the members and all of her Board are truly proud to have served alongside her.

Happy Birthday, Pres. Rizza! May you receive the same love, kindness, and generosity that you have so selflessly given to others.
