Hindi tayo nagbabayad ng buwis upang tayo’y bigyan lamang ng mga panandaliang solusyon. Hindi tayo nagpapagod at nagbubuhos ng dugo’t pawis upang tumanggap ng mga aksyong kulang sa lalim, kulang sa plano, at kulang sa tunay na malasakit.

𝐅𝐂𝐒𝐆 𝐁𝐮𝐥𝐥𝐞𝐭𝐢𝐧 | 𝐀𝐩𝐫𝐢𝐥 𝟖, 𝟐𝟎𝟐𝟔

The Federation of Central Student Government (FCSG) convened its 𝐅𝐢𝐫𝐬𝐭 𝐒𝐩𝐞𝐜𝐢𝐚𝐥 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 on April 8, 2026, following an official request submitted by the Deputy Student Regent, Joseph Luke Emmanuel M. Ongliongco to the Office of the Student Regent, Arnhee Joy F. Clamosa. The request aimed to address pressing university-wide concerns that significantly affect the student body. Upon approval, the Deputy Student Regent presided over the session.

The following agenda items were discussed:

𝟏. 𝐏𝐨𝐬𝐬𝐢𝐛𝐥𝐞 𝐈𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞𝐬 𝐀𝐦𝐢𝐝𝐬𝐭 𝐭𝐡𝐞 𝐒𝐭𝐚𝐭𝐞 𝐨𝐟 𝐄𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲
The Council deliberated on potential initiatives in response to the declared state of emergency. Members emphasized the need for proactive and responsive actions. The discussion also covered the recent memorandum from the Commission on Higher Education allowing universities to transition to a 100% online learning modality, and how the University may strategically respond to this directive.

𝟐. 𝐏𝐫𝐨𝐩𝐨𝐬𝐞𝐝 𝐈𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞𝐬 𝐢𝐧 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐞 𝐭𝐨 𝐭𝐡𝐞 𝐇𝐞𝐚𝐭 𝐈𝐧𝐝𝐞𝐱
The Council revisited the proposal submitted by the Deputy Student Regent in March 2026 regarding measures to address extreme heat conditions. Discussions included alternative interventions such as expanding access to the DIWA Center, reviewing and recommending appropriate uniform fabrics, and proposing procurement and rehabilitation efforts to improve ventilation in facilities.

𝟑. 𝐂𝐥𝐚𝐫𝐢𝐟𝐲𝐢𝐧𝐠 𝐅𝐂𝐒𝐆’𝐬 𝐒𝐜𝐨𝐩𝐞 𝐢𝐧 𝐒𝐲𝐬𝐭𝐞𝐦-𝐖𝐢𝐝𝐞 𝐈𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞𝐬
The Deputy Student Regent underscored the importance of establishing a clearer and more unified approach in system-wide decision-making. The body discussed the need for coordinated and responsive actions across campuses to ensure equitable implementation of initiatives.

𝟒. 𝐎𝐭𝐡𝐞𝐫 𝐌𝐚𝐭𝐭𝐞𝐫𝐬: 𝐆𝐫𝐚𝐝𝐮𝐚𝐭𝐢𝐨𝐧 𝐈𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞𝐬
The Council also discussed plans to conduct dialogues and research concerning existing university policies related to graduation. The objective is to gather data and student feedback to guide future recommendations and policy improvements.

In light of the issues presented, the Federation affirms its responsibility to lead with clarity, coordination, and decisive action. The discussions held during this Special Session mark a step toward more unified and system-wide responses to concerns affecting students. The FCSG remains dedicated to advancing policies and initiatives that promote student welfare, accessibility, and academic continuity.

𝐑𝐄𝐀𝐃𝐈𝐍𝐄𝐒𝐒 𝐒𝐔𝐑𝐕𝐄𝐘 – 𝐒𝐘𝐍𝐂𝐇𝐑𝐎𝐍𝐎𝐔𝐒 𝐎𝐍𝐋𝐈𝐍𝐄 𝐓𝐄𝐀𝐂𝐇𝐈𝐍𝐆 𝐀𝐍𝐃 𝐋𝐄𝐀𝐑𝐍𝐈𝐍𝐆

In line with its commitment to ensuring quality, accessible, and adaptive education, the institution invites all faculty members and students to participate in the Readiness Survey on the Implementation of Synchronous Online Delivery Mode of Teaching and Learning.

This initiative forms part of the institution’s ongoing efforts to assess preparedness in adopting synchronous online education. Through this survey, all students across all campuses are given the opportunity to share their experiences, capabilities, and concerns regarding the transition to real-time virtual learning environments.

In line with its mandate to uphold participatory governance and amplify the voice of the student body, the Federation of Central Student Governments (FCSG) invites all Cavite State University (CvSU) students to take part in the PE Uniform Survey – Student Feedback Form.

This initiative forms part of the ongoing consultation process regarding the proposed new Physical Education (PE) uniform. Through this survey, students are given the opportunity to share their insights, preferences, and concerns about the current PE uniform.

The data gathered will serve as a vital basis in assessing key aspects such as comfort, functionality, inclusivity, style, accessibility, and affordability—ensuring that any proposed changes are grounded on the genuine needs and experiences of the student community.

𝐅𝐂𝐒𝐆 𝐁𝐮𝐥𝐥𝐞𝐭𝐢𝐧 | 𝐌𝐚𝐫𝐜𝐡 𝟐𝟎, 𝟐𝟎𝟐𝟔

Pursuant to the governing rules of the Federation of Central Student Governments (FCSG), the Second Regular Session was duly convened last night, March 20, 2026, via Google Meet at 8:00 PM, with Student Regent Hon. Arnhee Joy F. Clamosa presiding as the authorized Presiding Officer. The session was formally called to order, followed by the roll call facilitated by President John Patrick Manalo of CSG Naic.

During the session, each CSG President was given the opportunity to provide updates on their respective Central Student Governments, presenting their recent accomplishments, current status, and the challenges encountered within their campuses. This segment strengthened coordination, transparency, and collaboration across the Federation.

The body then proceeded with the approval of the agenda and engaged in discussions on matters properly brought before it, including board members’ briefing, announcements, proposed resolutions on first and second reading, presentation of assigned outputs, and updates on university policies and institutional initiatives.

Under Other Matters, the body conducted the First Reading of the proposed Internal Rules of Procedure (IRP). Additionally, a formal letter was presented by Deputy Student Regent Joseph Emmanuel Luke Onglinco, which included key proposals addressing the Heat Index Policy and Mental Health Initiatives for the welfare of the student body.

These deliberations reaffirm the Federation’s mandate as the unified and highest representative body of all Central Student Governments, committed to advancing student welfare and participatory governance.
