as Governor of Isabela, the Isabela Green Ladies Organization was organized as an Organization of the Women Sector of the Province of Isabela Spearheaded by the very active and supportive First lady of the Province, Madam Natividad G. Dy as the Provincial IGLO President. The Organization in the Municipal Chapter was followed in the 35 Municipalities of Isabela and one the active members of this
organization is the Municipality of Cauayan, now City of Cauayan. The Green Ladies Organization for the Municipal and Provincial Chapter was conceived in recognition of the great potential of our women sector in the pursuit of rural development through social reforms and economic alleviation of every farm families or households in the countryside. Our Green Ladies was established as a non-government organization, however, it is supported by our local government unit considering that with the aim in view of enhancing the capabilities and involvement on various developmental undertakings of the Wives of our Government Officials, Elected Officers of Provincial Federation Officers down to Municipal and Barangay Level automatically are the Wives of our Local Leaders. This principle is to strengthen linkages and motivation of the family members of our public officials as the role model of the community in all aspects of development. The wives learned to treat all concerns in the community and trained to be flexible and vigilant in decision making especially when confronted with problems arising in their respective area of responsibility. It is in this manner that we can proudly say “The Better Half”, that the wives of our officials also participates and likewise ,their initiative is being recognized. Being Recognized as such, they deliver their support and services fully holding on to the confidence and trust bestowed eventually by their “Better Half Officials”. Package of activities and projects is being implemented through our Green Ladies. From the word GREEN, the primary objective of this organization is to COLOR the community into a refreshing “Green” which means, ABUNDANCE/SUFFICIENCY, SECURITY, PEACE and PROSPERITY. They are involved as Peacemaker, Livelihood Facilitator, Educator on Values and Orientation, Population / Nutrition, Child Welfare Movement, Reproductive Health and other services inherent to their Social Obligation . Through the Support of the Municipality of Cauayan, Isabela, the Cauayan Green Ladies Organization was organized. Our members are ages 18 years old above. The Green Ladies Organization in the Munipality of Cauayan was Spearheaded by our Beloved “BETTER HALF” of Hon. Dy, our Municipal that time (1988). The then very conservative Wife of Mayor BEN who confined herself in the Home taking care of her children, doing household chores, a responsible wife diligently giving her moral support to all the undertakings of the Mayor and seldom seen or exposed in the public has transformed into a very dynamic, eloquent and brilliant partner of the Mayor as the President of the Green Ladies Organization of Cauayan, Isabela. During her tenure, she introduced innovations and opportunities to every households/farm families through the so called “light” of the home, the MOTHER who is a member of the Green Ladies Organization. In her term, Green Revolution and Beautification the 65 barangays was sustained, livelihood projects and training was extended to the members as additional source of income so that every household through mutual cooperation of the members of the family shall have sufficient and safe food being served in their table at the same time augment their financial needs. “MAYORA CECIL” as the members of the Green Ladies called her foresee that if there is self sufficiency, alternative employment or source of income, cooperation and government support for these concerns, there will be no problem on PEACE and ORDER, such that if all the sector in the society will be involved and participate, A HARMONIOUS COMMUNITY AND A WHOLESOME ENVIRONMENT FOR OUR FUTURE GENERATION WILL BE ATTAINED. As Green Ladies Organization is considered politically motivated organization, when Mayor BEN Grew up and become the Governor of the Province of Isabela in 1992. Faustino G. Dy, III then took place as the elected Municipal Mayor of Cauayan that time. With the DY’s common agenda for the welfare of people of Isabela, the Green Ladies Organization Development Projects was sustained and made even better through the very young “GOVERNADORA CECIL” as an ADVOCATE FOR CHANGE, change for development focused on the Women Sector of the Society. The 35 municipalities of the province of Isabela supported her advocacy and participated in all the undertakings of the Isabela Green Ladies Organization. Time and again, constant change of administration transpired and as far as the DY’s are in “OFFICE” the organization was sustained and well supported in the province and the municipalities especially Cauayan City, the HOMETOWN of the LEGEND as a Role Model of these endeavor, with Mayor FAUSTINO G. DY, III and Madam Mary Ann A. DY and Mayor CAESAR G. DY with Madam Mabel June S. At present, the Cauayan Green Ladies Organization is now under the leadership of Dr. CECILIA M. DY, the “BETTER HALF” of the Hon. Dy, elected as City Mayor in 2010. “MAYORA” then re-organized our Cauayan Green Ladies and consolidate all existing Womens’ Organizations for membership to the Cauayan City Green Ladies Organization to eliminate discrimination among women’s organization and to inculcate the importance of a UNIFIED organization of the Women Sector in the attainment of common goals and objective as stated in our City Green Ladies Organization Functional Statement Objective, “ To provide equal access of opportunities among women in the countryside thereby develop all women’s organization into a self reliant and productive partners of the Local Government”. Therefore, the CCGLO was organized from the City Federation, the wives of the City Officials as Officers, down to the barangay level and this time all existing womens’ organization in the city are included; KALIPI (Kalipunan ng Liping Pilipina), women’s organization assisted by the DSWD, RIC (Rural Improvement Club) which is assisted by the Department of Agriculture and of course our LGU assisted one, the Green Ladies Organization. These women’s organization through the initiative of the federation officers spearheaded by “MAYORA CECIL” was united as one. Officers of each organization was also elected to create distinct functions of every officers of each kind of organization in consideration that all have also membership with these organization. At present, Cauayan City has 12,000 registered members from the 65 barangays (Registration per barangay per annum is P500.00) being paid to the Federation office utilized for mobilization and contingencies. Last year the Officers passed a project proposal to the City Local Government Unit to start with the various livelihood projects of our Green Ladies Organization amounted to P1.0 Million and it was approved on the 3rd quarter of 2011, implemented during the fourth quarter 2011 and fully implemented on the first quarter 0f 2012. As we consider our OTOP as flagship commodity of the City, portion of this grant was allocated to improve our Mushroom Center Laboratory and from our OTOP we provide alternative source of income for our member mushroom growers through dispersal of mushroom spawns with technical assistance, we also trained our members on food processing to add value of our produce and other livelihood trainings to start their own project in their home. We have our scheme for our soft loans/financial assistance (zero interest) and dispersal for roll over to cater all members. Our members are actively participating in the community and through contineous value orientation and meetings, they are now much aware of their social and economic responsibilities compelled to perform productively as expected of them. The Beautification and Greening of the environment is a sustainable undertakings of our organization through the support of the LGU line agencies and our livelihood project assistance as a ROLL OVER Scheme and the officers never stop seeking financial resource to increase and expand operation of livelihood projects.
