CPPO Apprehends 608 Violators in Safer Cities Drive; 445 Traffic Offenders Fined
The Cebu Police Provincial Office intensified its enforcement of local ordinances under the Safer Cities Initiative, resulting in the apprehension of 608 violators in a province-wide operation conducted on August 12, 2026, as police units strengthened their visibility and enforcement efforts in communities across Cebu.
CPPO personnel conducted 281 operations, with 608 individuals apprehended for various violations of local ordinances. Of the total, 445 were fined, while 163 were warned and released, reflecting an enforcement approach that promotes compliance, discipline, and responsible behavior in public spaces. A total of โฑ161,850.00 in penalties was collected.
Traffic violations accounted for the largest portion of the recorded offenses, with 445 violators cited for violations of city and municipal traffic ordinances. Other violations included 57 cases of drinking in public places, 23 cases of smoking in public areas, 16 instances of roaming in the streets without shirts, 51 minors found violating curfew hours, 10 cases involving karaoke beyond the allowed time, and four violators found wearing balaclavas. No cases of vandalism or illegal structures and road obstructions subject to clearing operations were recorded during the period.
The intensified enforcement forms part of the Safer Cities Initiative mandated by SILG Juanito Victor โJonvicโ P. Remulla Jr., which calls for stronger police visibility, stricter enforcement of local ordinances, and coordinated efforts to maintain peace, order, and public safety in communities.
Under the leadership of PCOL ABUBAKAR UDANG MANGELEN JR., CPPO continues to reinforce police presence and community-based enforcement, particularly in areas where violations are frequently observed. โDiscipline is the foundation of a safe and orderly community. Our enforcement efforts are not simply about issuing fines or making apprehensions. They are about reminding everyone that keeping our communities safe is a shared responsibility. We will continue to enforce the law fairly and consistently while giving our people every opportunity to understand and comply with existing ordinances,โ PCOL Mangelen said.
The CPPO chief likewise emphasized that public discipline begins at home, stressing the important role of parents and families in guiding children, particularly in preventing curfew violations and other behaviors that may expose young people to risks. โDiscipline starts at home. The police can enforce the law, but the values of respect, responsibility, and obedience are first taught by parents and families. We call on our communities to work with us because a safer Cebu cannot be achieved by the police alone,โ Mangelen added.
Regional Director PBGEN ARNOLD EVANGELISTA ABAD underscored the importance of sustained police visibility and consistent enforcement in achieving safer communities throughout Central Visayas. โOur campaign is anchored on prevention, visibility, and partnership with the community. Enforcement must be firm, but it must also be fair and focused on changing behavior. When our people understand that discipline and compliance contribute directly to public safety, we move closer to the safer communities that we all want,โ PBGEN Abad said.

Baricuatro likewise emphasized the importance of cooperation among law enforcement agencies, local governments, families, and communities in maintaining peace and order across the province. โA safe Cebu is a shared responsibility.
