Carcar City Police Station continues to strengthen its campaign against illegal gambling as part of its commitment to maintaining peace and order in the community, resulting in the arrest of three individuals during an anti-illegal gambling operation in Sitio Kamagayan, Barangay Perrelos, Carcar City, Cebu.

At around 12:30 PM on September 13, 2026, Intel personnel of Carcar City Police Station, under the direct supervision of 𝗣𝗟𝗧𝗖𝗢𝗟 𝗔𝗥𝗪𝗘𝗡 𝗗𝗦 𝗡𝗔𝗖𝗜𝗢𝗡𝗔𝗟, Acting Chief of Police, conducted an anti-illegal gambling operation pursuant to Target Intelligence Packet (TIP) Control No. I3503-2026-CPPO.

During the operation, police personnel apprehended three individuals allegedly involved in an illegal gambling activity. Recovered from their possession were three ₱1.00 coins and ₱235.00 in cash of various denominations, believed to be used as betting money in the illegal gambling activity.

The arrested individuals were properly informed of the nature of the alleged offense and their rights as provided by law in a language known and understood by them. They, together with the confiscated evidence, were subsequently brought to Carcar City Police Station for proper documentation and disposition.

The operation underscores the continuing efforts of Carcar City PNP to curb illegal gambling activities that can undermine peace and order in local communities. Through intelligence-driven operations and community cooperation, the police remain committed to addressing unlawful activities and promoting a safer environment for residents.

PRO7 POLICE COMMUNITY AFFAIRS AND DEVELOPMENT COURSE CLASS “MAGILIW” OFFICERS TAKE OATH; STRENGTHEN COMMUNITY-ORIENTED POLICING

The Police Regional Office 7 formally inducted and administered the oath of office to the elected class officers of the Police Community Affairs and Development Course (PCADC) Class 02-051-R7-2026-016 “MAGILIW” during an Induction and Oath-taking of Officers Ceremony held at Camp Sergio Osmeña, Sr., Cebu City on September 17, 2026, with Regional Director PBGEN ARNOLD E. ABAD represented by PCOL KIMBERLY E. MOLITAS, Chief of Regional Staff.

The 45-day Police Community Affairs and Development Course is designed to enhance the knowledge, skills, and competencies of police personnel in community affairs, community engagement, partnership-building, and police-community relations. The training emphasizes the importance of establishing trust and cooperation between the police and the communities they serve, enabling police personnel to better understand community concerns, mobilize stakeholders, prevent crime, maintain peace and order, and deliver responsive and people-centered police services.

As part of the course, the elected class officers are entrusted with helping organize and coordinate class activities, promoting discipline and cooperation among their fellow participants, facilitating communication between the class and course management, and fostering a positive, orderly, and productive learning environment. Their leadership also provides an opportunity for participants to practice the values of responsibility, teamwork, accountability, and service that are essential in community-oriented policing.

In his message delivered by PCOL Molitas, PBGEN Abad encouraged the participants to extend their full support to the elected class officers and reminded them of their important role in creating a positive and productive learning environment.

“Be leaders whom your classmates can trust, respect, and emulate. Let your actions reflect the integrity, discipline, professionalism, and dedication expected from those entrusted with leadership. I hope that this course will strengthen your commitment to building strong partnerships with the community, preventing and addressing crime, maintaining peace and order, and ensuring public safety through responsive and people-centered police service,” PBGEN Abad said.

PBGEN Abad further emphasized that the PCADC supports the 5-Focus Agenda of CPNP PGEN JOSE MELENCIO C. NARTATEZ JR., particularly the Active Community Support agenda, which underscores the importance of strengthening collaboration between the police and various sectors of society in addressing community concerns and promoting public safety.

Through the course, police personnel are equipped to become more effective partners of communities by engaging barangay officials, local government units, schools, civic organizations, and other stakeholders in crime prevention and peace and order initiatives.

The Police Regional Office 7 remains committed to developing police personnel who are capable not only of performing their law enforcement duties but also of building meaningful partnerships with the community, recognizing that sustained public safety efforts are strengthened through active participation, cooperation, and trust between the police and the people they serve.

Carcar City Police Station continues to intensify its campaign against wanted persons, resulting in the successful arrest of a 𝗧𝗼𝗽 𝟭𝟬 𝗠𝗼𝘀𝘁 𝗪𝗮𝗻𝘁𝗲𝗱 𝗣𝗲𝗿𝘀𝗼𝗻 (𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗟𝗲𝘃𝗲𝗹) in an operation conducted in Sitio Jaguar, Barangay Panadtaran, San Fernando, Cebu City.

At around 7:30 PM on September 16, 2026, Intel/DEU/Warrant Server personnel of Carcar City Police Station, under the direct supervision of 𝗣𝗟𝗧𝗖𝗢𝗟 𝗔𝗥𝗪𝗘𝗡 𝗗𝗦 𝗡𝗔𝗖𝗜𝗢𝗡𝗔𝗟, Acting Chief of Police, conducted a focused warrant operation pursuant to Target Intelligence Packet (TIP) Control No. GM-3551-2026-CPPO.

Acting on validated information, the operating personnel successfully located and arrested the Top 10 Most Wanted Person (Municipal Level) by virtue of a valid Warrant of Arrest for Falsification of Commercial Document, issued by the Municipal Trial Court in Cities (MTCC), 7th Judicial Region, Carcar City, Cebu, dated September 10, 2026.

The warrant carries a recommended bail of ₱36,000.00 for temporary liberty. The operation was conducted in accordance with Supreme Court guidelines and established PNP procedures, utilizing appropriate arrest documentation and protocols.

Following the arrest, the accused was properly informed of the nature of the offense and apprised of the constitutional rights in a language or dialect known and understood by her. She is currently under the custody of Carcar City Police Station and will be turned over to the issuing court for proper judicial disposition.

The successful warrant service reflects the continuing efforts of Carcar City PNP to locate wanted individuals through intelligence-driven operations and ensure that those with outstanding warrants are brought before the proper judicial authorities.

477 APPREHENDED IN CEBU PPO SAFER CITIES OPERATIONS; P148,800 IN FINES RECORDED

‎A total of 477 individuals were apprehended across Cebu Province on September 14, 2026, as the Cebu Police Provincial Office continued its province-wide implementation of the Anti-Criminality Plan under the Safer Cities Initiative, reinforcing the enforcement of local ordinances and measures aimed at keeping communities safe and orderly.

‎Police personnel conducted 325 operations throughout the province, resulting in 477 apprehensions. Of the total, 304 violators were fined, while 173 were warned and released. No individuals were recorded as charged or placed under other disposition. The operations resulted in P148,800 in fines as penalties.

‎Among the violations recorded were 52 incidents of drinking in public places, 40 cases of smoking in public places, 18 instances of roaming the streets without shirts, and 52 minors found violating curfew hours. Police also recorded five violations involving the use of karaoke beyond the allowed time and two incidents involving the wearing of balaclavas.

‎The largest number of violations involved city and municipal traffic ordinances, with 304 violators recorded, while four violations of other local ordinances were also documented.

‎Police stations from component cities and municipalities across Cebu participated in the enforcement activities, reflecting the CPPO's sustained effort to address ordinance violations through police visibility, community-level enforcement, and coordination with local government units.

‎Police Regional Office 7 Regional Director PBGEN ARNOLD EVANGELISTA ABAD emphasized the importance of consistent and lawful enforcement of local ordinances as part of broader crime prevention and public safety efforts.
‎“The enforcement of local ordinances is an important part of maintaining peace and order in our communities. We commend our police personnel and our local government partners for their continued efforts to promote discipline and compliance with the law. Through sustained police presence, proper enforcement, and strong coordination with our communities, we can prevent disorder and create safer places for everyone.” PBGEN Abad said.

‎Cebu Governor Pamela S. Baricuatro likewise underscored the importance of police and local government cooperation in keeping communities safe, orderly, and responsive to the needs of the people.
“Peace and security are shared responsibilities. The Provincial Government of Cebu will continue to work closely with our police force and local government units in promoting safe and orderly communities. We encourage our citizens to cooperate, observe local ordinances, and remain vigilant because a safer Cebu is built through the collective efforts of government and the people we serve.” Gov. Pamela S. Baricuatro said.

‎For his part, CPPO Provincial Director PCOL Abubakar Udang Mangelen Jr. said the continuing operations are intended not only to apprehend violators but also to promote discipline and prevent minor violations from developing into more serious public safety concerns.“Our Safer Cities operations are not simply about apprehending violators. They are about promoting discipline, responsible behavior, and respect for the rules that help keep our communities safe and orderly. We will continue to enforce local ordinances fairly and consistently while ensuring that every police action remains lawful, professional, and respectful of the rights of the people,” PCOL Mangelen said.

‎The CPPO called on residents to support the initiative by observing local ordinances, particularly those concerning traffic, public conduct, curfew hours, and other regulations intended to protect the safety and welfare of the community.

‎The CPPO said the sustained implementation of the Safer Cities Initiative forms part of its continuing commitment to crime prevention, public safety, effective ordinance enforcement, and community-centered policing in partnership with local government units and the people of Cebu.

Barcenas, together with Carcar City Police Station Chief 𝗣𝗟𝗧𝗖𝗢𝗟 𝗔𝗥𝗪𝗘𝗡 𝗗𝗦 𝗡𝗔𝗖𝗜𝗢𝗡𝗔𝗟 and personnel from the Carcar City LGU, BFP, BJMP, and PCG, gathered to reaffirm their shared commitment to public service and community safety.
