A2D Project—Research Group for Alternatives to Development, Inc. is a non-government, non-profit research group that is committed to finding innovative alternatives to address poverty, exclusion and inequality in the Philippines, especially in the Visayas and Mindanao regions. We are an independent research collective dedicated to advancing evidence-based policies, projects and programs through re

search and analysis which are credible, relevant, and holistic. Beyond development research, we are committed to combine our research agenda with action in support of civic-driven initiatives and local government programs. A2D Project is currently based in Metro Cebu, a metropolitan center south of Manila that is undergoing rapid urban development and change. Our specific location makes us unique as we are situated outside of the National Capital, thus shifting our focus on the southern regions of the Philippines. A2D Project undertakes the following: (1) action, evaluative and policy research; (2) designs, implements and monitors development intervention projects/programs; and (3) establishes networking and promotes policy advocacy in six areas:

Education, Culture and Human Rights
Civil Society, Governance and Citizenship
Women, Gender and Health
Poverty, Housing and Food Security
Information, Technology and Society
Cities, Environment and Sustainable Development

A2D Project has identified these areas as pivotal issues for development in the southern Philippines. Given the complexity each of these areas pose, we have formulated development research agendas and initiatives with an end in view of identifying practical and cutting-edge solutions to the challenges of Philippine development. A2D Project, together with the visiting ASB South and South-East Asia from Indonesia, paid a courtesy visit to the Santa Fe Local Government Unit on February 23, 2026, reinforcing years of partnership and collaboration in advancing inclusive disaster risk reduction in the municipality.

Warmly received by Municipal Mayor Ithamar Espinosa, the delegation also met with key LGU officials including LDRRMO Head Ms. Leah Escarlan, MSWDO Alphamina Saagundo, and MLGOO Nino Vincent Fiel. Joining the dialogue were A2D Executive Director Ms. Erlinda Parame, the ASB Project Team, and Rubilyn Caraballe, President of the OPD from Barangay Kinatarcan, whose presence highlighted the meaningful leadership of persons with disabilities in community resilience efforts.

The meeting served as an opportunity to reflect on the milestones of the three-year project, exchange insights with the Indonesia team, and explore pathways for sustaining disability-inclusive DRR/CCA initiatives in Santa Fe's island and coastal communities.

A2D Project participated in the convening of the Cebu Provincial Development Council's Sectoral Committee held at the Capitol on February 9, 2026, marking another milestone in our sustained engagement in provincial development planning.

During the meeting, which was formally opened by Assistant Provincial Administrator Aldwin Joseph A. Empaces on behalf of Governor Pamela S. Baricuatro, we joined representatives from LGUs and accredited civil society organizations in the election of chairpersons and co-chairpersons for the five sectors: Environment, Infrastructure, Economic, Institutional Development, and Social.

We are honored to share that A2D Project was nominated and elected as a member of the Council for the Social Services Sector under CSO representation. This reaffirms our renewed commitment to serve as a CSO representative to the PDC for CY 2026, ensuring that the voices and rights of persons with disabilities and other marginalized sectors are meaningfully integrated into provincial programs, activities, and projects.

This week, sectoral meetings will be conducted to review the PAPs of NGAs, GOCCs, and SUCs in preparation for the PDC full council meeting this Friday, February 13, 2026.

📢 CALL FOR CONSULTANCY SERVICES

A2D Project - Research Group for Alternatives to Development, Inc. is seeking the services of a qualified Consultant or Firm to conduct the Final Evaluation and Documentation of its ASB-A2D project entitled:

“Strengthening Climate and Disaster Resilience in 10 Coastal Areas through Community-led DRR/CCA Involving and Led by Persons With Disabilities”

Project Period: December 2022 – February 2026

This three-year project, funded by the Arbeiter-Samariter-Bund (ASB) with support from the German Federal Ministry for Economic Cooperation and Development (BMZ), has been implemented in 10 island and coastal barangays across four (4) municipalities/city in Cebu Province, with a core focus on Disability-Inclusive Disaster Risk Reduction (DiDRR).

Scope of Work:
The consultant/firm will be responsible for:

· Conducting an independent final evaluation to assess the project’s achievements, effectiveness, relevance, sustainability, and inclusiveness.
· Evaluating the mainstreaming of DiDRR within local government units (LGUs) and Organizations of Persons with Disabilities (OPDs).
· Documenting results, lessons learned, best practices, and human-interest stories from the project.
· Producing a comprehensive Final Evaluation Report and a Documentation Package (including case stories and a project highlights booklet).

Qualifications:
Interested consultants/firms must possess:

· Proven experience in DRR/CCA, humanitarian, or development project evaluations.
· Familiarity with disability-inclusive development and working with OPDs is a strong advantage.
· Strong qualitative and mixed-methods research skills.
· Experience working in island or coastal communities is preferred.
· Excellent documentation, writing, and ethical safeguarding practices.

A2D Project marked an important milestone with back-to-back strategic events held at the Golden Prince Hotel in Cebu City on January 29 and 30, 2026, culminating its three-year initiative, "Strengthening Disaster and Climate Change Resilience in Coastal Areas through Community-led DRR/CCA Involving and Led by Persons with Disabilities."

The first day featured an Exit Conference: A Sustainability Planning and End-of-Project Learning Event, opened by A2D Executive Director Ms. Erlinda Parame. The conference showcased project highlights presented by Project Coordinator Mr. William Agner, followed by a powerful session on Replication and Expansion featuring local champions including Ma. Daffodil Ortiz (PDAO Head, Cordova), OPD officers Moneza Udto (Pangan-an) and Richard Sampan (Sonog), and Punong Barangays Reggie Gonzaga (Sonog) and Marcus Gilbuena (Kinatarcan). The event concluded with sustainability planning led by Ms. Evelyn Fe Garcia and closing remarks from Ms. Corazon Clarin, Convenor of the Cebu DIDRR Network.

On the second day, a focused Writeshop on Developing a Simplified OPD Manual of Operations equipped partner Organizations of Persons with Disabilities (OPDs) with a critical tool for institutional sustainability. Both days brought together a wide range of stakeholders, including partner OPDs, provincial, municipal, and city LGU officials, local NGOs, and national agencies such as DTI, DOLE, TESDA, and DILG.

These events celebrated the journey and outcomes of the three-year project, which was funded by ASB South and South-East Asia and supported ten OPDs in highly at-risk coastal barangays across Cebu. The discussions and outputs firmly positioned these community-led organizations to continue their vital work in building inclusive and resilient communities.

In a dynamic demonstration of multi-sector collaboration, three significant activities converged on Gilutongan Island, advancing disaster resilience, community empowerment, and technical innovation for local Persons with Disabilities (OPDs).

The day commenced with a formal Turnover Ceremony of DRR/CCA Tools and Equipment to the Barangay Local Government Unit (BLGU) of Gilutongan. The ceremony was attended by Punong Barangay Fidelino B. Arong, Kagawad Marilou Premacio, Secretary Vivian Caguco, and representatives from the A2D Project, including OIC Executive Director Ms. Erlinda Parame, Project Coordinator Mr. William Agner Jr., and Community Organizers from Cordova and Lapu-Lapu City. They were joined by Mr. Wilfredo Anlocotan, OIC of the Cordova MDRRMO, and members of the Gilutongan Island OPD, solidifying a shared commitment to bolster the island's disaster preparedness.

Simultaneously, a team from the Department of Science and Technology (DOST) Cebu Province, led by Mr. Adrian Cruz and Ms. Janine Lara Arellano, conducted a Technical Needs Assessment with the OPDs of Gilutongan and Catarman. This assessment, based on proposals submitted by the OPDs, aimed to identify specific technological and livelihood interventions that could enhance their social enterprises and operational capacities.

The entire event was also made possible with the generous support of the Dagami Eagles Club, whose contribution underscored the power of civic organizations in driving community development. This triad of activities—equipment provision, technical assessment, and community partnership—marks a substantial leap forward in building a more resilient, empowered, and technologically supported future for the island's residents, especially its PWD community.
