In a landmark session held at the Barangay Conference Room, SK Chairperson Hon. Zaldy P. Sumalinog, Jr. filed two transformative ordinances aimed at institutionalizing youth empowerment through livelihood and education. The measures were formally introduced during the 21st Regular Session of the Barangay Council of Barangay Doongan.

This ordinance establishes the Start-Up Capital Program for Youth Entrepreneurs, to be implemented by the Sangguniang Kabataan (SK) Council through the SK Fund. It seeks to nurture youth-led enterprises and promote innovation, sustainability, and local economic participation.

The second ordinance institutionalizes the Barangay iSKolar Program, providing educational assistance to deserving youth and appropriating funds from the SK Fund to support their academic journey.

๐๐๐๐ถ๐๐๐ฎ๐ป๐ฐ๐ฒ ๐ฃ๐ฎ๐ฐ๐ธ๐ฎ๐ด๐ฒ: โฑ2,000โโฑ5,000 per semester, depending on need and fund availability.
๐ฆ๐ฐ๐ต๐ผ๐น๐ฎ๐ฟ ๐ข๐ฏ๐น๐ถ๐ด๐ฎ๐๐ถ๐ผ๐ป๐: Maintain passing grades, submit proof of enrollment, and participate in SK-led civic activities.
๐ ๐ผ๐ป๐ถ๐๐ผ๐ฟ๐ถ๐ป๐ด: Scholar performance tracking, public posting of grantees, and regular reporting to the Barangay Council.

Both ordinances reflect a strategic use of the SK Fund to address the twin pillars of youth development: livelihood and education. They are now set for further deliberation and implementation planning, with the SK Council poised to lead the rollout in 2026.
