Ngano nga kasagaran sa HIV cases sa Pilipinas gikan sa MSM? (Medyo taas pero it help you understand)

Daghan og reports nga most HIV cases sa Pinas gikan sa MSM (male having s*x with male)

Why taas ang kaso sa MSM?
MSMs are not necessarily “gay”. MSM includes men engaging in transactional s*x, or other risky behaviors, regardless of identity. Ang LGBT nga sector ang pinaka-active sa HIV awareness campaigns ug testing. Mas daghan ang ginatest from this KAP (key affected population), so mas daghan ang ma-detect. Just like sa Cebu case sa PWID (People Who Inject Dr*gs) katong nag mass testing sa mga lalaki nga naggamit og injection, daghan pud ang nag-positive from this KAP, mas ni-sobra pa sa MSM cases at some point, ubay² pod to ang nagpositive nga babaye nga partner aning mga PWID since it’s part of the contact tracing procedure.

Mao ni ang punto:
Kung atong i-focus ang testing sa usa ka risky group like (MSM, PWID), siyempre mo-saka ang percentage ana nga grupo.
Blaming MSM or gay people is wrong and dangerous. It’s stigmatizing, discriminatory, and misleading. Kung magsige ta og ingon nga “gay ra makakuha og HIV,” mohunong og pa-test ang straight people, thinking they’re “safe.” That’s how the virus spreads silently. Most “straight” people kay magpatest ra kung naa nas hospital kay nag symptomatic na (AIDS) or only kung ang work abroad kay nag require og HIV test, you seldom see straight people proactively submit themselves for testing because of this mindset.

HIV has no gender.
You get HIV dili tungod sa kinsa or unsa ka (sexual orientation, work), kundi tungod sa imong binuhatan (behavior):
– Multiple partners
– Unprotected s*x
– Sharing needles

As a trainer and advocate, I always make sure that data should be shared with context. Kay kung walay context, people will blame instead of understand.

👉 Let’s stop blaming.
👉 Let’s promote VCT (Voluntary Counseling and Testing).
👉 Let’s push for comprehensive reproductive health education – awareness is there, but education with depth and empathy is what we need now.

The Philippines may not be HIV-free anymore, but we can still become AIDS-free with early detection and treatment. Let’s both end AIDS and stigma. Together.

Although HIV cases have increased, but this data is only from those who tested. Unlike before that the stigma is severe, more people are now not afraid to get tested so maybe this is the reason for the increase in HIV positive. Even if a person has HIV, one can still live longer as long as there is adequate support and medication.

𝙈𝙧. 𝙃𝙚𝙖𝙡𝙩𝙝 𝙎𝙚𝙘𝙧𝙚𝙩𝙖𝙧𝙮, 𝙬𝙚 𝙠𝙣𝙤𝙬 𝙬𝙚 𝙝𝙖𝙫𝙚 𝙖𝙣 𝙃𝙄𝙑 𝙥𝙧𝙤𝙗𝙡𝙚𝙢. 𝙋𝙚𝙧𝙤 𝙨𝙖𝙖𝙣 𝙣𝙖𝙢𝙖𝙣 𝙣𝙖𝙣𝙜𝙜𝙖𝙡𝙞𝙣𝙜 𝙮𝙪𝙣𝙜 “500% 𝙞𝙣𝙘𝙧𝙚𝙖𝙨𝙚”?

Health communication is important. Sound bites are important tools in health communication to rally people into action. But sound bites should be based on facts and verifiable data. Intellectually dishonest sound bites not only mislead people but also endanger the lives of the very communities that we want to help. It may fuel further stigma and expose vulnerable populations to HIV-related discrimination.

A few days ago, Health Secretary Teodoro Herbosa stated that there was 500% increase in new HIV infections among young people aged 15-24 years old as of March 2025. But the Health Secretary failed to disclose where he was comparing the numbers with.

We wanted to know what is the reckoning point of the 500% increase. So, we did our own research.

𝙔𝙀𝙎, 𝙩𝙝𝙚𝙧𝙚 𝙬𝙖𝙨 𝙖 500% 𝙞𝙣𝙘𝙧𝙚𝙖𝙨𝙚—𝙘𝙤𝙢𝙥𝙖𝙧𝙚𝙙 𝙩𝙤 2015. 𝘼𝙣𝙙 𝙬𝙚 𝙝𝙖𝙫𝙚 𝙗𝙚𝙚𝙣 𝙨𝙤𝙪𝙣𝙙𝙞𝙣𝙜 𝙩𝙝𝙚 𝙖𝙡𝙖𝙧𝙢 𝙚𝙫𝙚𝙣 𝙩𝙝𝙚𝙣.

Research shows that there was indeed a 500% increase in the number of new HIV infections among young people aged 15-24—when compared to August 2015.

But even then, the HIV community has already been sounding the alarm and reminding the government of its duty to address the situation and provide stigma-free HIV services to young people and key populations.

The Health Secretary’s statement was ambiguous as to who should bear the responsibility for increase in the number of new HIV cases among young people. The result is a shift of the blame on the young people he wanted to protect. The most unfortunate impact of the sound bite is the danger it posed to the health and safety of vulnerable populations, exposing them to stigma and discrimination online and on the ground.

𝙒𝙞𝙩𝙝𝙤𝙪𝙩 𝙙𝙞𝙢𝙞𝙣𝙞𝙨𝙝𝙞𝙣𝙜 𝙩𝙝𝙚 𝙙𝙖𝙢𝙖𝙜𝙚 𝙙𝙤𝙣𝙚, 𝙬𝙚 𝙩𝙖𝙠𝙚 𝙩𝙝𝙞𝙨 𝙤𝙥𝙥𝙤𝙧𝙩𝙪𝙣𝙞𝙩𝙮 𝙩𝙤 𝙙𝙚𝙢𝙖𝙣𝙙 𝙛𝙤𝙧 𝙜𝙧𝙚𝙖𝙩𝙚𝙧 𝙜𝙤𝙫𝙚𝙧𝙣𝙢𝙚𝙣𝙩 𝙘𝙤𝙢𝙢𝙞𝙩𝙢𝙚𝙣𝙩 𝙩𝙤 𝙩𝙝𝙚 𝙃𝙄𝙑 𝙧𝙚𝙨𝙥𝙤𝙣𝙨𝙚

Catchy sound bites are a double-edged sword: it can present an opportunity to bring light to an issue but it can also elicit unwarranted responses. Unfortunately in this situation, the damage has been done. The community has no choice but to roll with the punches and address head on the public comments on the issue, especially those laced with stigma and discrimination.

Be that as it may, we take this as an opportunity to call for a greater commitment from national and local public officials: Perform your duties now! Address the HIV problem not through lip service, but with concrete action through evidence-informed, multi-sector programs that are fully funded, as mandated by the Philippine HIV Policy Act of 2018.

𝙏𝙝𝙚 𝙡𝙖𝙬 𝙖𝙡𝙧𝙚𝙖𝙙𝙮 𝙧𝙚𝙘𝙤𝙜𝙣𝙞𝙯𝙚𝙨 𝙩𝙝𝙖𝙩 𝙃𝙄𝙑 𝙞𝙨 𝙖 𝙥𝙪𝙗𝙡𝙞𝙘 𝙝𝙚𝙖𝙡𝙩𝙝 𝙘𝙤𝙣𝙘𝙚𝙧𝙣 𝙬𝙞𝙩𝙝 𝙬𝙞𝙙𝙚-𝙧𝙖𝙣𝙜𝙞𝙣𝙜 𝙧𝙚𝙥𝙚𝙧𝙘𝙪𝙨𝙨𝙞𝙤𝙣𝙨

We welcome any move to intensify the focus of the government on responding to HIV, including the suggestion of the Health Secretary for the President to declare a state of public health emergency. But with or without a declaration of a state of public health emergency, the law is clear: HIV is a public health concern that has wide-ranging social, political, and economic repercussions and responding to the country's HIV situation is imbued with public interest.

𝗦𝗼 𝗵𝗲𝗿𝗲’𝘀 𝗼𝘂𝗿 𝗰𝗵𝗮𝗹𝗹𝗲𝗻𝗴𝗲 𝘁𝗼 𝗼𝘂𝗿 𝗹𝗲𝗮𝗱𝗲𝗿𝘀: 𝗗𝗢 𝗡𝗢𝗧 𝗪𝗔𝗜𝗧! 𝗗𝗼 𝘄𝗵𝗮𝘁 𝘁𝗵𝗲 𝗹𝗮𝘄 𝗵𝗮𝘀 𝗯𝗲𝗲𝗻 𝘁𝗲𝗹𝗹𝗶𝗻𝗴 𝘆𝗼𝘂 𝘁𝗼 𝗱𝗼 𝘀𝗶𝗻𝗰𝗲 𝟮𝟬𝟭𝟴! Create your mandated HIV programs, include HIV programs in your budget proposals, lobby for the funding of HIV programs with Congress, and deliver the services now before it’s too late. Let’s not wait for another 500% increase in new HIV cases.

Ang lahat ng pampubliko at pribadong mga employer at empleyado — kabilang na ang mga miyembro ng Sandatahang Lakas ng Pilipinas (AFP) at ng Pambansang Pulisya ng Pilipinas (PNP) — ay dapat regular na bigyan ng pamantayan o batayang impormasyon at kaalaman tungkol sa HIV at AIDS. Kabilang dito ang mga paksa ukol sa kumpidensyalidad sa lugar ng trabaho at ang pagbabawas o tuluyang pag-aalis ng stigma at diskriminasyon.
