🎉Entayo kakailyan! Tayo na mga kasama! Let`s go my friends! Entayo!

April 24 is a historic day for the Cordillera peoples. In 1980, Ama Macliing Dulag, a respected Kalinga tribal leader, was assassinated by soldiers for opposing the Marcos-backed Chico River Dam—a violent attempt to silence the Bontoc and Kalinga peoples. Pedro Dungoc survived the attack, but the brutality of the act strengthened, rather than weakened, the resolve of the Kalinga and Bontok tribes.

The assassination sparked a stronger unity among the Cordillera peoples and advocates, who defended their land, culture, and rights against overwhelming odds. Their collective struggle halted the construction of the dam, showing the power of community solidarity and the unbreakable spirit of Indigenous Peoples` resistance.

Today, Cordillera Day honors the courage and resilience of these communities. It celebrates solidarity, ancestral land defense, and the ongoing fight for self-determination, justice, and freedom. The sacrifices of Macli-ing Dulag and other martyrs continue to inspire the Cordillera peoples and their allies. This political solidarity event is also being celebrated overseas, showing growing international support for the Cordillera Indigenous Peoples` movement. For years, it has been observed in places like Hong Kong, Belgium, Macau, Taiwan, Thailand, Japan, Canada, and the USA, organized by Cordillera migrants, workers, and international allies who support Indigenous Peoples` rights.

Cordillera Day is more than a gathering—it is a political statement of the Cordillera peoples’ struggle. It honors their fight for self-determination, ancestral land, and justice, continuing the work of their martyrs. The celebration strengthens solidarity among Cordillera communities and with other Indigenous Peoples, inspiring ongoing efforts for social justice, freedom, and peace. The struggle is far from over, but the sacrifices of Macli-ing Dulag and other heroes remind us that their fight was not in vain.

Look: Map of mining projects affecting the Indigenous Peoples of the Philippines

Across the Philippines, Indigenous Peoples’ ancestral lands are being carved open for large-scale mining. What corporations call “development” has meant displacement, environmental destruction, militarization, and the erosion of Indigenous communities’ rights to land, livelihood, and self-determination.

Since the enactment of the Philippine Mining Act of 1995, large portions of the country have been opened to foreign and large-scale mining corporations. By 2023, nearly half of all mining projects in the Philippines (about 49%) were situated within ancestral domains, according to the Legal Rights and Natural Resources Center. This trend is expected to intensify as the Marcos Jr. administration pushes to expand mining operations and position the Philippines as a major supplier of so-called “transition minerals” for the shift toward renewable energy. However, this expansion continues to threaten Indigenous lands, with around 26% of transition mineral mining areas overlapping with Indigenous territories, based on a 2024 report by Global Witness.

This aggressive expansion of the mining industry has resulted in deforestation, pollution of rivers and watersheds, land grabbing, and the destruction of ecosystems that Indigenous communities depend on for food, culture, and survival. At the same time, Indigenous leaders and environmental defenders who resist these projects often face harassment, criminalization, and militarization in their communities. Many are killed for the defense of ancestral lands and the right to self-determination.

Thus, Katribu reiterates the call to junk the Philippine Mining Act of 1995, and to pass the People’s Mining Bill for a more humane, pro-environment, and welfare-oriented mining industry. It is high time that mining projects serve the interests and development of communities across the Philippines, not just to serve the pockets of corporations and politicians.

𝗠𝗔𝗬 𝗡𝗔𝗚𝗔𝗚𝗔𝗪𝗔 𝗔𝗡𝗚 𝗞𝗢𝗟𝗘𝗞𝗧𝗜𝗕𝗢𝗡𝗚 𝗣𝗔𝗚𝗞𝗜𝗟𝗢𝗦 𝗡𝗚 𝗠𝗔𝗠𝗔𝗠𝗔𝗬𝗔𝗡𝗚 𝗟𝗨𝗠𝗔𝗟𝗔𝗕𝗔𝗡!

Dahil sa matagumpay na kilos-protesta ng mga residente mula sa Sitio Dalicno, Brgy. Ampucao, at Brgy. Poblacion ng Itogon noong Enero 27, 2026, kaugnay ng Public Scoping para sa Sangilo Mines Expansion (APSA 103) Project na inorganisa ng Department of Environment and Natural Resources – Environmental Management Bureau, nagpatawag ang Sangguniang Panlalawigan ng Benguet ng isang joint committee hearing na isinagawa noong Pebrero 16, 2026. Ito ay ipinatawag upang pag-usapan ang mga isyung kaugnay ng APSA 103 ng Itogon-Suyoc Resources, Inc. (ISRI), isang kumpanya na pag-aari ni Enrique Razon Jr., ang kasalukuyang pinakamayamang tao sa Pilipinas.

Dinaluhan ang hearing ng mga residente mula sa Sitio Dalicno, Brgy. Ampucao, at Brgy. Poblacion na direktang apektado ng aplikasyon. Kasama rin ang mga kinatawan mula sa Itogon-Suyoc Resources, Inc. (ISRI), Itogon Indigenous Peoples Organization (IIPO), Mines and Geosciences Bureau – Cordillera Administrative Region (MGB-CAR), Environmental Management Bureau – Cordillera Administrative Region (EMB-CAR), National Commission on Indigenous Peoples – Benguet (NCIP-Benguet), Local Government Unit ng Itogon, at mga opisyales ng mga barangay Ampucao at Poblacion.

Sa naging committee hearing, nagkaroon ng epasyo ang mga isyung malinaw na hindi pa nasosolusyonan habang patuloy ang pag-usad ng aplikasyon. Matapang at matalas na ipinahayag ng mga residente ang kanilang pagtutol sa proyektong ito. Ipinunto nila ang hindi pagsunod sa tamang proseso ng Free, Prior, and Informed Consent (FPIC) ng NCIP, na hanggang ngayon ay hindi pa rin binibigay ang full report sa komunidad hinggil sa mga isinagawang “konsultasyon.” Binigyan din nila ng diin ang mga panganib na dulot ng proyekto sa kanilang water sources, kabuhayan, at sa kabuuang kaligtasan ng komunidad. Kwinestyon din nila ang mapanlinlang na mapa at mga detalye para sa istraktura ng mapanganib na dam sa aplikasyon ng ISRI. Giit nila, huwag nang hayaan pang maging MPSA ang APSA 103, bagkus ay bawiin at suspindehin ito.

Matagal nang prinoprotestahan ng mga residente ang APSA 103, at magpapatuloy ang kanilang pagkakaisa, pagiging matatag, at mapagbantay laban sa mapanirang proyektong ito. Dahil sa naging konsultasyon, inaasahan ang mga opisyales ng Sangguniang Panlalawigan, pati na rin ang iba pang mga ahensya ng gobyerno, na agad na magsasagawa ng mga hakbang upang matugunan ang mga problema na tunay na maglilingkod, kumikilala, at gumagalang sa kanilang karapatang pantao at bilang katutubo ng Itogon.
