NCIP, DENR, church highlight need to document IP forest protection practices

TUBLAY, Benguet - Customary forest protection practices which experts now recognize as a sustainable way of managing the Earth’s resources need to be documented so that the future generations may continue to benefit from nature’s bounty and protection.

In the lecture series on indigenous knowledge systems and practices (IKSP) and the Rights of Nature framework organized by Caritas-Baguio, last April 28 at Barangay Tuel, Forester Fernando Siadto said modern laws on forest protection and land use are patterned after IKSPs.

Bontoc’s tayan system and Ifugao’s muyong are stricter versions of the Forestry Code and land use plan, Siadto said.

In the tayan and muyong systems, clans manage their communal forest by regulating the use of resources like wood, flora, food, water, and even animals.

Siadto said several researches have shown that communal forests managed by indigenous cultural communities have exhibited a healthy biodiversity -- indications of a balanced ecology.

The National Commission on Indigenous Peoples also recognizes the contribution of IPs in preserving what remains of the ancestral domains of indigenous cultural communities (ICC).

NCIP Community Affairs Officer Johnpen Dalos said there are lesser known forest protection practices by ICCs but these remain undocumented. He stressed the need for continuous research as these can be formally adopted into governmental policies or passed on to the younger generation.

Dalos said a written document of ICC practices could also serve as a solid reference for at present, the lack of or absence of a written and validated document have resulted in varying interpretations of IP rights over their ancestral domain.

He laments that some clan members have portioned their ancestral domain and sold it to non-members of their clan when the Indigenous Peoples Rights Act expressly prohibits selling of ancestral domain because of the community’s collective ownership of the domain.

Diocese of Baguio Social Action Commission Environment Committee member Hector Kawig agrees that customary practices helped preserve the biodiversity at areas where IPs commonly dwell. But modernization have changed how natural resources are now being used.

Kawig said the massive deforestation and the global effects of climate change gave rise to movements calling for the passage of laws that focus on the “rights of nature” (RON). ced IPs but also resulted in habitat loss and even the emergence or reemergence of diseases.

Countries that have a RON are Ecuador, some states in the USA, Bolivia, India, New Zealand, and Panama.

EXPLAINER: Curious about what activities are being done during tree tending activities?

Forester Fernando Siadto of the Benguet Environment and Natural Resources Office said tree tending involves the following:
* Ring weeding - clearing the surroundings of a tree of debris and other materials that could obstruct proper absorption of moisture, nutrients and sunlight;

* Application of fertilizer;

* Watering;

*Installation of tree guards to shield young trees from animals, humans or objects.

GRATITUDE TO THE STEWARDS OF THE FOREST -- The successful Earth Day observance organized by Caritas Baguio-Green North Luzon Project at the communal forest of Tuel, Tublay, Benguet last Apr 28, would not have been possible if not for the commitment and genuine care for the environment of our partners:
* The civil society organizations of Onjon ni Tusayba, Living Water Farmers-Irrigators Association, Barangay Tuel Women's Association, Tuel Barangay Peacekeeping Action Team, Barangay Local Government of Tuel;
* Diocese of Baguio-Social Action Commission - Environment Committee;
* Benguet Environment and Natural Resources Office;
*Municipal Environment and Natural Resources Office;
* National Commission on Indigenous People's-Tublay Office;
* Mountain Province Broadcasting Corporation and
* other volunteers who went out of their way to tend to the trees.

MEANINGFUL EARTH DAY 2026 -- Partners of Caritas-Baguio observed Earth Day 2026 by tending to the trees they previously planted at Parcels 1 and 2 of the communal forest at Sitio Balangabang, Barangay Tuel, Tublay, Benguet.

Environmentalists and foresters encourage the regular tending of young trees to ensure that they are properly nurtured therefore increasing the probability of growth.

This year's Earth Day bannered the theme, "Our Power, Our Planet". The campaign focuses on broadening the use of clean sources of energy, increasing accountability for damages on the environment, and promoting climate solutions formulated by local communities.

Caritas-Baguio also organized a forum on indigenous knowledge, systems and practices (IKSP) on environmental protection, and a community orientation on the Rights of Nature (RON).

RON is a legal theory that recognizes nature as a living entity and is therefore also entitled environmental, indigenous, and economic rights.

Caritas-Baguio and Caritas-Philippines will hold a bigger forum on RON before the second quarter of this year ends.

The forum will be a gathering of stakeholders composed of civil society organizations, policymakers in both government and non-governmental bodies, environmental advocates, and influencers, among others.

Kibungan mayor assures continuous support for Green Luzon initiatives

KIBUNGAN, Benguet – The projects started by Caritas-Baguio’s Green North Luzon Project will continue to receive support after this town’s new mayor assured that the assistance rendered to the team prior to his election will be sustained during his tenure.

During the team’s courtesy call to the mayor last April 13, Mayor Agustin Tello informed Caritas-Baguio and Diocese of Baguio Social Action Commission Director Rev. Fr. Emmanuel Panayo and Project Coordinator Larson Molitas that the support the group has been getting will continue. He also thanked the team for assisting his constituents improve the quality of their life.

By organizing marginalized members of the community into civil society organizations, the mayor said people become empowered and through their collective voice, they can seek better service from government institutions.

The community also learns that the answer to achieving a better quality of life is hardwork complimented by appropriate government intervention.

Barangay Sagpat is one of the project areas of Caritas in Benguet. The other is in Barangay Tuel in Tublay town.

“Sagpat is lucky to be a recipient of the Green Luzon Project ta mapukpukawen din binnadang tako (we are losing our cooperative spirit”, Tello said.

Binnadang is an indigenous system of bayanihan among some indigenous groups in the Cordillera.

Tello said Caritas’ initiative of organizing the community into CSOs also helps to reignite public duty, which are to remind those in the halls of power that they are meant to serve the public.

“Prepare the people. Dapat makialam sila (in affairs of the government)”, Tello added.

To formalize the partnership between Caritas-Baguio and the local government of Kibungan, the memorandum of understanding between the two will be renewed. A copy of the MOU was submitted to the mayor and Vice Mayor Laurence Toking for their review. After review, the Sangguniang Bayan will pass a resolution authorizing the mayor to sign the MOU, afterwhich a formal signing of the document will be undertaken.

The Green North Luzon Project is funded by AECID, a government agency of Spain and Caritas Española, the social arm of the Catholic Church.

Green North Luzon is a four-year project that started in 2022 and will culminate this year. It aims to build sustainable indigenous communities through participatory governance, promote agrarian development, develop sound environmental management systems in Northern Luzon.

Other Implementors of the project in their respective dioceses are the Diocese of Baguio, Apostolic Vicariate of Tabuk, Diocese of Ilagan, and Archdiocese of Tuguegarao.* Caritas Baguio

Farmers supported by Caritas Baguio-Green North Luzon Project and partner agencies like the Department of Agriculture, Department of Agrarian Reform, and Department of Trade and Industry discuss during the Agriculture Livelihood and Marketing Committee meeting last April 7, strategies on how to sustain delivery of their products to the vegetable trading centers in Benguet.

The war between Iran-Israel and the US has disrupted the global supply chain of fuel that it's effect is felt especially in countries whose main source of fuel is imported crude oil from the Middle East.

The transportation and agriculture industries are two of the most affected sectors. The cost of transportation and farm inputs rose rapidly forcing farmers to not harvest their vegetables.

Diocese of Baguio-Social Action Center and Caritas-Baguio-Green Luzon Project personnel take part in the mapping of environmental concerns in the Cordillera, during a seminar-workshop that started on Feb. 26 in Baguio City.

Key concerns identified by the team led by DSAC Director Rev Fr. Emmanuel Panayo are biodiversity loss, deforestation, water and soil pollution from chemicals used in the processing of ore, encroachment of forest reservations and watersheds.

Organized by Caritas-Philippines, the two-day workshop aims to promote a Rights of Nature (RON)-based approach in environmental protection and conservation, across the dioceses of Baguio, Cagayan Valley, Ilagan, and the Apostolic Vicariate of Tabuk.

RON seeks to recognize nature as an entity that deserves legal protection.
