The climate justice group states that the DA is creating another layer of problems on top of the climate crisis mess. [...]

“The government is consistent with its lip service on the ‘whole-of-government’ approach to climate action, RE transition, food security, and many others, but remains business-driven. Because it is protecting big business, it violates the common interest and feasts on policies that destroy the planet and the people. This has to be stopped immediately. We need a government that understands the climate crisis and prepares the people on how to survive the impacts.”

Quezon for Environment (QUEEN), church leaders and residents from Atimonan in Quezon Province, together with the PMCJ, file a criminal and administrative complaint against Department of Energy (DOE) Secretary Sharon Garin for approving the 1,200-Megawatt (MW) Atimonan One Energy Inc. (A1E) coal-fired power plant project.

In 2020, DOE issued a coal moratorium to halt the development of new coal-fired power plant projects. Despite this, in July 2025, Sec. Garin exempted the Atimonan coal plant project from the moratorium even though it did not meet the requirements for exemption.

LOOK: The Philippine Movement for Climate Justice and Kabataan para sa Kalikasan ng Atimonan (KAPAKANAN) filed a letter of opposition to Atimonan One Energy's (A1E) 1200-MW coal-fired power plant project at the Department of Energy on August 4, 2025.

The groups and the Atimonan community have long been resisting dirty and environmentally-degrading projects in their area.

On July 10, 2025, Energy Secretary Sharon Garin signed a reissued “committed capacity” status for the coal project. It was condemned by Quezon for Environment (QUEEN) and other groups. Read PMCJ’s post on this:

After the letter was received, the groups were prohibited from taking photos with their banners and calls. The security guards of the agency then profiled the group and community representatives.

For the DOE to reverse course is to provide special treatment to the project in clear violation of the coal moratorium. What is so special about the A1E coal project that the DOE has reneged on its previous position of applying the coal moratorium to the project, and greenlighted its construction despite legal challenges and widespread opposition?” PMCJ Legal team head Atty. Aaron Pedrosa said.

Local communities, groups, and the whole province of Quezon have long been rejecting the A1E coal project, arranging protests, forums, and filing legal complaints in an attempt to avert the heightening of fossil-fuel-related pollution and further ecological destruction of their area.

┃ Ministry of Ecology-Diocese of Lucena, in partnership with Quezon for Environment (QUEEN), held the 4th Quezon Ecological Summit yesterday, November 30, in Atimonan.

Morning mass, prayer walk, and plenary talk were among the activities conducted at the said summit. The communities, together with the Philippine Movement for Climate Justice, have long been fighting for the environment as there are ongoing campaigns for clean energy, and against fossil fuels.
