🔍 Position: Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer

✨ Job Summary

The MEAL Officer will lead the design, implementation, and continuous improvement of MEAL systems across all programs. This role ensures evidence-based decision-making, donor compliance, and adaptive management. A key focus is knowledge management—capturing lessons learned, promoting best practices, and strengthening organizational learning and program impact.

đź›  Key Responsibilities

✔️ Monitoring & Evaluation – Develop MEAL frameworks, tools, and indicators; oversee data collection, analysis, and reporting (Kobo Toolbox, GIS, Power BI).
✔️ Accountability & Learning – Establish feedback and grievance mechanisms; conduct field monitoring; integrate lessons into program design.
✔️ Knowledge Management – Document program results and innovations; manage a centralized knowledge repository; lead knowledge-sharing initiatives.
✔️ Capacity Building & Compliance – Train staff and partners; ensure compliance with donor requirements and standards.

🎓 Qualifications

• Bachelor’s degree in Development Studies, Statistics, Social Sciences, or related field (Master’s is an advantage)
• 3–5 years of relevant experience in M&E, preferably in development or environmental programs
• Proven experience in MEAL system design and knowledge management
• Background in donor-funded projects and multi-sector partnerships

• Strong MEAL and results-based management expertise
• Proficiency in Kobo Toolbox, GIS mapping, Power BI, and data visualization tools
• Solid statistical and data management skills
• Excellent documentation, communication, and facilitation skills
• Ability to mentor teams and promote a culture of learning and accountability

From Stage to Community: NCCA with CLAFI Celebrate NAM 2026

The National Commission for Culture and the Arts (NCCA), in partnership with the Conrado & Ladislawa Alcantara Foundation (CLAFI) as implementing partner and with the support of Alsons Development and Investment Corporation, successfully brought National Arts Month 2026 to communities nationwide, advancing the advocacy of culture, arts, and heritage.

From the opening on February 1 at Rizal Park Open Air Auditorium to the culmination on February 27 at the Manila Metropolitan Theater, the celebration highlighted Filipino creativity, artistry, and heritage. With the combined support of partners, regional programs reached communities in Laguna, Palo, Butuan, and Davao City, engaging audiences through performances, exhibitions, and cultural activities.

As the month-long celebration concluded, the theme “Ani ng Sining: Katotohanan at Giting” resonated as a reminder that Filipino artistry thrives through collaboration, cultural pride, and collective responsibility in sustaining the nation’s creative spirit.

Bridging Generations Through Art: NAM 2026 Opening with CLAFI

The National Commission for Culture and the Arts (NCCA) officially opened National Arts Month (NAM) 2026 with “Ani ng Sining: Konsiyerto ng Katotohanan at Giting” at the Rizal Park Open Air Auditorium in Luneta. The program opened with ceremonial segments, Pagdating ng Ilaw and Pagpasa ng Liwanag sa Kabataan, symbolizing the transmission of cultural heritage and artistic responsibility across generations. This was followed by thematic monologues Ang Binhi ng Sining, Sining Bilang Ugat at Alaala, Sining at Giting ng Bayan, and Ang Pananagutan ng Ilaw highlighting the role of the arts in shaping national memory, identity, and civic responsibility. Cultural and performance segments featured Pitong Alay ng Sining by the UST Salinggawi Dance Troupe, choral and dance presentations by UST Coro Tomasino and the Yogad Cultural Dance Group, and performances by Sayaw Pinoy 2024 Folk Dance Champion Indak Guiguintenyo Folkloric Group, the Philippine Ballet Theatre, and Anak Bale-Balayan. A fashion segment showcased the country’s creative industries, followed by contemporary performances, Katotohanan sa Makabagong Anyo, by The Addlib and The O Divas. The grand finale, Ani ng Sining, united artists and performers in a collective celebration of Filipino creativity, engaging audiences while bridging the past and present.

NAM 2026 continues nationwide with the Conrado & Ladislawa Alcantara Foundation, Inc. (CLAFI) as implementing partner supporting regional programs. Luzon celebrations will be held in Laguna (Feb. 20, 24–26), Visayas in Palo, Leyte (Feb. 18), and Mindanao in Butuan (Feb. 13–26) and Davao (Feb. 20–21). Flagship initiatives such as Art Fridates will engage audiences across multiple LGUs, while the Ani ng Dangal awards at the Metropolitan Theater and the closing program on Feb. 27 will cap the month-long celebration.

Guided by the theme “Ani ng Sining: Katotohanan at Giting,” NAM 2026 promotes arts participation, education, and national development, inviting all Filipinos to celebrate the enduring spirit of creativity and cultural pride.

The National Commission for Culture and the Arts, through the Subcommission on the Arts and the Conrado Ladislawa Alcantara Foundation Inc., continues to celebrate Filipino artistry and creativity with National Arts Month 2026 by virtue of Presidential Proclamation No. 683.

This year, its overarching theme “Ani ng Sining: Katotohanan at Giting”, underscores how the arts uphold truth, courage, and collaboration and how it contributes to building livable communities, responsible governance, and a sustainable society. llustrating that art is not merely the product of the creative mind, also highlights arts as the outcome of peoples’ shared experiences and collective aspirations. As an expression of truth and valor, art becomes a wellspring of hope and a guiding force towards a more just and progressive society.

Join us this coming Sunday for the grand opening concert of National Arts Month 2026!

Dubbed "Ani ng Sining: Konsiyerto ng Katotohanan at Giting", the concert brings together outstanding Filipino artists across music, dance, and performance at the Rizal Park Open Air Auditorium.
Performing artists include Indak Guiguintenyo Folkloric Group, The O Divas, Lucky G., Trixie Esteban, Elaiza Jem, The Addlib, UST Coro Tomasino, Yogad Cultural Dance Group, UST Salinggawi Dance Troupe, Anak Bale-Balayan, and Miss Grand International 2021 Emma Tiglao.

Also featured is “Chase in the Palace,” a dance excerpt from Sarimanok, with choreography by Ronillo Jaynario, Monica Gana, and Patrick Isorena, and a high-energy pre-show by Jhocson & Drumbeaters.
Filipino creativity takes center stage once again in this landmark celebration of the arts.
