THE RISK OF FLASHFLOODING IN BGY. LA FRATERNINDAD, TUBAY, AGUSAN DEL NORTE EMANATING FROM THE OPEN PIT MINE OF SAN ROQUE METALS, INC. (SRMI)
(A NEPAL LIKE FLASHFLOOD PHENOMENON)
The primary risk of flash flooding from the San Roque Metals Inc. (SRMI) pit center to Barangay La Fraternidad stems from the steep terrain drop combined with extensive land stripping, which dramatically increases rapid surface runoff during heavy downpours. Because the open pit sits on high mountain ridges roughly 150–220 meters above sea level and only ~2.88 kilometers away, any torrential rainfall creates a high-velocity direct path for water downward into the coastal residential lowlands.
The specific compounding environmental and safety risks include:
1. Stripped Vegetation and High Siltation Runoff
• Reduced Soil Retention: Open-pit nickel mining requires clearing extensive forest cover and topsoil. Without roots and vegetation to absorb water, heavy rainfall instantly converts into high-velocity surface runoff.
• Silt-Laden Torrential Flow: Instead of clean water, flash floods originating from the pit carry massive amounts of loose, rust-red laterite soil and mining debris downward. This creates thick mudflows that can quickly overwhelm natural channels, bury agricultural plots, and compromise local water sources.
2. High Landslide and Debris Avalanche Susceptibility
• According to the official MGB Geohazard Maps for La Fraternidad, the slopes descending from the mining tenement are classified under Very High Landslide Susceptibility.
• A flash flood sudden release can act as a trigger for cascading landslides. Weakened, saturated materials on the terraced open pit cuts can give way, turning a flash flood into a deadly debris flow targeting low-lying Puroks (such as Purok IV, V, and VI).
3. Drainage Obstruction and Perimeter Pond Overflows
• Catchment Overload: Mining operations rely on artificial drainage canals and siltation containment ponds to capture runoff. During typhoons or severe monsoon events, these containment systems can experience structural breaches or overflow.
• Bottlenecking: If the volume of rushing water exceeds canal capacities, the water creates unpredictable paths toward the barangay, bypassing normal channels and flooding residential zones unexpectedly.
4. Coastal Inundation Bottleneck
• Because Barangay La Fraternidad is nestled between the steep mining slopes and Butuan Bay, a flash flood creates a "sandwich effect."
• High tide or storm surges from the bay prevent descending floodwaters from draining quickly into the sea, causing rapid, deep pooling directly inside the community.
