Today, the Concerned Citizens of Abra for Good Government (CCAGG) marks its 40th anniversary.

Formed as an offshoot of NAMFREL in Abra it transitioned from election watchdog to becoming a pioneer in promoting participatory monitoring.

CCAGG’s journey began after the 1986 Snap Elections in the Philippines. The organization is registered as a non-profit dedicated to social transformation. Its signature contribution is the community-based monitoring training farmers, housewives, and youth to conduct technical audits which focused on public infrastructure like roads, bridges, and irrigation systems.

Key Milestones and Achievements
Over the last forty years, CCAGG has evolved from a provincial group into an internationally recognized model for anti-corruption:
• The 11 Engineers Case: One of its early victories involved the investigation and suspension of 11 DPWH enginners, a feat achieved through diligent citizen reporting.
• In 1998, CCAGG received the Presidential Citation for Outstanding Community Service
• In 2015, CCAGG became the recipient of the first Galing Pook Citizenship Award
• Global Recognition: In 2000, CCAGG received one of Transparency International’s first-ever Integrity Awards for its courageous fight against graft at the local level
• Institutional Partnerships: CCAGG successfully forged Memorandums of Agreement with major agencies like the Commission on Audit (COA), NEDA, and the Office of the Ombudsman.

The 40th anniversary serves as a reminder that good governance is not a single event but a continuous and bold effort of citizen participation. In a landscape where corruption remains a persistent challenge, may the spirit of good governance lead us to be better citizens in the service of the Filipino people.

Written by Pura Sumangil+ , this talk discussed the experiences of CCAGG in partnership with the Commission on Audit in the conduct of audit activities to different government programs and projects in the Cordillera Administrative Region.
Lessons learned and processes was then replicated to other parts of the Philippines.A manual on Participatory Audit (PA)was published detailing what PA is all about.

The Abra Youth Organizations Society stands in deep grief and outrage over the killing of Mr. Larry Bautista, a fourth-year BA English Language student of the University of Abra.

Larry’s death is a tragedy that shakes the conscience of every young person who believes that life, education, and hope should never end in violence. 𝗡𝗼 𝗿𝗲𝗮𝘀𝗼𝗻, 𝗻𝗼 𝗰𝗶𝗿𝗰𝘂𝗺𝘀𝘁𝗮𝗻𝗰𝗲, 𝗮𝗻𝗱 𝗻𝗼 𝗷𝘂𝘀𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗰𝗮𝗻 𝗺𝗮𝗸𝗲 𝘁𝗵𝗲 𝘁𝗮𝗸𝗶𝗻𝗴 𝗼𝗳 𝗹𝗶𝗳𝗲 𝗮𝗰𝗰𝗲𝗽𝘁𝗮𝗯𝗹𝗲.

While the suspect has been identified, we call for a swift, transparent, and impartial process to ensure that justice is truly served, not vengeance, not silence, but justice anchored on truth and accountability.

We refuse to normalize violence in our communities. The youth must continue to be the voice that demands peace, humanity, and respect for life amid fear and division. Our call is simple yet firm: 𝙚𝙣𝙙 𝙩𝙝𝙚 𝙘𝙮𝙘𝙡𝙚 𝙤𝙛 𝙫𝙞𝙤𝙡𝙚𝙣𝙘𝙚, 𝙣𝙪𝙧𝙩𝙪𝙧𝙚 𝙨𝙥𝙖𝙘𝙚𝙨 𝙛𝙤𝙧 𝙙𝙞𝙖𝙡𝙤𝙜𝙪𝙚, 𝙖𝙣𝙙 𝙗𝙪𝙞𝙡𝙙 𝙖 𝙛𝙪𝙩𝙪𝙧𝙚 𝙬𝙝𝙚𝙧𝙚 𝙮𝙤𝙪𝙣𝙜 𝙥𝙚𝙤𝙥𝙡𝙚 𝙖𝙧𝙚 𝙨𝙖𝙛𝙚 𝙩𝙤 𝙡𝙚𝙖𝙧𝙣, 𝙩𝙤 𝙙𝙧𝙚𝙖𝙢, 𝙖𝙣𝙙 𝙩𝙤 𝙡𝙞𝙫𝙚.
