A federal system is a form of government where power is constitutionally divided between a national government and regional governments (such as provinces or states)

Instead of most decisions being controlled from one central government in Waigani, some powers would belong permanently to provincial governments.
This division of power is written into the Constitution, meaning neither level of government can easily take away the powers of the other.

In a Possible PNG Federal Structure
There would be two main levels of government:

1️⃣ National Government
The national government would focus on matters that affect the entire country, such as:
• National defense and security
• Foreign affairs and diplomacy
• National taxation and budgeting
• Immigration and citizenship
• National economic policy
• Major national infrastructure
This ensures Papua New Guinea remains one united country internationally and economically.

🇵🇬 Federal System for Papua New Guinea

Papua New Guinea currently has a centralized national government. Most decisions about budgets, laws, and development projects are made in Waigani. While this system has allowed national coordination, it has also created challenges:

-Provinces sometimes feel they don’t have enough say in decisions affecting their people.

-Service delivery and development can vary greatly between regions.

-Centralized decision-making may be slow and less responsive to local needs.

-A federal system could help by giving provinces constitutional authority over certain areas such as health, education, infrastructure, and local development.

-The national government would still handle defense, foreign affairs, and national finances.

This serves to be an idea for discussion to explore whether stronger provincial powers could improve governance and development in PNG.

Papua New Guinea (PNG) is one of the most culturally diverse nations in the world and that diversity is reflected in how communities trace descent, inherit land and organise social life. Across PNG, two major kinship systems shape society: matrilineal and patrilineal structures. Most of the Highlands and many mainland regions follow a patrilineal system, where lineage, clan identity and land pass through the father’s line. In contrast, matrilineal systems are found mainly in some parts of the island and coastal areas such as the Autonomous Region of Bougainville, East New Britain, Milne Bay and New Ireland, where descent and land rights follow the mother’s line and children belong to their mother’s clan.

These systems have real social impacts. In matrilineal societies, women often hold customary land rights and pass property to daughters or female relatives, while maternal uncles play key roles in guiding and supporting their sisters’ children. In patrilineal communities, land and authority are typically inherited from fathers to sons and women usually join their husband’s clan after marriage. Together, these systems determine land ownership and social support networks, showing how deeply culture continues to influence identity and power in PNG today.
