We’re Hiring: Monitoring & Evaluation Officer

Expertise France is looking for a dedicated National Monitoring & Evaluation Officer to join our team in Papua New Guinea (PNG). This position will oversee grant scheme management and compliance, lead results-based monitoring, enhance data systems, and ensure transparent reporting of our climate and biodiversity projects.

This role will support two projects in PNG: the EU-FCCB Programme national component, funded by the European Union, and the SONG project, funded by AFD.

Expertise France signed a Memorandum of Understanding (MoU) with the Papua New Guinea Environment Alliance (PNGEA) and officially launched its new PNGEA website on 27 May 2026.

Supported by the European Union‑funded Forestry‑Climate Change‑Biodiversity (EU‑FCCB) Programme for Papua New Guinea under the national component implemented by Expertise France, this partnership strengthens civil society’s role in shaping PNG’s environmental future.

The MoU establishes a framework for collaboration to enhance PNGEA’s organisational development, communications, and knowledge management, ensuring stronger systems for transparency, evidence‑based action, and inclusive participation.

“This agreement is a milestone for civil society engagement in PNG’s forestry, climate and biodiversity agenda,” said Ms Pamela Avusi, PNGEA National Coordinator.

“Our support is to build a stronger organisational structure and systems for PNGEA, including communication, knowledge sharing and inclusive participation,” added Mr Alaric Vandenberghe, Project Manager of the EU-FCCB National Component, led by Expertise France.

Key support includes:
• Development of joint annual action plans
• Capacity strengthening for PNGEA
• Public access to knowledge products via the new PNGEA website
• Embedded collaboration and staff support
• Participation in the EU‑FCCB Programme Steering Committee as an observer

This partnership reflects the European Union’s commitment to empowering civil society organisations to drive climate resilience, biodiversity protection, and sustainable development across Papua New Guinea.

About PNGEA:
Established in 2021 and launched in 2024, PNGEA is a membership‑based organisation of 12 non-governmental and civil society organisations serving as a collective voice for civil society organisations on environmental-related issues in PNG. It provides a platform for collective action, knowledge sharing, and coordinated advocacy to protect the nation’s rich biodiversity and promote sustainable development.

World Environment Day 2026 💚🌍

More than 800 students and 20 dedicated teachers from Papa Lea Lea Primary School came together to celebrate World Environment Day 2026 and raise their voices for a healthier, more sustainable future.

The celebration began with students proudly singing the National Anthem, inspiring a moment of unity, patriotism, and commitment to protecting our environment. Through their voices, they reminded us that caring for the country also means caring for our land, seas, forests, and communities.

With around 500 primary students and 300 high school students standing together, the school demonstrated that climate action starts with awareness, education, and collective responsibility. Today's students are tomorrow's leaders, and their commitment to environmental stewardship gives hope for a greener future.

Message from the EU Ambassador, Erika Hasznos, on World Environment Day

Climate change and biodiversity loss are global crises, but their impacts are felt locally – in coastal villages facing erosion, in farmers confronting changing rainfall, and in communities that depend on healthy forests, rivers and reefs for food, medicine and income. Our future is inseparable from the health of nature. Protecting Papua New Guinea’s forests and oceans is therefore both a global responsibility and a national opportunity for sustainable, inclusive growth.

The European Union is proud to stand with Papua New Guinea as a long-standing partner for a greener, more resilient future. In Papua New Guinea, we are working together to conserve forests, tackle climate change and safeguard biodiversity through programmes that reconcile environmental protection with sustainable economic development and green jobs, including for women and young people.

Under Global Gateway – the European Union’s investment strategy for sustainable, high-quality infrastructure – we are supporting initiatives that strengthen climate resilience, promote sustainable agriculture and fisheries, and green key infrastructure such as ports and transport. These investments are designed to unlock the potential of PNG’s natural capital while ensuring that local communities benefit and no one is left behind.

On this World Environment Day, I pay tribute to Papua New Guinea – from government and provincial authorities to customary landowners, civil society, businesses and especially the youth – who are guardians of this irreplaceable natural wealth. The European Union will remain a committed partner as PNG charts its path towards a climate-resilient, biodiversity-rich and prosperous future.

FROM THE FORESTS TO THE SEAS

How the EU-FCCB Programme Contributes to the Sustainable Development of the Ocean in PNG

The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea (https://fccbpng.eu) is the European Union’s largest environmental programme in the Pacific Islands region.

The overall objective of the EU-FCCB Programme is to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels. The EU-FCCB Programme is a significant contribution from the European Union to support Papua New Guinea’s ambition to protect the country’s exceptional terrestrial biodiversity, enhance livelihoods in communities and meet national development aspirations.

Some of the benefits of the EU-FCCB Programme also extend to PNG’s oceans. With support from the EU-FCCB national component, implemented by Expertise France in collaboration with other development partners, the Programme supports:

The Autonomous Bougainville Government developed a Green-Blue Economy (GBE) Policy. The GBE Policy, adopted in June 2025, aims to promote sustainable development by balancing economic growth with the protection of marine and forest ecosystems. Built on sustainability, equity, and resilience, it also aims to promote sustainable fisheries, eco-tourism, and micro-grids for renewable energy.

Papua New Guinea’s Conservation and Environment Protection Authority (CEPA) is strengthening the governance of protected areas. A regulatory framework is in development to support the recently adopted Protected Areas Act 2024. Its goal is to improve biodiversity conservation, expand protected land and sea areas, and encourage sustainable livelihoods.

Papua New Guinea’s Climate Change and Development Authority (CCDA) is developing a National Climate Finance Strategy. A national climate finance strategy is crucial for mobilising and coordinating public and private funds to meet the goals of the 2015 Paris Agreement. This strategy can help mobilise efforts not only on land but also at sea.

Let us work together to protect Papua New Guinea’s exceptional biodiversity while enhancing livelihood opportunities and green-blue economic development.
