A HISTORIC DAY FOR WEST NEW BRITAIN PROVINCE

For the first time, key agencies of Government departments stood together on the same stage in West New Britain β€” a powerful sign of what's possible when the Government works as one for our children and youth.

When National, Provincial, District and LLG levels row in the same direction, service delivery isn't just faster β€” it reaches further. One vision, one voice, one Government: this is what synergy in action looks like.

Held at Caritas Technical Secondary School, today's program was a joint launch between the National Youth Development Authority (NYDA) and the National Office for Child and Family Services (NOCFS).

πŸ“ NYDA officially launched E-Registration for:

πŸ”Ή Nakanai District – East Nakanai LLG & Hoskins LLG
πŸ”Ή Talasea District – Talasea LLG & Kimbe LLG

A total of 40 wards will now be covered under the E-Registration and Youth Engagement rollout, connecting more young people across WNB to opportunities under the National Youth Engagement Strategy (NYES) 2025–2029 β€” "Putting Young People at the Centre of Sustainable Development."

The e-youth registration is designed to capture disengaged youth and have them refered to appropriate empowerment pathways in the province β€” such as oil palm, cocoa, fisheries, TVET, and SME development.

πŸ“ Alongside this, NOCFS launched, swore in, and commissioned the WNB Provincial Lukautim Pikinini Council, strengthening the systems that protect and care for our children at the provincial level.

🀝 The occasion was graced by:

β€’ Minister for Community Development, Youth and Religion, Hon. Jason Peter, MP

VANIMO GREEN LEADS NATIONAL YOUTH STRATEGY ROLLOUT WITH FINANCIAL TRAINING AND FUNDING.

Vanimo Green became the first district in Papua New Guinea to implement the National Youth Engagement Strategy (NYES) 2025-2029, with the National Youth Development Authority (NYDA) launching the programme on 13 July 2026. The initiative positioned the district as a pilot site for the Government's five year blueprint to empower out of school youth nationwide.
NYDA Director General Joe Itaki congratulated the Vanimo Green District Development Authority for demonstrating leadership in youth development. Itaki said the strategy created a pathway for districts to register young people, assess their needs and connect them with practical opportunities.
As part of the launch, 85 young men and women completed a four day Financial Inclusion Training delivered with the Vanimo Green District Development Authority and Mama Bank. Participants opened passbook accounts and gained skills in budgeting and saving, intended to support entry into informal sector business.
Vanimo Green Member and Minister for Tourism, Arts and Culture Belden Namah announced K1,000 in start up support for each participant. Namah confirmed the Vanimo Green District Development Authority had approved a K1 million SME loan programme for the year, with youth entrepreneurship to be prioritised under the scheme.
Minister for Community Development, Youth and Religion Jason Peter officiated the event, encouraging participants to apply their training toward building small businesses. NYDA also presented 26 youths with vegetable seeds to support farming ventures aligned with their interests.
The NYES introduces a coordinated system of youth registration, assessment and referral covering employment, entrepreneurship, TVET skills development, agriculture, fisheries and community peacekeeping. Itaki said the framework was designed to ensure no young person was left behind under the National Government's development agenda.
The NYDA acknowledged the Vanimo Green District Development Authority, the West Sepik Provincial Administration and Mama Bank for their roles in the launch.
The Vanimo Green pilot marks the start of a national rollout expected to extend across PNG's provinces and districts over the coming five years, with lessons from the district set to inform future implementation phases and stakeholder partnerships.

Vanimo-Green MP Belden Namah has committed K1 million for an SME loan scheme to support youths in the district.
The youths had undergone financial literacy and associated trainings.
The lending assistance will cover youths in cocoa, farming, fisheries, oil palm, informal market, tourism... etc.
Namah is also the Minister for Tourism, Arts and Culture.
He made the commitment last Thursday at the Vanimo Secondary School where the district's youth engagement initiative was launched.
The event was witnessed by the Minister for Community Development, Youth and Religion Jason Peter, Sanduan Provincial Administrator Jacob Areman, Director-General for National Youth Development (NYDA) Joe Itaki, public servants, students, parents and Vanimo-Green DDA representatives.
Speaking during the occassion, Mr Namah said NYDA is a government agency which is under-funded by governments despite being the national driver of youth engagement and development in the country.
Thus, he said, his Vanimo-Green DDA has partnered with NYDA and other partners to engage youths in positive pathways that contribute meaningfully to their communities.
The launch was not just an ordinary event but the district's implementation of the national framework for youth development in National Youth Development Strategy 2025 to 2029.
Mr Namah continued that NYDA will process application as a pre-requisite before the bank loan dispatchment.
Minister Peter said it is not just a launch but opening doors to leadership, skills development, community participation and realising of dreams.
Mr Itaki said the National Youth Engagement Strategy’s online youth registration system would serve as the main entry point for young entrepreneurs seeking loans under the partnership.
"NYDA and Vanimo Green DDA will identify applicants through this system and maintain engagement with them as they venture into the SME sector. It will not be like other loan schemes where recipients receive a one-off payment and disappear. Under this partnership, guidance and mentorship throughout the process will be key because we want them to grow their businesses. Through the online system, we will know who is doing what and measure their progress in a timely manner,” Mr Itaki said.
"The DDA and NYDA in partnership with Mama bank will track and offer coaching in areas of weakness.....our ultimate aim is to see them progress with business with the SME loan that we facilitate under this scheme.
The first batch of loan applications, he said, will be assessed next month.
"With such tripartite arrangement, accountability and governance are upheld highly in the process so that the scheme is tightly managed to empower the unfortunate people in the electorate fairly. This reflects the notion of 'leaving no one behind'."

Eastern Highlands Province has become the eighth province in the country and the first in the Highlands Region to complete the National Youth Engagement Strategy (NYES) 2025–2029 Socialization Program.

The three-day program, held in Goroka from June 3 to 5, brought together government officials, community and church leaders, youth representatives and development partners to finalise implementation plans, strengthen stakeholder capacity and formalise commitments for the rollout of the strategy across the province.

The program concluded with the signing of the Eastern Highlands Provincial Joint Inception Implementation Plan by Provincial Administrator Allen Los and the Joint District Collaboration Framework by Kainantu District Administrator Dickson Penai, paving the way for the immediate implementation of the NYES in Kainantu District.

National Youth Development Authority Director General Joe Itaki in a statement said the milestone marked an important step in expanding the National Youth Engagement Strategy into the Highlands Region and strengthening youth participation in development initiatives at the provincial, district and community levels.

The National Youth Development Authority (NYDA) said the successful completion of the socialization program represented a significant step in the national rollout of the NYES 2025–2029.

As the first Highlands province to formally engage with the strategy, Eastern Highlands has established a foundation for expanding the NYES throughout the region, reinforcing efforts to make youth engagement and development a nationwide initiative.

The three-day program commenced with presentations on the NYES framework and consultations on two key implementation instruments: the Eastern Highlands Provincial Joint Inception Implementation Plan (JIIP) and the Joint District Collaboration Framework (JDCF). Kainantu District was formally identified as the province’s designated pilot district for NYES implementation.

Provincial Administrator Mr Los reaffirmed the Provincial Administration’s commitment to ensuring young people are actively engaged in development initiatives and opportunities throughout Eastern Highlands Province.

On the second day, stakeholders validated both the Provincial Joint Inception Implementation Plan and the Kainantu District Collaboration Framework. Community Development Officers also received practical training on the NYES Online Youth Registration System in preparation for implementation at the district and community levels.

The program concluded with the formal signing of the Eastern Highlands Provincial Joint Inception Implementation Plan by Mr Los and the Joint District Collaboration Framework by Mr Penai. The NYES Online Youth Registration System was also officially launched in Eastern Highlands Province and is expected to begin operations immediately in Kainantu District.

A key outcome of the program was the recognition of the strong alignment between the National Youth Engagement Strategy and the Saemaul Undong (SMU) community development model currently being implemented across Eastern Highlands Province.

The SMU Model has supported communities to work collaboratively in agriculture, entrepreneurship, skills development, income-generating activities and ward-level economic development. Stakeholders said the NYES would complement these efforts by ensuring young people are actively involved in community development, training opportunities and local economic activities.

Participants also noted that the alignment was significant because the Saemaul Undong Model has been adopted nationally by the Department of Provincial and Local Level Government Affairs, creating opportunities for collaboration across national, provincial, district, local-level government and community-based development programs.

The program attracted broad participation from Provincial Community Development Advisors, Provincial Administration Finance Managers, District Community Development Officers, Provincial Youth Coordinators, church representatives, community leaders and youth leaders.

Participants acknowledged that youth development must be treated as a whole-of-government and whole-of-community responsibility, with structured pathways for youth engagement extending from the provincial level to districts, wards and communities.

With Eastern Highlands now completing the program, eight provinces across Papua New Guinea have formally completed the NYES Socialization Program. Kainantu District has joined the growing list of designated pilot districts, while the online youth registration system is now operational in the province.

The NYDA said several other provincial governments have expressed interest in implementing the strategy, with planning already underway for additional provincial rollouts.

The National Youth Engagement Strategy 2025–2029 serves as Papua New Guinea’s national framework for coordinated youth development, providing a structured approach to youth engagement, skills development, civic participation and livelihood creation.

The strategy is being implemented by the National Youth Development Authority in partnership with provincial and local-level governments, national agencies, industry, civil society organisations and community groups.
