Be strict on Law and Order in Bougainville

Before anything, anything at all. Be strict with our law and order sector.

Bougainville now needs undivided moves to protect our resources and people with our journey toward the sovereign nation.

To build our homegrown economy, people will build it.

People will build only when the positive attitude of each and every one of Bougainvilleans means the business.

Our ABG members. Public servants. Business houses. Public and private institutions. Landowners. Local investors and developers. Local NGOs, CBOs, CBAs, and churches. Ordinary people of Bougainville.

We have to understand one thing from experiences face right now all around the world.

Our division among ourselves will invite the influx. Both ways, braindrain is eminent. When braindrain occurs more than enough, it is treated by the outside eyes as a refuge. Refugee right now is the whole world issue. Outside eyes see this as the opportunity to wrap up their intention to destroy or seize resources or people back home of those treated as refugees.

Our division will invite business tycoons of Asia. You know the enemy between who and who. It's not political but economical fight to remain in power because it appears decaying of the world power is coming to the surface soon in the coming years. Unnecessary attacks and violations are taking tolls.

Before, you topple the tycoon with weapons. Today, the economy does it. You find Chin' here, while its enemy dwells in the past and grabbing resources and people violating international laws.

Let us boost our homegrown economy that circulates 90 percent within the nation, which exports a lot and imports less. Boost up the law and order sector to protect resources and people, where understanding for one another takes the front stage for development. Building our nation with a positive attitude to minimize tendencies of Bougainville can become a battlefield in silence of outside cartels, pretending to be lifesavers.

DEVELOPMENT

Fast tracking of development in underdeveloped countries invites foreigners to come and run the show for the benefit of them and not locals.

Locals benefit when their development is strategised people at their center working toward one goal at a reasonable time frame.

Bougainville, at this juncture, we have to be very careful. Our plans require an amicable time frame since we are still at the lower level of startup businesses, timber, sago leaves, and bamboo going up now to sheets and irons level. 99 percent in Bougainville can not afford steel and mason buildings as yet.

What does this tell us?

Getting in outside Bougainville giants. They include ging gongs, rabarabs, itchyitchy shashas, allies, and land of never learn friends to run the show. We started crying faol already. We will cry more and more if our strategies and plans ignore and neglect the resources, time, and space of our own people.

We are innovative and creative people. We are resilient and contented with what we do. We do everything to survive in our own circles. That's true. However, our weakness is ignorance and negligence. We never back or support our industrious ideas and activities, may be by our government or individuals. This is one thing we are not industrialized as yet.

We are still in the marketing stage, the business stage. We are still living in nomadic lives where hunters and gatherers are found. From that bottom and now information era, we missed out so much on industry level. This is the gap that will invite outsiders to run the show.

Fixing government institutions would be the first thing. Second, make people live permanent livelihoods. Third, moving people from the business to industry level where manufacturing activities are taking shape. The information era could be ice on the cake. Living nomadic lives and hunting for information and technology will get us nowhere. 2026 onward, you remember this article when ging gongs and the rest walking the streets.

WHAT COUNTS AS MISCONDUCT IN THE OFFICE OF DEPARTMENTAL HEAD?

Misconduct in the office of a departmental head covers a variety of inappropriate behaviors or actions. Common examples are.

1. Abuse of Power – Making decisions that unfairly benefit oneself or others at the expenses of fairness or organizational policies.

2. Harassment or Discrimination – Engaging in behavior that creates a hostile work environment based on factors such as race, gender, or other protected characteristics.

3. Negligence – Failing to perform their duties effectively, leading to negative consequences for the department or the organization.

4. Fraud or Theft – Engaging in dishonest practices for personal gain, such as embezzlement or misappropriation of funds.

5. Conflict of Interest - Making decisions that may benefit personally where they have a duty to act in the best interest of the organization

6. Violation of Policies – Ignoring or intentionally breaking organizational rules or regulations

7. Insubordination – Disrespecting or failing to follow legitimate orders from superiors.

These actions undermine the integrity of the departmental leadership and affect the overall functioning of the organization.

TO ABG MEMBERS!

It is your duty to legislate and monitor to touch the lives of your people. Trust has been given to you.

Enacting laws that reach your people. Setting systems and processes that materialise the contents to reality. Then, respect the level of government and traditional leadership back in your constituency and ward.

Service delivery is not your responsibility. It is departmental heads' and managers' work to do. You are responsible for creating laws, their systems, and monitor so that heads and managers can deliver successful outcomes.

You create laws. Set systems and processes. Then, monitor and report the outcome.

Give space to your community government managers and chairladies. You have your ward members and village assembly. During the programs and projects, you have heads, managers, and workers to do the work.

Your work is to monitor to see them achieving what is transpired in the laws set. You hold them accountable, and in the event things are not working out as set, deal with them accordingly.

Doing everything by yourself will only invite corruption. No services are reaching out to your people due to incomplete programs or projects. You will lose trust. Everyone else in your constituency will continue to suffer one way or the other. Let us all work hand in hand under your fair leadership.
