Water Project in Ward 12 – Part 1

The idea for a water project in Ward 12 of Tufi LLG came from the Kabuni community itself, during Community-Based Disaster Risk Management (CBDRM) planning supported by IOM and the Northern Provincial Disaster Centre, under former councillor Leonard Kunita.

With funding from USAID, IOM working with the Oro Provincial Disaster Centre, the Provincial Health Authority, and local labour, built a gravity-fed water system.

A dam was constructed high in the mountains, and by 2020 water was piped over 8.3 km to three villages: Kabuni, Kuririka, and Baga.

However, four villages (Orede, Leiloa, Goodenough, and Komoa) and several smaller settlements were left unconnected.

The water system also lasted less than a year.

Although some pipe damage was initially blamed on local disputes, later repairs revealed that most of the polypipes had melted underground due to repeated grass fires during prolonged dry seasons.

By 2021 we registered the Tufi Youth Arise Movement Inc. In 2022 we met to discuss what projects should we pursue. There was overwhelming interest to restore the water supply.

There were skepticisms from many that it would not work, and some even suggested that “Kabuni was blacklisted” by donors as the youth had destroyed the initial efforts - again, most of the destruction were indeed by fire as we later discovered.

We subsequently applied for and started receiving grants.

(There is an untold story of how friends and families related to Ward 12 worked hard in the background to direct the water supply to Kabuni villages in the initial project - they know who they are, and the villagers will always be grateful).

Happy New Year 2026

Thank you all for making 2025 memorable. We’ve achieved a lot in one year.

What we did in 2025

1. We fixed water and connected water to 3 of 7 villages in Ward 12 (4 more villages to go in Ward 12).

This money came from:
• Australian–PNG Awards Alumni Scheme(about K10,000)

• Australian Direct Aid Program (about K27,000)

Water is a big issue for Ward 12, and Tufi LLG. We will fix one problem at a time. One Village at a time. One Ward at a time.

2. We conducted training for leaders using Play for Equity fund. Women and girls usually play limited role in sports, sports administration and decision making. This training put women rights and education at the forefront.

3. We ran volleyball competitions in Wards 11 to 15 in Cape Nelson area of Tufi LLG. From theory (training of leaders) to practice. For the first time, women were involved as officials, made substantive decisions, and had more teams participating than men’s teams.

About 80 teams of women and girls, and men, participated. The Play for Equity money came from the Australian Government, Play for Equity, and Olympics 360. Approximately K30, 000 in total.

Problems we faced

Transport is our biggest problem. Tufi has no road connectivity to main towns, and situated between Oro and Milne Bay Provinces. There are no ships servicing the LLG.

So we spent a lot of money hiring dinghies to move people, tools, and materials. This problem looks set to continue for a long time.

BUT, we have overcomed, and will continue to do so.

Our strength is our Community

We thank the Tufi community.

The Youths had to carry poly pipes, cement bags and gravels for kilometres on foot up the mountains. Mended the dams, dug and placed the pipes underground. The water pipes come from the mountains of Kabuni down to the coast - it’s a half days walk on foot.

Dam is constructed on customary land, and pipes traverses multiple land boundaries owned by different clans.

The community did the work. Most workers were young people. Many people volunteered time and resources.

This is our strength:
• We work together
• We give our time
• We help ourselves

We also thank nearby communities who joined the volleyball games. Trainers, dinghy operators who offered transport, youths who constructed training facilities, mothers who provided food.

The association is for everyone. We started small in Ward 12 to learn. Now we are growing to other wards.

Looking to 2026

We will still face problems. But we believe in our youths and community. They worked hard in 2025. They will work hard again in 2026.

PNG is 50 years independent. Real independence means helping ourselves.

What we are doing is real independence.

Hello everyone! 👋

I’ve added you all because we’re friends on Facebook and we all come from Kabuni Ward 12 villages.

Our group, Tufi Youth Arise Movement Inc, was officially registered with IPA in 2022, completed all IRC compliance, and became active in 2023.

Since then, we’ve started small but important projects — including:
💧 Restoring & expanding our gravity-fed water supply, and
🏐 Organising the 2025 Volleyball Games!

Will provide the funding details for the projects later.

We’ll keep you posted with updates and photos as the projects grow. Water has been restored in three villages, and expanding it to four others.

This page will help us share news easily and stay connected.
