Policy Dialogue on “Harmonising Development and Environmental Management: Towards Sustainable Infrastructure”

Youth Alliance for Environment (YAE), in collaboration with the Department of Environment, successfully organised a policy dialogue on “Harmonising Development and Environmental Management: Towards Sustainable Infrastructure" on June 3, 2026.

The dialogue brought together policymakers, government officials, academia, civil society organisations, private sector representatives, and environmental experts to discuss the critical role of environmental management in achieving sustainable infrastructure development in Nepal.

As Nepal continues to expand infrastructure across sectors such as hydropower, roads, transmission lines, urban development, tourism, and industry, ensuring that development is environmentally sustainable and socially responsible is more important than ever. The discussions emphasised that Environmental Impact Assessment (EIA) is not a constraint to development, but a vital tool that supports informed decision-making, minimises environmental and social risks, strengthens climate resilience, and enhances the long-term sustainability of development investments.

The dialogue also explored key challenges and opportunities for strengthening Nepal’s environmental assessment and management systems, including improving the quality of EIA reports, enhancing institutional and technical capacities, strengthening compliance and monitoring mechanisms, promoting inter-agency coordination, and integrating climate and cumulative impact considerations into development planning.

Thank you to all speakers, panellists, and participants for your valuable insights and active engagement, which led to meaningful discussions and actionable recommendations. We look forward to continuing our collaboration to build a future where development and environment go hand in hand.

The consultation program on the “Kathmandu Valley Air Quality Management Action Plan 2083” was successfully conducted on May 25, 2026 with the objective of strengthening collective efforts to address the growing challenges of air pollution in Kathmandu Valley and to contribute toward ensuring citizens’ right to live in a clean and healthy environment. The program was jointly organized by the Department of Environment, Ministry of Agriculture, Forests and Environment and the Youth Alliance for Environment, in partnership with Save the Children, with support from SIDA.

The consultation brought together more than 80 participants representing a wide range of stakeholders, including government ministries and agencies, local governments, academic institutions, development partners, civil society organizations, researchers, environmental experts, media professionals, youth representatives, and children. The diverse participation created a valuable platform for multi-stakeholder dialogue and collaboration on one of the most pressing environmental and public health concerns facing Kathmandu Valley.

During the program, participants actively engaged in discussions on the draft “Kathmandu Valley Air Quality Management Action Plan 2083,” sharing their experiences, technical insights, recommendations, and policy-level perspectives. The discussions highlighted the need for stronger inter-agency coordination, evidence-based policymaking, effective implementation mechanisms, inclusivity and increased public awareness to tackle the worsening air pollution situation in the Valley.

The consultation also emphasized the importance of inclusive participation, particularly the meaningful engagement of youth and children, in air quality management. Participants stressed that air pollution is not only an environmental issue but also a growing public health and development challenge that requires coordinated and long-term action from all sectors and levels of government.

The consultation program served as an important platform to collect feedback, suggestions, and recommendations on the draft action plan, contributing to making it more practical, inclusive, and implementation-oriented.

The four-day Climate Change Boot Camp for children and youth aged 16–24, held from May 12–15, 2026, at Prakriti Resort and Organic Farm, Hibung Village, Sindhupalchok, was organized by the Youth Alliance for Environment in partnership with Save the Children with support from the SIDA Project. The event successfully brought together more than 25 participants, including children and youth representatives from all seven provinces of Nepal.

The boot camp created a platform for young people to deepen their understanding of climate change and explore both theoretical and practical approaches to climate mitigation and adaptation in the face of ongoing environmental challenges.

Key topics discussed during the boot camp included:
* Foundational understanding of climate science and scientific evidence
* Knowledge of climate impacts, vulnerability, and climate justice
* Understanding Nepal’s climate policies and climate finance mechanisms
* Skills in advocacy, communication, innovation-driven solutions, and locally led climate action initiatives

A major achievement of the boot camp was the formation of the Youth Climate Network Nepal, marking an important step toward strengthening the meaningful role and participation of children and youth in climate initiatives, from the local to the global level.

Youth Alliance for Environment successfully conducted a two-day training on “Strengthening CSOs’ Capacities on Climate Change Knowledge and Policy Mainstreaming,” engaging CSOs from five provinces working across diverse thematic areas. The training was organised in partnership with Save the Children in Nepal and with support from SIDA, from April 26–27, 2026.

The training focused on
• Strengthening understanding of climate change concepts, impacts, and response measures
• Enhancing knowledge of international and national climate policies, frameworks, and best practices
• Supporting the integration of climate change into organisational programs and strategies

The training created a platform for shared learning, collaboration, and capacity building, equipping CSOs to address climate challenges.

Youth Alliance for Environment (YAE) successfully organized a two-day workshop titled “Our Climate, Our Rights: Youth & Children Localizing General Comment No. 26” on April 20–21, 2026, in Kathmandu. In partnership with Save the Children in Nepal and supported by SIDA, the workshop brought together 28 children and youth participants.

The workshop focused on:
• Strengthening understanding of General Comment No. 26 (GC 26)
• Identifying key gaps and challenges in the meaningful participation of children and youth in climate and environmental policies
• Empowering young people to articulate their perspectives and co-create practical, actionable recommendations for climate policies

This workshop marks an important step toward advancing child and youth rights and reinforcing their meaningful participation in policy processes at local, national, and global levels.

Youth Alliance for Environment (YAE) is organizing the Climate Change Boot Camp 2026, an interactive program that brings together young people to learn, share ideas, and act on climate challenges through engaging activities, discussions, and teamwork.

What is this bootcamp about?
This bootcamp aims to create a fun and supportive space for young people to:
📖 Learn about climate change in a simple and practical way
💪 Build skills, confidence, and leadership
🌿 Take real action in their communities

👥 Who can join?
Children and Youth from 16-24 years who are interested in learning, leading, and acting on climate issues.
