The most persistent fallacy in the Urhobo revisionist narrative is the claim that "𝗪𝗮𝗿𝗿𝗶 𝗧𝗼𝘄𝗻𝘀𝗵𝗶𝗽 𝗼𝗻𝗹𝘆 𝗯𝗲𝗴𝗮𝗻 𝗶𝗻 𝟭𝟵𝟬𝟲 - 𝟭𝟵𝟬𝟴." This claim is the fragile anchor for all their subsequent arguments. If it collapses, their entire fictional structure falls.

Today, we present not an Itsekiri account, not a legal ruling, but a 𝗻𝗲𝘂𝘁𝗿𝗮𝗹, 𝗵𝗶𝘀𝘁𝗼𝗿𝗶𝗰𝗮𝗹 𝗿𝗲𝗰𝗼𝗿𝗱 that shatters this 1906 - 1908 timeline to pieces.

𝗧𝗛𝗘 𝗘𝗩𝗜𝗗𝗘𝗡𝗖𝗘: 𝗙𝗘𝗟𝗜𝗫 𝗥𝗢𝗧𝗛 𝗜𝗡 𝗪𝗔𝗥𝗥𝗜 (𝟭𝟴𝟵𝟮 - 𝟭𝟴𝟵𝟴)

The excerpt below is from the historical work "The Making of Great Benin..." (p.75). It details the posting of Felix Roth, a British medical officer, to the Niger Coast Protectorate.

"𝗙𝗲𝗹𝗶𝘅 𝗥𝗼𝘁𝗵 𝘀𝗽𝗲𝗻𝘁 𝘀𝗶𝘅 𝘆𝗲𝗮𝗿𝘀 𝗶𝗻 𝘁𝗵𝗲 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗼𝗿𝗮𝘁𝗲, 𝗳𝗿𝗼𝗺 𝟭𝟴𝟵𝟮 𝘁𝗼 𝟭𝟴𝟵𝟴, 𝘀𝘁𝗮𝘁𝗶𝗼𝗻𝗲𝗱 𝗮𝘁 𝗪𝗮𝗿𝗿𝗶 𝘁𝗿𝗮𝗱𝗶𝗻𝗴 𝘀𝘁𝗮𝘁𝗶𝗼𝗻 (𝗻𝗼𝘄 𝗪𝗮𝗿𝗿𝗶 𝗧𝗼𝘄𝗻𝘀𝗵𝗶𝗽), 𝘄𝗵𝗶𝗰𝗵 𝗶𝘀 𝘄𝗵𝗲𝗿𝗲 𝘁𝗵𝗲 𝗩𝗶𝗰𝗲-𝗖𝗼𝗻𝘀𝘂𝗹𝗮𝘁𝗲 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗪𝗮𝗿𝗿𝗶 𝗱𝗶𝘀𝘁𝗿𝗶𝗰𝘁 𝘄𝗮𝘀 𝗹𝗼𝗰𝗮𝘁𝗲𝗱.

𝗪𝗮𝗿𝗿𝗶 𝗹𝗮𝘆 𝘀𝗼𝗺𝗲 𝟰𝟬 𝗺𝗶𝗹𝗲𝘀 𝘂𝗽 𝘁𝗵𝗲 𝗙𝗼𝗿𝗰𝗮𝗱𝗼𝘀 𝗥𝗶𝘃𝗲𝗿. 𝗜𝘁 𝘄𝗮𝘀 𝗮𝗻 𝗶𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝘁𝗿𝗮𝗻𝘀-𝘀𝗵𝗶𝗽𝗽𝗶𝗻𝗴 𝗽𝗼𝗶𝗻𝘁 𝗳𝗼𝗿 𝗼𝗰𝗲𝗮𝗻-𝗴𝗼𝗶𝗻𝗴 𝘃𝗲𝘀𝘀𝗲𝗹𝘀, 𝘄𝗵𝗶𝗰𝗵 𝗿𝗲𝗰𝗲𝗶𝘃𝗲𝗱 𝘁𝗵𝗲𝗶𝗿 𝗰𝗮𝗿𝗴𝗼𝗲𝘀... 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗿𝗶𝘃𝗲𝗿 𝗯𝗼𝗮𝘁𝘀 𝘁𝗵𝗲𝗿𝗲."

Let us be perfectly clear about what this means.

𝟭. 𝗧𝗛𝗘 𝗗𝗔𝗧𝗘 𝗜𝗦 𝗖𝗢𝗡𝗖𝗟𝗨𝗦𝗜𝗩𝗘: 𝟭𝟴𝟵𝟮.
Felix Roth was 𝘀𝘁𝗮𝘁𝗶𝗼𝗻𝗲𝗱 𝗮𝘁 𝗪𝗮𝗿𝗿𝗶 beginning in 𝟭𝟴𝟵𝟮. This is 𝟭𝟰 𝘆𝗲𝗮𝗿𝘀 𝗯𝗲𝗳𝗼𝗿𝗲 𝘁𝗵𝗲 𝟭𝟵𝟬𝟲 𝗹𝗲𝗮𝘀𝗲 and 𝟭𝟲 𝘆𝗲𝗮𝗿𝘀 𝗯𝗲𝗳𝗼𝗿𝗲 𝟭𝟵𝟬𝟴. The place called "Warri trading station" was already a significant enough colonial outpost to have dedicated British officers living there.

𝟮. 𝗜𝗧𝗦 𝗦𝗧𝗔𝗧𝗨𝗦 𝗪𝗔𝗦 𝗢𝗙𝗙𝗜𝗖𝗜𝗔𝗟: 𝗔 𝗩𝗜𝗖𝗘-𝗖𝗢𝗡𝗦𝗨𝗟𝗔𝗧𝗘 𝗗𝗜𝗦𝗧𝗥𝗜𝗖𝗧
It was not a vague area or a collection of unrelated villages. It was the seat of the "𝗩𝗶𝗰𝗲-𝗖𝗼𝗻𝘀𝘂𝗹𝗮𝘁𝗲 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗪𝗮𝗿𝗿𝗶 𝗱𝗶𝘀𝘁𝗿𝗶𝗰𝘁." This means it was a recognized 𝗕𝗿𝗶𝘁𝗶𝘀𝗵 𝗰𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝗮𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝘃𝗲 𝘂𝗻𝗶𝘁 with defined boundaries and a political officer in charge.

𝟯. 𝗜𝗧𝗦 𝗙𝗨𝗡𝗖𝗧𝗜𝗢𝗡 𝗪𝗔𝗦 𝗦𝗧𝗥𝗔𝗧𝗘𝗚𝗜𝗖: 𝗧𝗛𝗘 𝗧𝗥𝗔𝗡-𝗦𝗛𝗜𝗣𝗠𝗘𝗡𝗧 𝗣𝗢𝗥𝗧.
It was the 𝗰𝗿𝗶𝘁𝗶𝗰𝗮𝗹 𝗵𝘂𝗯 where ocean-going ships met river boats to exchange the produce of the hinterland. This was not a minor village; it was the 𝗰𝗼𝗺𝗺𝗲𝗿𝗰𝗶𝗮𝗹 𝗵𝗲𝗮𝗿𝘁 of the region's palm oil trade. Such a hub does not develop on "no man's land." It develops where there is 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗰𝗼𝗻𝘁𝗿𝗼𝗹, 𝘀𝗲𝗰𝘂𝗿𝗶𝘁𝘆, 𝗮𝗻𝗱 𝗿𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 𝗼𝘃𝗲𝗿 𝘁𝗵𝗲 𝘄𝗮𝘁𝗲𝗿𝘄𝗮𝘆𝘀—authority the historical record consistently attributes to the Itsekiri.

𝟰. 𝗜𝗧𝗦 𝗡𝗔𝗠𝗘 𝗪𝗔𝗦 "𝗪𝗔𝗥𝗥𝗜" – 𝗡𝗢𝗧 "𝗔𝗚𝗕𝗔𝗦𝗦𝗔" 𝗢𝗥 "𝗢𝗚𝗕𝗘-𝗜𝗝𝗢𝗛".
The British officer was stationed at "𝗪𝗮𝗿𝗿𝗶 𝘁𝗿𝗮𝗱𝗶𝗻𝗴 𝘀𝘁𝗮𝘁𝗶𝗼𝗻." The administrative unit was the "𝗪𝗮𝗿𝗿𝗶 𝗱𝗶𝘀𝘁𝗿𝗶𝗰𝘁." The name in the colonial record—years before any township leases—was 𝗪𝗔𝗥𝗥𝗜.

𝗧𝗛𝗘 𝗟𝗢𝗚𝗜𝗖𝗔𝗟 𝗖𝗢𝗡𝗖𝗟𝗨𝗦𝗜𝗢𝗡:

By 𝟭𝟴𝟵𝟮, decades before the revisionist's claimed founding date of 1908, "Warri" was already:
✅ A named British 𝗩𝗶𝗰𝗲-𝗖𝗼𝗻𝘀𝘂𝗹𝗮𝘁𝗲 𝗱𝗶𝘀𝘁𝗿𝗶𝗰𝘁.
✅ A thriving 𝘁𝗿𝗮𝗻𝘀-𝘀𝗵𝗶𝗽𝗺𝗲𝗻𝘁 𝗽𝗼𝗿𝘁 and trading station.
✅ The 𝘀𝘁𝗮𝘁𝗶𝗼𝗻 for European officers.

This administrative and commercial reality was built upon the 𝗽𝗿𝗲-𝗲𝘅𝗶𝘀𝘁𝗶𝗻𝗴 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗮𝗻𝗱 𝘁𝗲𝗿𝗿𝗶𝘁𝗼𝗿𝗶𝗮𝗹 𝘀𝗼𝘃𝗲𝗿𝗲𝗶𝗴𝗻𝘁𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗪𝗮𝗿𝗿𝗶 𝗞𝗶𝗻𝗴𝗱𝗼𝗺 𝗼𝘃𝗲𝗿 𝘁𝗵𝗮𝘁 𝗿𝗶𝘃𝗲𝗿𝗶𝗻𝗲 𝘀𝗽𝗮𝗰𝗲. The British set up their Vice-Consulate in Warri by engaging with the 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝗶𝗲𝘀 𝗼𝗻 𝘁𝗵𝗲 𝗴𝗿𝗼𝘂𝗻𝗱—the Olu and the Itsekiri chiefs—not with ghosts or vacant land.

The 1906 and 1908 leases were 𝗻𝗼𝘁 𝘁𝗵𝗲 𝗰𝗿𝗲𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗪𝗮𝗿𝗿𝗶. They were the 𝗰𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁'𝘀 𝗲𝘅𝗽𝗮𝗻𝘀𝗶𝗼𝗻 𝗼𝗳 𝗶𝘁𝘀 𝗮𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝘃𝗲 𝘁𝗼𝘄𝗻𝘀𝗵𝗶𝗽 𝗼𝗻 𝗹𝗮𝗻𝗱 𝗶𝘁 𝗹𝗲𝗴𝗮𝗹𝗹𝘆 𝗹𝗲𝗮𝘀𝗲𝗱 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗿𝗲𝗰𝗼𝗴𝗻𝗶𝘇𝗲𝗱 𝗼𝘄𝗻𝗲𝗿𝘀: 𝘁𝗵𝗲 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶.

When you are presented with the myth that "Warri began in 1908," remember Felix Roth's posting orders from 𝟭𝟴𝟵𝟮. Remember the 𝗩𝗶𝗰𝗲-𝗖𝗼𝗻𝘀𝘂𝗹𝗮𝘁𝗲. Remember the 𝘁𝗿𝗮𝗻𝘀-𝘀𝗵𝗶𝗽𝗺𝗲𝗻𝘁 𝗽𝗼𝗿𝘁.

History does not bend to fit a modern political narrative. The documents are clear. The timeline is settled.

• 𝗘𝘀𝘁𝗮𝗯𝗹𝗶𝘀𝗵𝗲𝗱 𝗙𝗮𝗰𝘁: In the Niger Delta, sovereignty was a function of hydrography. Political authority flowed with the navigable rivers, which were the highways of commerce, diplomacy, and power.

• 𝗖𝗼𝗻𝘃𝗲𝗿𝗴𝗲𝗻𝗰𝗲 𝗣𝗼𝗶𝗻𝘁: The Itsekiri exclusively controlled the strategic Warri, Benin, Escravos, and Forcados Rivers. This was not a convenience; it was the 𝗺𝗮𝘁𝗲𝗿𝗶𝗮𝗹 𝗯𝗮𝘀𝗶𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶 𝘀𝘁𝗮𝘁𝗲𝗵𝗼𝗼𝗱. Any claim to sovereignty over Warri that cannot demonstrate control of these waterways is, by the Delta's own historical logic, geographically void.

𝗣𝗜𝗟𝗟𝗔𝗥 𝗜𝗜: 𝗧𝗛𝗘 𝗛𝗜𝗦𝗧𝗢𝗥𝗜𝗖𝗔𝗟 & 𝗗𝗜𝗣𝗟𝗢𝗠𝗔𝗧𝗜𝗖 𝗥𝗘𝗖𝗢𝗥𝗗 (𝗧𝗵𝗲 𝗡𝗮𝗺𝗲)

• 𝗘𝘀𝘁𝗮𝗯𝗹𝗶𝘀𝗵𝗲𝗱 𝗙𝗮𝗰𝘁: For over four centuries, from Portuguese encounters in the 16th century to British treaties in the 19th, European powers consistently recognized one entity: the 𝗞𝗶𝗻𝗴𝗱𝗼𝗺 𝗼𝗳 𝗪𝗮𝗿𝗿𝗶 and its ruler, the 𝗢𝗹𝘂. This recognition was formalized in diplomacy, trade, and maps.

• 𝗖𝗼𝗻𝘃𝗲𝗿𝗴𝗲𝗻𝗰𝗲 𝗣𝗼𝗶𝗻𝘁: This centuries-long diplomatic record aligns perfectly with Pillar I. The Europeans treated with the Olu because he controlled the rivers they needed to access. The name "Warri" in the historical record is not a vague geographic term; it is the 𝗱𝗶𝗽𝗹𝗼𝗺𝗮𝘁𝗶𝗰 𝘀𝗶𝗴𝗻𝗮𝘁𝘂𝗿𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗿𝗶𝘃𝗲𝗿-𝗰𝗼𝗻𝘁𝗿𝗼𝗹𝗹𝗶𝗻𝗴 𝗽𝗼𝗹𝗶𝘁𝘆.

• 𝗘𝘀𝘁𝗮𝗯𝗹𝗶𝘀𝗵𝗲𝗱 𝗙𝗮𝗰𝘁: When the British established a colonial administration in Warri, they did not invent new authorities. They engaged with the existing sovereign structure. They obtained land leases (1906, 1908, 1911) from the recognized Itsekiri authority, built the Vice-Consulate, customs, and trading posts on Itsekiri-granted land, and administered the Warri Township through this recognized hierarchy.

• 𝗖𝗼𝗻𝘃𝗲𝗿𝗴𝗲𝗻𝗰𝗲 𝗣𝗼𝗶𝗻𝘁: Colonial action validated pre-colonial sovereignty. The British administration's operational reality—𝙬𝙝𝙤 𝙩𝙝𝙚𝙮 𝙩𝙧𝙚𝙖𝙩𝙚𝙙 𝙖𝙨 𝙩𝙝𝙚 𝙡𝙖𝙣𝙙𝙡𝙤𝙧𝙙 𝙖𝙣𝙙 𝙥𝙤𝙡𝙞𝙩𝙞𝙘𝙖𝙡 𝙖𝙪𝙩𝙝𝙤𝙧𝙞𝙩𝙮—directly confirms the geopolitical and diplomatic facts of Pillars I & II. They administered Warri through the Itsekiri structure because it was the only functioning sovereign structure present.

• 𝗖𝗼𝗻𝘃𝗲𝗿𝗴𝗲𝗻𝗰𝗲 𝗣𝗼𝗶𝗻𝘁: The judiciary did not create a new truth; it 𝗳𝗼𝗿𝗲𝗻𝘀𝗶𝗰𝗮𝗹𝗹𝘆 𝗲𝘅𝗮𝗺𝗶𝗻𝗲𝗱 𝗮𝗻𝗱 𝗰𝗼𝗻𝗳𝗶𝗿𝗺𝗲𝗱 𝘁𝗵𝗲 𝗲𝘅𝗶𝘀𝘁𝗶𝗻𝗴 𝗵𝗶𝘀𝘁𝗼𝗿𝗶𝗰𝗮𝗹 𝘁𝗿𝘂𝘁𝗵. Its verdict—based on evidence, sworn testimony, and custom—provides the legal seal on the convergence of the first three pillars. The court's "overlordship" is the legal term for the sovereignty demonstrated by river control, diplomatic recognition, and colonial engagement.

𝗧𝗵𝗲 𝗜𝗻𝗲𝘀𝗰𝗮𝗽𝗮𝗯𝗹𝗲 𝗖𝗼𝗻𝗰𝗹𝘂𝘀𝗶𝗼𝗻: 𝗔 𝗦𝗶𝗻𝗴𝘂𝗹𝗮𝗿 𝗡𝗮𝗿𝗿𝗮𝘁𝗶𝘃𝗲

These four lines of evidence do not simply point in the same general direction. They are 𝗰𝗮𝘂𝘀𝗮𝗹𝗹𝘆 𝗹𝗶𝗻𝗸𝗲𝗱 𝗮𝗻𝗱 𝗺𝘂𝘁𝘂𝗮𝗹𝗹𝘆 𝗿𝗲𝗶𝗻𝗳𝗼𝗿𝗰𝗶𝗻𝗴:

1. 𝗕𝗲𝗰𝗮𝘂𝘀𝗲 the Itsekiri controlled the rivers (𝗣𝗶𝗹𝗹𝗮𝗿 𝗜),

2. 𝗧𝗵𝗲𝘆 𝘄𝗲𝗿𝗲 recognized as the Kingdom of Warri by foreign powers (𝗣𝗶𝗹𝗹𝗮𝗿 𝗜𝗜).

3. 𝗧𝗵𝗲𝗿𝗲𝗳𝗼𝗿𝗲, the British engaged them as the sovereign authority for colonial administration (𝗣𝗶𝗹𝗹𝗮𝗿 𝗜𝗜𝗜).

4. 𝗖𝗼𝗻𝘀𝗲𝗾𝘂𝗲𝗻𝘁𝗹𝘆, when challenged, the courts affirmed their sovereign and proprietary rights based on this uninterrupted chain of evidence and practice (𝗣𝗶𝗹𝗹𝗮𝗿 𝗜𝗩).

There is no crack in this sequence. There is no pillar that can be removed without causing the entire edifice of Warri's documented history to collapse into incoherence.

𝗧𝗵𝗲 𝗡𝗮𝘁𝘂𝗿𝗲 𝗼𝗳 𝗥𝗲𝘃𝗶𝘀𝗶𝗼𝗻𝗶𝘀𝗺: 𝗔 𝗗𝗲𝗻𝗶𝗮𝗹 𝗼𝗳 𝗖𝗼𝗻𝘃𝗲𝗿𝗴𝗲𝗻𝗰𝗲

The counter-narrative does not merely offer a different opinion. To sustain itself, it must perform a series of historical denials:

• It must deny the 𝗴𝗲𝗼𝗴𝗿𝗮𝗽𝗵𝗶𝗰 𝗽𝗿𝗶𝗻𝗰𝗶𝗽𝗹𝗲 that river control equated to sovereignty.

• It must explain away four centuries of 𝗱𝗶𝗽𝗹𝗼𝗺𝗮𝘁𝗶𝗰 𝗿𝗲𝗰𝗼𝗿𝗱𝘀 as a persistent European mistake.

• It must reinterpret 𝗰𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝗹𝗮𝗻𝗱 𝗹𝗲𝗮𝘀𝗲𝘀 𝗮𝗻𝗱 𝗮𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝘃𝗲 𝗮𝗰𝘁𝗶𝗼𝗻𝘀 as errors or conspiracies.

• It must dismiss the 𝗳𝗶𝗻𝗮𝗹 𝗷𝘂𝗱𝗴𝗺𝗲𝗻𝘁𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗵𝗶𝗴𝗵𝗲𝘀𝘁 𝗰𝗼𝘂𝗿𝘁𝘀 as technicalities or injustices.

This is not revisionism; it is 𝗵𝗶𝘀𝘁𝗼𝗿𝗶𝗰𝗮𝗹 𝗻𝗲𝗴𝗮𝘁𝗶𝗼𝗻𝗶𝘀𝗺. It requires dismissing every category of evidence—geographic, documentary, administrative, and judicial—that constitutes the standard method of historical inquiry.

𝗙𝗶𝗻𝗮𝗹 𝗦𝘁𝗮𝘁𝗲𝗺𝗲𝗻𝘁

The history of Warri is not a mystery awaiting solution. It has been solved. The evidence has been gathered, tested in colonial administration, and adjudicated in the highest courts. The verdict is final.

The Itsekiri sovereignty over Warri is not a "claim." It is a historical fact, established by the confluence of:

• The 𝗹𝗼𝗴𝗶𝗰 𝗼𝗳 𝘁𝗵𝗲 𝗹𝗮𝗻𝗱 (and water),
• The 𝘁𝗲𝘀𝘁𝗶𝗺𝗼𝗻𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗮𝗿𝗰𝗵𝗶𝘃𝗲𝘀,
• The 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗲 𝗼𝗳 𝗲𝗺𝗽𝗶𝗿𝗲, and
• The 𝗷𝘂𝗱𝗴𝗺𝗲𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗹𝗮𝘄.

To revisit this question is not to engage in historical debate. It is to ask history to repeal its own geography, burn its own documents, ignore its own administrative patterns, and overturn its own final judgments.

Some truths are not just true—they are settled.

𝗣𝗔𝗥𝗧 𝟰 — 𝗪𝗮𝗿𝗿𝗶, 𝘁𝗵𝗲 𝗥𝗶𝘃𝗲𝗿𝘀, 𝗮𝗻𝗱 𝗦𝗼𝘃𝗲𝗿𝗲𝗶𝗴𝗻𝘁𝘆: 𝗪𝗵𝘆 𝗖𝗼𝗻𝘁𝗿𝗼𝗹 𝗼𝗳 𝘁𝗵𝗲 𝗪𝗮𝗿𝗿𝗶 𝗥𝗶𝘃𝗲𝗿 𝗦𝗲𝘁𝘁𝗹𝗲𝘀 𝘁𝗵𝗲 𝗤𝘂𝗲𝘀𝘁𝗶𝗼𝗻 𝗼𝗳 𝗢𝘄𝗻𝗲𝗿𝘀𝗵𝗶𝗽

Modern arguments on the ownership of Warri often rely on present-day township layouts and road maps. But roads came in the 20th century; Warri sovereignty was shaped centuries earlier. Using modern land-based thinking to judge river civilizations leads to false conclusions.

This is because:

𝗜𝗻 𝘁𝗵𝗲 𝗡𝗶𝗴𝗲𝗿 𝗗𝗲𝗹𝘁𝗮, 𝗹𝗮𝗻𝗱 𝗱𝗶𝗱 𝗻𝗼𝘁 𝗱𝗲𝗳𝗶𝗻𝗲 𝘀𝗼𝘃𝗲𝗿𝗲𝗶𝗴𝗻𝘁𝘆. 𝗥𝗶𝘃𝗲𝗿𝘀 𝗱𝗶𝗱.

• You could live inland.
• You could farm there.
• You could bury your ancestors there.

But if you did not control the strategic river, you did not control the political territory.

In the Niger Delta political system, control of a major navigable river was not simply about commerce. It represented 𝘁𝗲𝗿𝗿𝗶𝘁𝗼𝗿𝗶𝗮𝗹 𝗷𝘂𝗿𝗶𝘀𝗱𝗶𝗰𝘁𝗶𝗼𝗻 𝗼𝘃𝗲𝗿 𝘁𝗵𝗲 𝗿𝗶𝘃𝗲𝗿 𝘀𝘆𝘀𝘁𝗲𝗺 𝗮𝗻𝗱 𝗶𝘁𝘀 𝗮𝗱𝗷𝗼𝗶𝗻𝗶𝗻𝗴 𝗹𝗮𝗻𝗱 𝘀𝗲𝘁𝘁𝗹𝗲𝗺𝗲𝗻𝘁𝘀.

The river was not a neutral highway. It was the central axis of political geography. Authority over such a river included:

• Regulation of access and movement
• Diplomatic relations with external powers
• Political control of riverbanks and dependent settlements
• Recognition by foreign traders and officials as the authority of the region

Thus, riverine sovereignty was not “ceremonial” and not limited to customs duties. It was the 𝗽𝗿𝗮𝗰𝘁𝗶𝗰𝗮𝗹 𝗲𝘅𝗽𝗿𝗲𝘀𝘀𝗶𝗼𝗻 𝗼𝗳 𝘁𝗲𝗿𝗿𝗶𝘁𝗼𝗿𝗶𝗮𝗹 𝗽𝗼𝘄𝗲𝗿 in a delta environment where waterways — not inland roads — defined political space.

This is why European officials did not treat every settlement on a river as a separate sovereign state. They dealt with the authority recognized as controlling the river gateway and its political sphere.

𝗖𝗹𝗮𝗿𝗶𝗳𝘆𝗶𝗻𝗴 𝗮 𝗖𝗼𝗺𝗺𝗼𝗻 𝗠𝗶𝘀𝗿𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻

It is sometimes suggested that because certain communities later claimed landholding status, they must have been independent territorial powers predating colonial contact. This argument collapses when examined against the political structure of the Delta.

Many settlements existed along rivers without constituting sovereign river polities. Location alone did not confer sovereignty. What mattered was 𝗿𝗲𝗰𝗼𝗴𝗻𝗶𝘇𝗲𝗱 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆, demonstrated through:

• Early diplomatic contact
• Treaty relations
• Trade regulation authority
• Consular and administrative recognition

Where these are absent, claims of prior riverine sovereignty become historically ungrounded.

𝗧𝗵𝗲 𝗪𝗮𝗿𝗿𝗶 𝗖𝗼𝗻𝘁𝗲𝘅𝘁

The communities now grouped under the modern “𝗔𝗴𝗯𝗮𝗿𝗵𝗮-𝗔𝗺𝗲” nomenclature in present-day Warri South — including Agbassa, Igbudu, Edjeba, Ogunu, and others — are themselves riverine settlements along the Warri River system. They are not geographically isolated hinterland forest societies detached from the delta waterways.

The name “𝗔𝗴𝗯𝗮𝗿𝗵𝗮-𝗔𝗺𝗲” literally translates to “Agbarha of the Water.” This distinguishes it from 𝗔𝗴𝗯𝗮𝗿𝗵𝗮-𝗢𝘁𝗼𝗿 (“Agbarha of the Land” or Inland Agbarha) in present-day Ughelli North, from where Agbassa settlers migrated circa 1800–1850. The suffix “𝗔𝗺𝗲” (the Urhobo word for water) was adopted to signify their new settlement in the water-rich Warri region after crossing the Warri River during their migration from Agbarha-Otor.

Of necessity, and for survival, these communities under the Agbarha-Ame designation would have utilized the Warri River and its creeks for trade and movement. More specifically, they would have used their position along the river and surrounding fertile lands to engage in palm oil production and barter during the pre-colonial and early colonial trade era. 𝗧𝗵𝗶𝘀 𝗺𝗮𝗸𝗲𝘀 𝘁𝗵𝗲𝗶𝗿 𝗵𝗶𝘀𝘁𝗼𝗿𝗶𝗰𝗮𝗹 𝘀𝗶𝗹𝗲𝗻𝗰𝗲 𝗶𝗻 𝗲𝗮𝗿𝗹𝘆 𝗱𝗶𝗽𝗹𝗼𝗺𝗮𝘁𝗶𝗰 𝗮𝗻𝗱 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗿𝗲𝗰𝗼𝗿𝗱𝘀 𝗲𝘃𝗲𝗻 𝗺𝗼𝗿𝗲 𝘀𝗶𝗴𝗻𝗶𝗳𝗶𝗰𝗮𝗻𝘁.

If these settlements had functioned as 𝗶𝗻𝗱𝗲𝗽𝗲𝗻𝗱𝗲𝗻𝘁 𝘀𝗼𝘃𝗲𝗿𝗲𝗶𝗴𝗻 𝗿𝗶𝘃𝗲𝗿𝗶𝗻𝗲 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝗶𝗲𝘀, comparable to recognized Niger Delta polities such as Bonny, Opobo, Nembe, or Warri, we would expect to see evidence in:

• Early trade-era diplomatic dealings
• Valid treaties with European powers
• Records of river conflicts and alliances
• Recognition as controlling river access

Such evidence does not appear in early historical or political records. Instead, their emergence in documented disputes occurs in a later colonial-era context, not in the period when riverine sovereignty determined regional power structures.

𝗖𝗼𝗻𝗰𝗹𝘂𝘀𝗶𝗼𝗻 𝗼𝗳 𝗧𝗵𝗶𝘀 𝗣𝗼𝗶𝗻𝘁

The historical structure of the Niger Delta does not support the idea that every settlement along a river was an independent territorial state. Sovereignty lay with the authority recognized as controlling the river system and its political sphere.

In this framework, the debate is not about the existence of the “Agbarha-Ame” settlements — it is about whether these settlements were recognized as independent political authorities with jurisdiction, which is the true measure of sovereignty in the delta world.

By the time British colonial administration formally expanded into the Western Niger Delta in the late 19th century, 𝗪𝗮𝗿𝗿𝗶 𝘄𝗮𝘀 𝗮𝗹𝗿𝗲𝗮𝗱𝘆 𝗸𝗻𝗼𝘄𝗻, 𝗺𝗮𝗽𝗽𝗲𝗱, 𝗮𝗻𝗱 𝗮𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗲𝗿𝗲𝗱 𝗮𝘀 𝗮 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗲𝗻𝘁𝗶𝘁𝘆 — not a collection of unrelated villages, and certainly not as vacant land.

European records from the 𝟭𝟲𝘁𝗵 𝗰𝗲𝗻𝘁𝘂𝗿𝘆 𝗼𝗻𝘄𝗮𝗿𝗱 consistently referred to:

• Warri
• The Kingdom of Warri
• The King (Olu) of Warri

This was not poetic language. 𝗜𝘁 𝘄𝗮𝘀 𝗱𝗶𝗽𝗹𝗼𝗺𝗮𝘁𝗶𝗰 𝗿𝗲𝗰𝗼𝗴𝗻𝗶𝘁𝗶𝗼𝗻.

Treaties, trade arrangements, and later administrative instruments were concluded with the 𝗢𝗹𝘂 𝗼𝗳 𝗪𝗮𝗿𝗿𝗶 or, during the interregnum, with 𝗱𝘂𝗹𝘆 𝗿𝗲𝗰𝗼𝗴𝗻𝗶𝘀𝗲𝗱 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝗶𝗲𝘀 acting on behalf of the Warri Kingdom — never with lineages, quarters, or migrant communities.

In British colonial logic — inherited from European international law — 𝗼𝗻𝗹𝘆 𝘀𝗼𝘃𝗲𝗿𝗲𝗶𝗴𝗻𝘀 𝗰𝗼𝘂𝗹𝗱 𝗰𝗲𝗱𝗲 𝗹𝗮𝗻𝗱, 𝗽𝗲𝗿𝗺𝗶𝘁 𝘀𝗲𝘁𝘁𝗹𝗲𝗺𝗲𝗻𝘁, 𝗼𝗿 𝗲𝘅𝗲𝗿𝗰𝗶𝘀𝗲 𝗷𝘂𝗿𝗶𝘀𝗱𝗶𝗰𝘁𝗶𝗼𝗻.

𝟮. 𝗛𝗼𝘄 𝘁𝗵𝗲 𝗕𝗿𝗶𝘁𝗶𝘀𝗵 𝗔𝗰𝘁𝘂𝗮𝗹𝗹𝘆 𝗨𝗻𝗱𝗲𝗿𝘀𝘁𝗼𝗼𝗱 𝗟𝗮𝗻𝗱 𝗮𝗻𝗱 𝗔𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆

A critical error in modern revisionist arguments is the attempt to retrofit 𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝗹𝗮𝗻𝗱𝗵𝗼𝗹𝗱𝗶𝗻𝗴 𝗰𝗼𝗻𝗰𝗲𝗽𝘁𝘀 onto a 𝗽𝗿𝗲-𝗰𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝘀𝗼𝘃𝗲𝗿𝗲𝗶𝗴𝗻 𝘀𝘆𝘀𝘁𝗲𝗺.

In the Warri Kingdom:

• 𝗥𝗮𝗱𝗶𝗰𝗮𝗹 𝘁𝗶𝘁𝗹𝗲 (ultimate ownership) vested in the 𝗢𝗹𝘂 𝗼𝗳 𝗪𝗮𝗿𝗿𝗶

• Chiefs administered land on 𝗯𝗲𝗵𝗮𝗹𝗳 𝗼𝗳 𝘁𝗵𝗲 𝗰𝗿𝗼𝘄𝗻

• Settlers obtained land 𝗯𝘆 𝗽𝗲𝗿𝗺𝗶𝘀𝘀𝗶𝗼𝗻, not conquest or autochthony

This structure was 𝘂𝗻𝗱𝗲𝗿𝘀𝘁𝗼𝗼𝗱, 𝗮𝗰𝗰𝗲𝗽𝘁𝗲𝗱, 𝗮𝗻𝗱 𝗲𝗻𝗳𝗼𝗿𝗰𝗲𝗱 by British officials.

That is why:

• Treaties were signed with the duly recognised Itsekiri authorities

• Courts recognised Itsekiri authority over Warri lands

• Colonial reports consistently described non-Itsekiri settlements as tenancies or permitted settlements

𝟯. 𝗧𝗵𝗲 𝗔𝗴𝗯𝗮𝘀𝘀𝗮 𝗦𝗲𝘁𝘁𝗹𝗲𝗺𝗲𝗻𝘁 — 𝗔𝘀 𝘁𝗵𝗲 𝗕𝗿𝗶𝘁𝗶𝘀𝗵 𝗮𝗻𝗱 𝗖𝗼𝘂𝗿𝘁𝘀 𝗨𝗻𝗱𝗲𝗿𝘀𝘁𝗼𝗼𝗱 𝗜𝘁

The historical record is unambiguous.

• Arrived in the Warri area 𝗯𝗲𝘁𝘄𝗲𝗲𝗻 𝘁𝗵𝗲 𝗹𝗮𝘁𝗲 𝟭𝟴𝘁𝗵 𝗮𝗻𝗱 𝗲𝗮𝗿𝗹𝘆 𝟭𝟵𝘁𝗵 𝗰𝗲𝗻𝘁𝘂𝗿𝘆

• Crossed the Warri River

• 𝗡𝗲𝗴𝗼𝘁𝗶𝗮𝘁𝗲𝗱 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆

• Were 𝗴𝗿𝗮𝗻𝘁𝗲𝗱 𝗽𝗲𝗿𝗺𝗶𝘀𝘀𝗶𝗼𝗻 to settle

This is not Itsekiri tradition speaking.
It is 𝗕𝗿𝗶𝘁𝗶𝘀𝗵 𝗰𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝗱𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻.

The most authoritative judicial confirmation came in 𝗢𝗺𝗲𝘁𝗮𝗻 𝘃. 𝗗𝗼𝗿𝗲 𝗡𝘂𝗺𝗮 (𝟭𝟵𝟮𝟲), where the court held that:

The Agbassa settled in Warri 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗽𝗲𝗿𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗢𝗹𝘂 𝗼𝗳 𝘁𝗵𝗲 𝗝𝗲𝗸𝗿𝗶𝘀 and therefore held the land 𝗮𝘀 𝘁𝗲𝗻𝗮𝗻𝘁𝘀, not as absolute owners.

That judgment was not overturned.
It was affirmed up to the 𝗣𝗿𝗶𝘃𝘆 𝗖𝗼𝘂𝗻𝗰𝗶𝗹.

𝟰. 𝗪𝗵𝘆 𝘁𝗵𝗲 𝗤𝘂𝗲𝘀𝘁𝗶𝗼𝗻 “𝗪𝗵𝗶𝗰𝗵 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶 𝗙𝗮𝗺𝗶𝗹𝘆?” 𝗜𝘀 𝗛𝗶𝘀𝘁𝗼𝗿𝗶𝗰𝗮𝗹𝗹𝘆 𝗜𝗹𝗹𝗶𝘁𝗲𝗿𝗮𝘁𝗲

The repeated demand to identify:

“the indigenous Jekri families who were landlords to the Agbassa”

reveals a fundamental misunderstanding.

In 𝗺𝗼𝗻𝗮𝗿𝗰𝗵𝗶𝗰𝗮𝗹 𝗽𝗼𝗹𝗶𝘁𝗶𝗲𝘀 like Warri:

• The 𝗸𝗶𝗻𝗴𝗱𝗼𝗺, not individual families, exercised sovereignty

• Land grants flowed 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝘁𝗵𝗿𝗼𝗻𝗲

• Families did not independently grant land to foreign settlers

British officials did not ask:

• “Which family owns Warri?” They asked:
• “𝗪𝗵𝗼 𝗶𝘀 𝘁𝗵𝗲 𝗿𝗲𝗰𝗼𝗴𝗻𝗶𝘇𝗲𝗱 𝗿𝘂𝗹𝗲𝗿?”

And the answer — consistently — was/is:

𝗧𝗵𝗲 𝗢𝗹𝘂 𝗼𝗳 𝗪𝗮𝗿𝗿𝗶

That is why 𝗻𝗼 𝗕𝗿𝗶𝘁𝗶𝘀𝗵 𝘁𝗿𝗲𝗮𝘁𝘆, 𝗻𝗼 𝗰𝗼𝘂𝗿𝘁, and 𝗻𝗼 𝗰𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝗿𝗲𝗽𝗼𝗿𝘁 ever vested Warri land authority in Urhobo clans or families.

𝟱. 𝗪𝗮𝗿𝗿𝗶 𝗧𝗼𝘄𝗻𝘀𝗵𝗶𝗽 𝗮𝗻𝗱 𝗖𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻

When the British:

• Established the 𝗩𝗶𝗰𝗲-𝗖𝗼𝗻𝘀𝘂𝗹𝗮𝘁𝗲 (𝟭𝟴𝟵𝟭)

• Built government infrastructure

• Installed courts, police, prisons, post office, and customs

• Administered trade and taxation

They did so 𝗼𝗻 𝗹𝗮𝗻𝗱 𝘄𝗶𝘁𝗵𝗶𝗻 𝘁𝗵𝗲 𝗪𝗮𝗿𝗿𝗶 𝗞𝗶𝗻𝗴𝗱𝗼𝗺.

They did not negotiate with Agbassa as landowners. They did 𝗻𝗼𝘁 recognise Urhobo sovereignty over Warri. They did 𝗻𝗼𝘁 treat Warri Township as newly created land in 1908.

Warri Township was 𝗮𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝘃𝗲 𝗰𝗼𝗻𝘀𝗼𝗹𝗶𝗱𝗮𝘁𝗶𝗼𝗻, not creation.

𝟲. 𝗙𝗿𝗼𝗺 𝗖𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝗢𝗿𝗱𝗲𝗿 𝘁𝗼 𝗠𝗼𝗱𝗲𝗿𝗻 𝗗𝗶𝘀𝘁𝗼𝗿𝘁𝗶𝗼𝗻

The claim that:

“Warri Township only came into existence in 1908”

is not history.
It is 𝗮 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗱𝗲𝘃𝗶𝗰𝗲 designed to:

• Detach Warri from its sovereign roots

• Retroactively insert new claims

• Undermine settled judicial and administrative facts

Colonial creation of 𝘁𝗼𝘄𝗻𝘀𝗵𝗶𝗽 𝗮𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 did not extinguish:

• Pre-existing sovereignty
• Historical ownership
• Judicially recognised authority

Just as London was not created by the London County Council,

Because in the Niger Delta,
𝘀𝗼𝘃𝗲𝗿𝗲𝗶𝗴𝗻𝘁𝘆 𝗱𝗶𝗱 𝗻𝗼𝘁 𝗯𝗲𝗴𝗶𝗻 𝗼𝗻 𝗽𝗮𝗽𝗲𝗿 — 𝗶𝘁 𝗯𝗲𝗴𝗮𝗻 𝗼𝗻 𝘄𝗮𝘁𝗲𝗿.

Who controlled the Warri River controlled: commerce, movement, taxation, access to the sea, and therefore 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 𝗶𝘁𝘀𝗲𝗹𝗳.

That is where the final illusion collapses.

𝗣𝗮𝗿𝘁 𝟮: 𝗪𝗮𝗿𝗿𝗶 𝗮𝘀 𝗮 𝗞𝗶𝗻𝗴𝗱𝗼𝗺 — 𝗔𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆, 𝗥𝗶𝘃𝗲𝗿𝘀, 𝗮𝗻𝗱 𝗘𝗮𝗿𝗹𝘆 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 (𝗕𝗲𝗳𝗼𝗿𝗲 𝟭𝟵𝟬𝟴)

Recent attempts to explain away pre-colonial and 19th-century references to 𝗪𝗮𝗿𝗿𝗶 by reducing them to “only Ode-Itsekiri” or claiming that “Warri Township only came into existence around 1908” are 𝗵𝗶𝘀𝘁𝗼𝗿𝗶𝗰𝗮𝗹𝗹𝘆 𝗶𝗻𝗱𝗲𝗳𝗲𝗻𝘀𝗶𝗯𝗹𝗲.

They collapse under documentary, judicial, and indigenous evidence.

𝟭. 𝗪𝗮𝗿𝗿𝗶 𝗲𝘅𝗶𝘀𝘁𝗲𝗱 𝗮𝘀 𝗮 𝗳𝘂𝗻𝗰𝘁𝗶𝗼𝗻𝗶𝗻𝗴 𝗮𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝘃𝗲 𝗮𝗻𝗱 𝗰𝗼𝗺𝗺𝗲𝗿𝗰𝗶𝗮𝗹 𝗰𝗲𝗻𝘁𝗿𝗲 𝗹𝗼𝗻𝗴 𝗯𝗲𝗳𝗼𝗿𝗲 𝟭𝟵𝟬𝟴

By 𝟭𝟴𝟵𝟭, Warri already had:

• 𝗔 𝗩𝗶𝗰𝗲-𝗖𝗼𝗻𝘀𝘂𝗹𝗮𝘁𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗢𝗶𝗹 𝗥𝗶𝘃𝗲𝗿𝘀 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗼𝗿𝗮𝘁𝗲 (established by Sir Claude McDonald)

• Government buildings, customs facilities, police barracks, and later a prison

• A telegraph line linking Warri to Lagos (completed by 𝟭𝟵𝟬𝟱)

• A major road linking Warri to Sapele, commenced in 𝟭𝟴𝟵𝟳 and passable by motor vehicle by 𝟭𝟵𝟭𝟬

European firms such as 𝗨𝗔𝗖, 𝗝𝗼𝗵𝗻 𝗛𝗼𝗹𝘁, 𝗘𝗹𝗱𝗲𝗿 𝗗𝗲𝗺𝗽𝘀𝘁𝗲𝗿, 𝗦𝗖𝗢𝗔, 𝗖𝗙𝗔𝗢, 𝗕𝗲𝘆 & 𝗭𝗶𝗺𝗺𝗲𝗿, and others were already operating 𝘁𝗿𝗮𝗱𝗶𝗻𝗴 𝘀𝘁𝗮𝘁𝗶𝗼𝗻𝘀 𝗮𝗹𝗼𝗻𝗴 𝘁𝗵𝗲 𝗯𝗮𝗻𝗸𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗪𝗮𝗿𝗿𝗶 𝗥𝗶𝘃𝗲𝗿, from the Old Port (NPA) through Main Market and Market Road — all within present-day Warri Township.

In 𝟭𝟴𝟵𝟭, the Consul-General of the Oil Rivers Protectorate described Warri thus:

“𝙒𝙖𝙧𝙧𝙞 𝙥𝙧𝙤𝙢𝙞𝙨𝙚𝙨 𝙩𝙤 𝙗𝙚 𝙩𝙝𝙚 𝙢𝙤𝙨𝙩 𝙛𝙡𝙤𝙪𝙧𝙞𝙨𝙝𝙞𝙣𝙜 𝙩𝙧𝙖𝙙𝙚 𝙨𝙩𝙖𝙩𝙞𝙤𝙣 𝙞𝙣 𝙩𝙝𝙚 𝙋𝙧𝙤𝙩𝙚𝙘𝙩𝙤𝙧𝙖𝙩𝙚.”

This was 𝟭𝟳 𝘆𝗲𝗮𝗿𝘀 𝗯𝗲𝗳𝗼𝗿𝗲 𝟭𝟵𝟬𝟴.

In the Niger Delta, 𝗰𝗼𝗻𝘁𝗿𝗼𝗹 𝗼𝗳 𝗻𝗮𝘃𝗶𝗴𝗮𝗯𝗹𝗲 𝗿𝗶𝘃𝗲𝗿𝘀 𝗲𝗾𝘂𝗮𝘁𝗲𝗱 𝘁𝗼 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆, 𝗲𝗰𝗼𝗻𝗼𝗺𝗶𝗰 𝗽𝗼𝘄𝗲𝗿, 𝗮𝗻𝗱 𝘁𝗲𝗿𝗿𝗶𝘁𝗼𝗿𝗶𝗮𝗹 𝗼𝘄𝗻𝗲𝗿𝘀𝗵𝗶𝗽.

The historical record is clear:

• The 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶 exercised exclusive authority over the 𝗪𝗮𝗿𝗿𝗶 𝗮𝗻𝗱 𝗕𝗲𝗻𝗶𝗻 𝗥𝗶𝘃𝗲𝗿𝘀

• They taxed European traders
Regulated navigation

• Allocated waterfront lands for government buildings and trading stations

There is 𝗻𝗼 𝗲𝘃𝗶𝗱𝗲𝗻𝗰𝗲 — none — that Agbarha or Agbassa ever:

• Controlled the Warri River
Taxed trade on it

• Challenged Itsekiri authority over it

A community that 𝗻𝗲𝗶𝘁𝗵𝗲𝗿 𝗰𝗼𝗻𝘁𝗿𝗼𝗹𝘀 𝗻𝗼𝗿 𝗰𝗼𝗻𝘁𝗲𝘀𝘁𝘀 𝘁𝗵𝗲 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗿𝗶𝘃𝗲𝗿 𝗮𝗻𝗰𝗵𝗼𝗿𝗶𝗻𝗴 𝗮 𝘁𝗼𝘄𝗻 𝗰𝗮𝗻𝗻𝗼𝘁 𝗰𝗿𝗲𝗱𝗶𝗯𝗹𝘆 𝗰𝗹𝗮𝗶𝗺 𝗼𝘄𝗻𝗲𝗿𝘀𝗵𝗶𝗽 𝗼𝗳 𝘁𝗵𝗮𝘁 𝘁𝗼𝘄𝗻.

When expansion of Warri became necessary, the British obtained 𝗹𝗲𝗮𝘀𝗲𝘀 𝗶𝗻 𝟭𝟵𝟬𝟲, 𝟭𝟵𝟬𝟴, 𝗮𝗻𝗱 𝟭𝟵𝟭𝟭 from:

• 𝗣𝗿𝗶𝗻𝗰𝗲 𝗢𝗴𝗯𝗲 𝗬𝗼𝗻𝘄𝘂𝗿𝗲𝗻 and

• 𝗖𝗵𝗶𝗲𝗳 𝗗𝗼𝗿𝗲 𝗡𝘂𝗺𝗮
acting for the 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶, who were then in interregnum.

These leases covered:

• Ogbe-Ijaw (1906)

• Alder’s, Wilkey, and Pessu Towns (1908)

• Lands adjoining Agbassa Village (1911)

𝗧𝗵𝗲 𝗔𝗴𝗯𝗮𝘀𝘀𝗮 𝗽𝗲𝗼𝗽𝗹𝗲 𝗱𝗶𝗱 𝗻𝗼𝘁 𝗼𝗯𝗷𝗲𝗰𝘁 𝗮𝘁 𝘁𝗵𝗲 𝘁𝗶𝗺𝗲.

Their silence lasted 𝗻𝗲𝗮𝗿𝗹𝘆 𝘁𝘄𝗼 𝗱𝗲𝗰𝗮𝗱𝗲𝘀..

𝟰. 𝗧𝗵𝗲 𝗰𝗼𝘂𝗿𝘁𝘀 𝘀𝗲𝘁𝘁𝗹𝗲𝗱 𝘁𝗵𝗶𝘀 𝗺𝗮𝘁𝘁𝗲𝗿 𝗳𝗶𝗻𝗮𝗹𝗹𝘆 — 𝘂𝗽 𝘁𝗼 𝘁𝗵𝗲 𝗣𝗿𝗶𝘃𝘆 𝗖𝗼𝘂𝗻𝗰𝗶𝗹

When Agbassa leaders later attempted to claim ownership:

• 𝗢𝗴𝗲𝗴𝗲𝗱𝗲 𝘃. 𝗗𝗼𝗿𝗲 𝗡𝘂𝗺𝗮 (𝟭𝟵𝟮𝟱) was dismissed

• 𝗢𝗺𝗲𝘁𝗮𝗻 𝘃. 𝗗𝗼𝗿𝗲 𝗡𝘂𝗺𝗮 (𝟭𝟵𝟮𝟲) failed at trial, on appeal, and finally at the 𝗣𝗿𝗶𝘃𝘆 𝗖𝗼𝘂𝗻𝗰𝗶𝗹

Key admissions under oath included:

“𝙅𝙚𝙠𝙧𝙞𝙨 𝙘𝙖𝙢𝙚 𝙝𝙚𝙧𝙚 𝙛𝙞𝙧𝙨𝙩. 𝘼𝙡𝙡 𝙩𝙝𝙞𝙨 𝙞𝙨 𝙅𝙚𝙠𝙧𝙞 𝙡𝙖𝙣𝙙. 𝙒𝙚 𝙧𝙚𝙣𝙙𝙚𝙧 𝙨𝙚𝙧𝙫𝙞𝙘𝙚 𝙩𝙤 𝙩𝙝𝙚 𝙊𝙡𝙪… 𝙒𝙚 𝙖𝙧𝙚 𝙨𝙚𝙧𝙫𝙖𝙣𝙩𝙨 𝙤𝙛 𝙩𝙝𝙚 𝙊𝙡𝙪.”

Justice Webber held that:

• Agbassa occupation was limited to 𝗕𝗼𝗺𝗮𝗹𝗶 (𝗔𝗴𝗯𝗮𝘀𝘀𝗮 𝘃𝗶𝗹𝗹𝗮𝗴𝗲) and adjoining farmlands

The 𝗣𝗿𝗶𝘃𝘆 𝗖𝗼𝘂𝗻𝗰𝗶𝗹, speaking through 𝗟𝗼𝗿𝗱 𝗔𝘁𝗸𝗶𝗻, affirmed these findings in full.

This was 𝗻𝗼𝘁 decided on technicalities.

Rev. 𝗝. 𝗪. 𝗛𝘂𝗯𝗯𝗮𝗿𝗱 recorded that Agbassa settlers 𝗻𝗲𝗴𝗼𝘁𝗶𝗮𝘁𝗲𝗱 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶 for land

Intelligence Reports (1929) place Agbassa migration 𝗯𝗲𝘁𝘄𝗲𝗲𝗻 𝟭𝟴𝟬𝟬–𝟭𝟴𝟱𝟬, not the 13th century

Genealogy given under oath by 𝗖𝗵𝗶𝗲𝗳 𝗦𝗮𝗺-𝗪𝗮𝗿𝗿𝗶 𝗘𝘀𝘀𝗶 (𝗯. 𝟭𝟴𝟲𝟬) conclusively disproves claims of a 13th-century Agbassa presence in Warri

𝟲. 𝗢𝗱𝗲-𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶 𝘄𝗮𝘀 𝘁𝗵𝗲 𝗰𝗮𝗽𝗶𝘁𝗮𝗹 — 𝗻𝗼𝘁 𝘁𝗵𝗲 𝗹𝗶𝗺𝗶𝘁 — 𝗼𝗳 𝗪𝗮𝗿𝗿𝗶

Ode-Itsekiri was/is the 𝘀𝗲𝗮𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗪𝗮𝗿𝗿𝗶 𝗞𝗶𝗻𝗴𝗱𝗼𝗺, just as London is the capital of England.

European records did not describe townships.
They recognised 𝗽𝗼𝗹𝗶𝘁𝗶𝗲𝘀, 𝗸𝗶𝗻𝗴𝗱𝗼𝗺𝘀, 𝗮𝗻𝗱 𝘀𝗼𝘃𝗲𝗿𝗲𝗶𝗴𝗻 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆.

Thus, when Fraser’s Magazine (1863) wrote of “𝘁𝗵𝗲 𝗿𝗲𝗻𝗼𝘄𝗻𝗲𝗱 𝗰𝗶𝘁𝘆 𝗼𝗳 𝗪𝗮𝗿𝗶”, it was referring to:

• The 𝗪𝗮𝗿𝗿𝗶 𝗞𝗶𝗻𝗴𝗱𝗼𝗺

• Headquartered at 𝗢𝗱𝗲-𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶

• Exercising authority over the riverine and adjoining lands that later became Warri Township

𝗖𝗼𝗻𝗰𝗹𝘂𝘀𝗶𝗼𝗻

The claim that:

• “Warri in European records was only Ode-Itsekiri”, or

• “Warri Township only began in 1908”

is not history.
It is 𝗽𝗼𝘀𝘁-𝗱𝗲𝗳𝗲𝗮𝘁 𝗿𝗲𝘃𝗶𝘀𝗶𝗼𝗻𝗶𝘀𝗺, contradicted by:

• Colonial administration
• Trade records
• River sovereignty
• Sworn testimony
• Nigerian courts
• And the Privy Council itself

History does not shrink to save wounded arguments.

𝗣𝗮𝗿𝘁 𝟭: 𝗪𝗵𝗼 𝗢𝘄𝗻𝘀 𝘁𝗵𝗲 𝗡𝗮𝗺𝗲 “𝗪𝗮𝗿𝗿𝗶”?

Before we debate about Warri township, wards delineation, or political boundaries, one fundamental question must be answered:

𝗪𝗵𝗼 𝗢𝘄𝗻𝘀 𝘁𝗵𝗲 𝗡𝗮𝗺𝗲 “𝗪𝗮𝗿𝗿𝗶”?

History does not begin with social media posts, nor does it bend to modern political convenience.
Names are not casual labels — they are 𝗿𝗲𝗰𝗼𝗿𝗱𝘀 𝗼𝗳 𝗶𝗱𝗲𝗻𝘁𝗶𝘁𝘆, 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆, 𝗮𝗻𝗱 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗶𝘁𝘆.

As far back as 𝗙𝗲𝗯𝗿𝘂𝗮𝗿𝘆 𝟭𝟴𝟲𝟯, a London-based publication, Fraser’s Magazine for Town and Country, carried an article titled:

“𝗠𝘆 𝗪𝗮𝗻𝗱𝗲𝗿𝗶𝗻𝗴𝘀 𝗶𝗻 𝗪𝗲𝘀𝘁 𝗔𝗳𝗿𝗶𝗰𝗮: 𝗔 𝗩𝗶𝘀𝗶𝘁 𝘁𝗼 𝘁𝗵𝗲 𝗥𝗲𝗻𝗼𝘄𝗻𝗲𝗱 𝗖𝗶𝘁𝗶𝗲𝘀 𝗼𝗳 𝗪𝗮𝗿𝗶 𝗮𝗻𝗱 𝗕𝗲𝗻𝗶𝗻.”

Pause there.

This was:

• A 𝟭𝟵𝘁𝗵-𝗰𝗲𝗻𝘁𝘂𝗿𝘆 𝗕𝗿𝗶𝘁𝗶𝘀𝗵 𝗶𝗺𝗽𝗲𝗿𝗶𝗮𝗹 𝗽𝘂𝗯𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻

• Circulated internationally

• Written decades 𝗯𝗲𝗳𝗼𝗿𝗲 𝗡𝗶𝗴𝗲𝗿𝗶𝗮 𝗲𝘅𝗶𝘀𝘁𝗲𝗱

• Long before modern ethnic or political contestations

The “Wari” referenced in the said publication was not imaginary. It was 𝗮 𝗿𝗲𝗻𝗼𝘄𝗻𝗲𝗱 𝗔𝗳𝗿𝗶𝗰𝗮𝗻 𝗰𝗶𝘁𝘆-𝘀𝘁𝗮𝘁𝗲, notable enough to be mentioned alongside 𝗕𝗲𝗻𝗶𝗻 — one of Africa’s most powerful ancient kingdoms.

And historically, that 𝗪𝗮𝗿𝗿𝗶 (𝗪𝗮𝗿𝗶) was:

• The seat of power of the 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶 𝗰𝗼𝘂𝗻𝘁𝗿𝘆

• A country ruled by the 𝗢𝗹𝘂 𝗼𝗳 𝗪𝗮𝗿𝗿𝗶

• A country recognised in Portuguese, Dutch, French, and British records from the 𝟭𝟱𝘁𝗵 𝗰𝗲𝗻𝘁𝘂𝗿𝘆 𝗼𝗻𝘄𝗮𝗿𝗱

These records are not Itsekiri folklore.
They are 𝗳𝗼𝗿𝗲𝗶𝗴𝗻 𝗮𝗿𝗰𝗵𝗶𝘃𝗮𝗹 𝗱𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝘀, written by people with no stake in local ethnic politics.

Here is the critical question that must be answered honestly:

👉 𝗖𝗮𝗻 𝗮𝗻𝘆𝗼𝗻𝗲 𝗽𝗿𝗼𝗱𝘂𝗰𝗲 𝗮 𝗱𝗼𝗰𝘂𝗺𝗲𝗻𝘁 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝘀𝗮𝗺𝗲 𝗽𝗲𝗿𝗶𝗼𝗱 — 𝗽𝗿𝗲-𝗰𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝗼𝗿 𝗲𝗮𝗿𝗹𝘆 𝗰𝗼𝗹𝗼𝗻𝗶𝗮𝗹 — 𝘁𝗵𝗮𝘁 𝗶𝗱𝗲𝗻𝘁𝗶𝗳𝗶𝗲𝘀 “𝗪𝗮𝗿𝗿𝗶” 𝗮𝘀 𝗮𝗻 𝗨𝗿𝗵𝗼𝗯𝗼 𝗰𝗶𝘁𝘆 𝗯𝘆 𝗻𝗮𝗺𝗲?

Not:

• Oral recollections
• Post-independence narratives
• Political reinterpretations

But 𝗱𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝗮𝗿𝘆 𝗲𝘃𝗶𝗱𝗲𝗻𝗰𝗲 𝗿𝗼𝗼𝘁𝗲𝗱 𝗶𝗻 𝗮𝗻𝘁𝗶𝗾𝘂𝗶𝘁𝘆, comparable in age and credibility to 𝙁𝙧𝙖𝙨𝙚𝙧’𝙨 𝙈𝙖𝙜𝙖𝙯𝙞𝙣𝙚.

Until such evidence is produced, one fact remains unavoidable:

𝗧𝗵𝗲 𝗻𝗮𝗺𝗲 “𝗪𝗮𝗿𝗿𝗶” 𝗲𝗻𝘁𝗲𝗿𝗲𝗱 𝗴𝗹𝗼𝗯𝗮𝗹 𝗵𝗶𝘀𝘁𝗼𝗿𝘆 𝗮𝘀 𝗮𝗻 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶 𝗰𝗶𝘁𝘆 𝗮𝗻𝗱 𝗸𝗶𝗻𝗴𝗱𝗼𝗺.

This is not an insult.
It is not a provocation.
It is simply the historical record.

𝗛𝗲𝗿𝗲 𝗶𝘀 𝗵𝗼𝘄 𝘁𝗵𝗲 𝗝𝘂𝗱𝗶𝗰𝗶𝗮𝗹 𝗣𝗮𝗻𝗲𝗹 𝘄𝗼𝗿𝗸𝗲𝗱:

• Public sittings were conducted
• Memoranda were received from 𝗮𝗹𝗹 𝗶𝗻𝘁𝗲𝗿𝗲𝘀𝘁𝗲𝗱 𝗽𝗮𝗿𝘁𝗶𝗲𝘀
• Oral testimonies were taken
• Documentary evidence was examined
• Site visits and records were reviewed
• Submissions were evaluated against 𝗲𝘅𝗶𝘀𝘁𝗶𝗻𝗴 𝗹𝗮𝘄𝘀, 𝗴𝗮𝘇𝗲𝘁𝘁𝗲𝘀, 𝗮𝗻𝗱 𝗵𝗶𝘀𝘁𝗼𝗿𝗶𝗰𝗮𝗹 𝗿𝗲𝗰𝗼𝗿𝗱𝘀.

This is not opinion-writing.

Governor of Delta State (2015–2023)

𝗪𝗵𝗮𝘁 𝘁𝗵𝗲 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹 𝗿𝗲𝗰𝗼𝗿𝗱 𝘀𝗵𝗼𝘄𝘀 — 𝘄𝗶𝘁𝗵𝗼𝘂𝘁 𝘀𝗲𝗻𝘁𝗶𝗺𝗲𝗻𝘁 𝗼𝗿 𝘀𝗽𝗶𝗻:

• The White Paper was 𝗻𝗼𝘁 issued under Dr. Emmanuel Uduaghan.
• The Judicial Panel was constituted by the 𝗗𝗲𝗹𝘁𝗮 𝗦𝘁𝗮𝘁𝗲 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁, not any ethnic group.
• The Panel included members of 𝗨𝗿𝗵𝗼𝗯𝗼 𝗮𝗻𝗱 𝗜𝘀𝗼𝗸𝗼 𝗲𝘅𝘁𝗿𝗮𝗰𝘁𝗶𝗼𝗻.
• 𝗡𝗼 𝗜𝘁𝘀𝗲𝗸𝗶𝗿𝗶 𝗽𝗲𝗿𝘀𝗼𝗻 sat on the Panel.
• The report and White Paper are 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗱𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝘀, not ethnic opinions.

These facts are not contested by rhetoric, insults, or deflection.

Claims of favoritism collapse when tested against verifiable records.
Allegations of bias fail when the evidence is read in full.
