Emmanuel Damas, a 56-year-old Haitian asylum seeker, died on Monday, March 3, 2026, at a Scottsdale, Arizona, hospital from complications of an infected tooth. He had been held for four months at the Florence Correctional Center, a facility operated by CoreCivic under contract with ICE. He entered the U.S. through the Biden-era humanitarian parole program for Haitians and had a pending asylum claim.
According to his family and Chandler City Councilwoman Christine Ellis — a registered nurse who spoke with the family — Damas first reported tooth pain to Florence staff on February 12 and was given ibuprofen. His condition worsened over the following two weeks. A fellow detainee reported that staff laughed and said Damas was faking as he cried for help. He eventually collapsed, developed sepsis, and was transferred to a hospital last week, where he died days later.
Damas is at least the 10th person to die in ICE custody in 2026. In 2025, 31 people died in ICE detention — the highest number since 2004. ICE currently holds a record 71,000 people, nearly double the 40,000 it held when Trump took office. ICE had not publicly acknowledged Damas' death as of Wednesday morning. The death was made public by Councilwoman Ellis.
Ellis called for an investigation, saying: "Nobody should die from a toothache. Something has to be done." She has contacted Arizona's congressional delegation. Human rights advocates have long warned that medical care in ICE facilities is inadequate, a concern they say is worsening as the detained population grows faster than the capacity to provide care.
