REVIEW MEETING OF THE BENUE STATE ACTION PLAN ON UNSCR 1325.

On April 9, 2025, the members of the Benue State Multi-Stakeholders Implementation and Monitoring Committee (SMIMC) on Women, Peace, and Security (WPS), alongside key stakeholders, convened to review the Benue State Action Plan (SAP) on United Nations Security Council Resolution 1325.

The State Chairperson Joseph Mtemdoo Gbagyo, in his welcome remarks noted that; following the expiration of the previous SAP in 2024, this review served as a critical step in maintaining the State's commitment to the WPS Agenda.

The State Coordinator for CLEEN Foundation Uche-Magdalene Ishanpepe Igbazua, in her exposition noted that, the primary objective of the meeting was to evaluate the foundational measures of the initial SAP, determine if existing issues require restructuring to meet current challenges, and assess the overall extent of its implementation.

Participants during the meeting, engaged in robust discussions, emphasizing that a revised SAP must reflect the contemporary realities, needs, and future aspirations of women in Benue State.

The meeting concluded with stakeholders pledging their full commitment to ensuring the successor SAP is implemented to the latter.

ADVOCACY VISIT TO THE MINISTRY OF WOMEN AFFAIRS & SOCIAL WELFARE, BENUE STATE.

On March 25, 2026, the Benue State Multi-Stakeholders Implementation and Monitoring Committee (SMIMC)SMIMCBenue, established by Cleen Foundation with support from the Norwegian Embassy, paid an advocacy visit to the Ministry of Women Affairs and Social Welfare, Benue State.

The visit aimed to strengthen collaboration with key stakeholders and enhance the effective implementation of the Committee’s mandate.

The Chairman, Joseph Mtemdoo Gbagyo, appreciated the Honourable Commissioner for her proactive leadership and support, particularly in facilitating the Committee’s registration—formalizing its operations within the State. He noted that the Committee is now fully positioned to drive key initiatives, including the development and implementation of a State Action Plan on gender issues, and emphasized the Ministry’s critical role in this process.

In her response, the Commissioner, Hon. Mrs. Theresa Apochi-Ikwue welcomed the initiative and expressed readiness to lead its implementation. She highlighted the need for clear guidance, including an operational framework and roadmap, to ensure success.

The engagement ended on a positive note, with both parties reaffirming their commitment to collaboration and the successful delivery of the project.

ADVOCACY VISIT TO THE MINISTRY OF JUSTICE, BENUE STATE.

On March 25, 2026, the Benue State Multi-Stakeholders Implementation and Monitoring Committee (SMIMC) SMIMCBenue, set up by Cleen Foundation with support from the Norwegian Embassy, paid an advocacy visit to the Benue State Ministry of Justice.

The visit introduced the Committee and its project on strengthening a rights-based approach to the Administration of Criminal Justice Act (ACJA) and advancing Women, Peace, and Security (WPS) in Nigeria. It also aimed to build partnership and secure technical support for effective project implementation.

The Chairman Joseph Mtemdoo Gbagyo highlighted the critical role of the Attorney General’s office in driving a gender-responsive Action Plan for the state.

Representing the Attorney General, the Permanent Secretary commended the role of Civil Society Organizations like CLEEN Foundation in promoting accountability, justice sector reforms, and inclusive peacebuilding. He reaffirmed the Ministry’s commitment to collaboration and improving access to justice, especially for vulnerable groups.

The visit concluded with productive discussions and a shared commitment to advancing justice reforms and strengthening the WPS framework in Benue State.

ADVOCACY VISIT TO THE BENUE STATE BUREAU FOR INTERNATIONAL COOPERATION AND DEVELOPMENT

The Benue State Multi-Stakeholders Implementation and Monitoring Committee (SMIMC) SMIMCBenue set up by Cleen Foundation with support from the Norwegian Embassy for the implementation of the project; “Strengthening Right Based Approach to Administration of Criminal Justice Act (ACJA) Frameworks and Advancing Women, Peace, Security in Nigeria”, on the 23rd Day of March, 2026, conducted an advocacy visit to the Benue State Bureau for International Cooperation and Development (BICD).

The purpose of this visit was to introduce the Committee and CLEEN Foundation’s project to the Bureau and to seek its collaboration and institutional support in coordinating efforts towards the review and implementation of a State Action Plan on Gender.

The Director- General of the Benue State Bureau for International Cooperation and Development, Mr. Leo-Angelo Usha Viashima commended the initiative, noting the Committee’s proactive engagement. He expressed the Bureau’s readiness and willingness to collaborate with the team in the successful implementation of the project.

The advocacy visit was successful, marked by positive engagement and clear indication of support from the Bureau towards the project’s goals.

In a continued effort to strengthen the Women, Peace and Security (WPS) Cleen Foundation has inaugurated the State Multi-Stakeholders Implementation and Monitoring Committee on Women, Peace and Security (WPS) Benue State, to strengthen coordinated and collaborative efforts towards gender inclusivity and peacebuilding within the state.

This initiative, funded by the Norwegian Embassy, forms part of the Foundation’s project titled “Strengthening Right Based Approach to the Administration of Criminal Justice Act (ACJA) Framework and Advancing Women, Peace and Security in Nigeria.”

This Committee chaired by Joseph Mtemdoo Gbagyo, was established to facilitate the development of state-specific implementation and reporting frameworks aligned with the Nigeria National Action Plan on Women, Peace and Security. Through this mechanism, relevant stakeholders will work collaboratively to promote inclusive participation, strengthen accountability, and advance sustainable peacebuilding initiatives.

Engaging community stakeholders at the state level is essential to deepening the impact of the Women, Peace and Security agenda. Such collaborative efforts will further strengthen the implementation of the WPS framework in Nigeria and contribute to the broader global pursuit of peace and security.
