BICTDA PIONEERS REAL-TIME REMOTE SUPERVISION OF ELECTRONIC EXAMINATIONS ACROSS BORNO

Engr. Wanori Virtually Monitors Examination Activities at Damboa ICT Centre from Maiduguri

In a significant demonstration of how technology is transforming public service delivery in Borno State, the Borno State Information and Communication Technology Development Agency (BICTDA) has pioneered a real-time remote supervision system for monitoring computer-based examinations across its network of Local Government ICT Centres.

The initiative, led by the Executive Secretary of BICTDA, Engr. Mohammed Ahmed Kabir Wanori, FNSE, enables examination activities taking place in remote Local Government Areas to be monitored virtually from the Agency’s central monitoring point in Maiduguri.

As part of the exercise, Engr. Wanori personally monitored live examination activities at the newly operational Damboa Local Government Area ICT Centre, demonstrating BICTDA’s capacity to provide effective oversight of digital examinations without requiring physical presence at every examination location.

Using high-definition video feeds, centralised monitoring systems and digital examination platforms, BICTDA’s technical team maintained real-time visibility of the examination environment while ensuring compliance with approved procedures. The system provides an additional layer of quality assurance, accountability and security in the conduct of computer-based examinations across the State.

The remote supervision framework incorporates live visual monitoring of examination halls, candidate verification and oversight of computer-based examination activities. It also enables BICTDA officials to promptly identify and respond to technical or administrative challenges that may arise, thereby reducing the difficulties traditionally associated with supervising examination centres located far from the State capital.

For BICTDA, the initiative goes beyond monitoring individual examinations. It represents the development of a technology-driven supervision model that can be replicated across the Agency’s growing network of Local Government ICT Centres, ensuring that uniform standards of examination management, integrity, security and accountability are maintained irrespective of location.

Speaking on the significance of the initiative, Engr Kabir Mohammed Wanori said geographical distance should no longer constitute a barrier to effective supervision and quality assurance.

«“By leveraging real-time virtual monitoring, we are eliminating distance as a barrier to effective supervision and quality assurance. Whether an examination is taking place in Maiduguri or Damboa, our standards remain the same. Technology is not only a tool for learning; it is also an important instrument for strengthening integrity, accountability and public trust.”»

He added that BICTDA would continue to invest in innovative digital solutions capable of improving transparency, efficiency and access to government services across Borno State.

The successful remote supervision of activities at the Damboa ICT Centre further underscores BICTDA’s commitment to bringing digital opportunities closer to residents at the grassroots. With ICT Centres being established and strengthened across the State, residents in remote communities can increasingly access computer-based examinations, digital literacy programmes, training opportunities and other technology-enabled services without undertaking long journeys to Maiduguri.

The initiative aligns with the digital transformation agenda of His Excellency, Prof. Babagana Umara Zulum, FNSE, CON, Executive Governor of Borno State, particularly his administration’s commitment to expanding digital infrastructure, strengthening human capital development and ensuring wider access to modern technology.

BICTDA is expected to further strengthen its remote monitoring capabilities across other Local Government ICT Centres, including Dikwa, Magumeri, Gubio and other locations, as the network continues to expand.

The Damboa exercise marks another important milestone in Borno State’s digital transformation journey, demonstrating how technology can enhance government visibility, strengthen accountability and extend quality services to communities regardless of geographical location.

Through sustained innovation and strategic investment in digital infrastructure, BICTDA is positioning technology not merely as a tool for connectivity, but as a practical instrument for effective governance, examination integrity and equitable service delivery across Borno State.

Zulum calls for a shift from tractor ownership to modern agricultural services

Borno State Governor, Babagana Umara Zulum, has called for a fundamental shift in Nigeria’s approach to agricultural mechanisation, stressing that the country must move beyond simply purchasing tractors to a more productive and modern, investment-driven agricultural system.

Zulum made the call while speaking at a High-level National Policy Dialogue on Agricultural Mechanisation organised by the Federal Ministry of Agriculture and Food Security in Abuja on Wednesday.

The Governor identified low productivity, limited technology, inadequate investment and weak value chains as major challenges facing Nigeria’s agricultural sector.

He emphasised that mechanisation should be delivered as a service, giving farmers timely access to land preparation, precision farming, irrigation and other modern agricultural technologies.

Commenting on Borno’s agricultural transformation initiatives, Zulum noted that massive investment by his administration in agriculture is central to rebuilding livelihoods and restoring communities affected by insecurity and displacement.

Zulum highlighted a four-pronged approach to agricultural mechanisation in Nigeria, including mechanising agriculture to increase productivity and reduce drudgery, digitalising agriculture to improve precision, intelligence, and efficiency, regenerating agricultural resources to ensure long-term sustainability, and investing in infrastructure, technology, and enterprises that will drive the transformation.

Zulum also called for stronger private-sector participation and innovative financing for local manufacturing and assembly of agricultural machinery, irrigation, renewable energy, storage, processing, value addition and youth- and women-led agricultural businesses.

He emphasised that Nigeria must not simply recreate the agriculture of yesterday, but build the agriculture of tomorrow, which should be modern, smart, climate-resilient, productive and inclusive.

The goal, he said, is to build an agricultural economy capable of feeding the nation, competing globally, creating jobs and delivering sustainable prosperity to rural communities.

The Governor was accompanied by the member of the House of Representatives, Engr Bukar Talba; Commissioner of Local Government and Emirates Affairs, Sugun Mai Mele; CEO/Managing Director of the Borno Investment Company, Mohammed Bukar Umar; and Permanent Secretary, Government House, Mustapha Ali Busiguma.

Borno State Moves to Expand 10 Digital Literacy Centres Across the State

In an effort to strengthen digital education and expand access to Computer-Based Testing (CBT) across the state, the Borno State Government is set to expand and upgrade 10 Digital Literacy Centres established by the Borno State Information and Communication Technology Development Agency (BICTDA) across Borno State.

The initiative is being implemented through collaboration among the Borno State Ministry of Education, Science, Technology and Innovation; BICTDA; Joint Admissions and Matriculation Board (JAMB); West African Examinations Council (WAEC); and National Examinations Council (NECO).

As part of the assessment exercise, the team visited the Kaga Digital Literacy Centre in Benisheikh, one of the BICTDA-established centres, to assess its existing facilities and determine the upgrades required to strengthen its capacity for digital learning and Computer-Based Testing.

The assessment is focused on facilities, ICT infrastructure, computer capacity, power supply, connectivity, security and other requirements necessary to enable the selected centres to support major computer-based examinations, including JAMB, WASSCE and SSCE.

The planned expansion will bring examination facilities closer to students, particularly those in rural and underserved communities, thereby reducing the burden and cost of travelling long distances to access CBT centres.

Beyond examinations, the Digital Literacy Centres serve as community learning hubs for children, out-of-school children, youths and adults. They also provide students with opportunities to develop computer skills and prepare for computer-based examinations.
The collaboration between the Ministry of Education, BICTDA, JAMB, WAEC and NECO demonstrates a coordinated approach towards strengthening Borno State's digital education infrastructure and creating an integrated ecosystem for technology-driven learning and examinations.

The initiative reflects the commitment of His Excellency, the Executive Governor of Borno State, Prof. Babagana Umara Zulum, CON, mni, to expanding access to quality education, digital skills and technology-driven opportunities across the state, including rural communities.

The expansion of the 10 Digital Literacy Centres will further position them as multi-purpose digital education and CBT hubs, supporting digital literacy, examination preparation, formal examinations, skills development and other technology-enabled educational programmes.

This initiative marks another significant step in Borno State's ongoing digital transformation agenda and its commitment to ensuring that no community is left behind in the rapidly evolving digital economy.
