Yesterday, the Executive Director of CLEEN Foundation, Mr Peter Maduoma, featured on the Issues of the Moment programme on Radio Nigeria Network to discuss the importance of Continuous Voter Registration (CVR) and its critical role in strengthening Nigeria's democracy.

The conversation highlighted the need for active citizen participation in the electoral process, increased voter inclusion, and the importance of ensuring that every eligible Nigerian has the opportunity to register and exercise their civic rights.

At CLEEN Foundation, we believe that credible elections and democratic accountability are strengthened when citizens are informed, engaged, and empowered to participate fully in governance processes.

We encourage all eligible citizens to participate in the Continuous Voter Registration exercise and help build a more inclusive and democratic Nigeria.

Last week, our team at CLEEN Foundation was in Benue and Plateau States for a two-day Citizens' Engagement on Community Resilience and Adaptation to Security Threats.

The engagement brought together community stakeholders, law enforcement agencies, and other relevant actors to strengthen collaboration, trust, and dialogue to address evolving security challenges across Nigeria.

Key outcomes from the engagement included:

* Training stakeholders on community resilience in security-fragile communities

* Reviewing the Citizens' Charter of Demand presented to the Plateau State Police Command and assessing implementation progress

* Mapping existing community resilience assets and informal safety networks

* Conducting an audit of existing community security platforms to improve coordination of security responses

* Identifying critical gaps requiring external partnership support

As Nigeria continues to face complex security threats ranging from violent crime and communal conflicts to the proliferation of small arms and light weapons, inclusive and community-driven approaches remain essential for sustainable peace and security.

We remain committed to strengthening partnerships between citizens, law enforcement agencies, and communities to promote safer, more resilient societies.

Drawing from research and policy analysis, the brief underscores the importance of establishing strong legal and institutional frameworks to prevent abuse of power, while also stressing the need for robust accountability and oversight mechanisms. It further highlights the necessity of building community trust and promoting active citizen engagement in policing systems, alongside addressing potential risks such as political interference and uneven capacity across states.

The policy direction aligns with broader reform conversations that recognise state policing as a potential pathway to improved security, while cautioning that, without adequate safeguards, it could introduce new governance and human rights risks.

Recently, our Owerri team at CLEEN Foundation convened a high-level stakeholder engagement focused on strengthening collaboration between the Police and Civil Society Organisations (CSOs) in Imo State, in partnership with the Imo State Police Command.

The dialogue brought together key stakeholders, including government representatives, civil society actors, and community leaders, to address critical issues shaping policing, accountability, and public trust.
This engagement created a valuable platform for open and constructive conversations about deepening cooperation between the police and civil society. Key discussions centred on tackling insecurity, promoting human rights, and improving service delivery within the security sector.

As we continue to advance inclusive and accountable policing, partnerships like these remain essential to building trust and driving sustainable reform.

Nigeria's digital landscape is evolving rapidly, reshaping how citizens engage with law enforcement. Smartphones have become powerful tools for accountability and public oversight. However, despite the 2026 Federal High Court ruling affirming citizens' right to record police operations in public spaces, tensions persist. The gap between legal protections and everyday practice remains a pressing concern.
On April 28, CLEEN Foundation will convene a multi-stakeholder dialogue to examine how Nigeria can bridge this gap and strengthen trust, transparency, and accountability in the digital age.

Yesterday, CLEEN Foundation convened a landmark Donor Roundtable in Abuja, bringing together security experts, government officials, academia, and development partners to tackle a critical question: Is Nigeria truly ready for the AI Revolution in Security Sector Reforms and Governance? The conversations were bold, honest, and necessary. Our Executive Director, Peter Maduoma, set the tone clearly: AI holds immense promise for improved efficiency, transparency, and responsiveness in our security architecture, but only if we get the fundamentals right. Algorithmic bias, surveillance overreach, data privacy concerns, and weak regulatory oversight are not hypothetical risks. They are present dangers that demand proactive frameworks. Renowned criminologist Prof. Etannibi Alemika, PhD reminded us that technology without wisdom can deepen injustice: "We must know the strengths and weaknesses of AI. It's not a question of whether to adopt or not. It's a question of where, how, and with what understanding." The Nigeria Police Force, represented by CP Hassan Saleh Gwani, affirmed its commitment to harnessing AI for intelligence gathering, predictive policing, and operational efficiency anchored in human rights, public trust, and ethical governance. Distinguished presentations by Prof. Y.Z. Yau, Olaniyi Olumayowa Joseph, and Dr Salaudeen Hashim reinforced a shared truth: modern threats require modern tools, but those tools must be deployed responsibly, inclusively, and with sustained investment in human capacity.
