NOPRIN FOUNDATION ( NETWORK ON POLICE REFORM IN NIGERIA) in partnership with Rulaac Rulaac held a Press Conference on, "Reforming the Nigeria Police Regulations: Progress and Challenges with Gazetting".
..Previously, one of the impediments to seeing tangible changes in the Nigeria Police Force was hinged on its legal framework. In September 2020, after 16 years of advocacy led by Nigerian civil society organisations, the Police Act 2020 was signed into law.

During the 16-year journey of advocating for the review of the Police Act, there was a decision to separate the Regulations from the Police Act because it is a subsidiary legislation and the legal framework that sets out the day-to-day running of the Police as an organisation.

Following the enactment of the Police Act 2020, there was a mandate to overhaul the Police Regulations to reflect the new law's provisions. A technical interagency and intersectoral drafting committee, comprising legal experts, policymakers, and civil society representatives, developed revised regulations emphasizing professionalism, ethical standards, and community-oriented policing. This was carried out through a clause-by-clause review and a harmonisation process based on feedback from stakeholders.

To ensure inclusivity, consultations were held with key stakeholders, including the police hierarchy, non-governmental organizations, and the public. These engagements enriched the drafting process, ensuring the proposed regulations were both practical and progressive.

With the drafting process completed, the proposed Police Regulations were submitted to the Federal Ministry of Justice in April 2024 for review and eventual gazetting—a crucial step in granting the regulations legal force.

Despite significant progress, the gazetting process has faced delays, primarily due to challenges associated with the Federal Ministry of Justice.

The stalling of the gazetting process has far-reaching implications. It hinders the implementation of reforms intended to professionalize the police force and improve its relationship with the public. Commemorating Human Rights Day 2024: Advancing Accountability and Human Rights in Policing

Date: December 10, 2024

Today, as we join the global community to commemorate Human Rights Day 2024, the Network on Police Reform in Nigeria (NOPRIN) reaffirms its unwavering commitment to promoting accountability, transparency, and respect for human rights in policing across Nigeria.

This year’s theme, “Our Rights, Our Future, Right Now,” aligns with our mission to ensure that the Nigeria Police Force upholds the fundamental rights of all citizens, irrespective of their status, background, or beliefs. However, the current realities in Nigeria reveal persistent challenges, including excessive use of force, arbitrary arrests, unlawful killings, and a lack of accountability for the police's rights violations.

In the past year, NOPRIN has worked tirelessly to address these issues. We implemented projects to enhance the oversight and accountability of police detention facilities. We conducted a needs assessment to strengthen the outreach and operations of the Nigeria Police Force’s Complaint Response Unit. These efforts aim to close the gaps in systemic accountability and restore public trust in law enforcement institutions.

Despite progress, much remains to be done. We call on the Nigerian Government to:
1. Ensure the effective functioning of oversight mechanisms, including the Police Service Commission and the Complaint Response Unit.
2. Provide adequate training and resources for the police to handle cases professionally and humanely, in line with international standards.
3. Actively engage civil society and communities in developing policies that promote trust and collaboration between citizens and the police.

We also urge the Nigeria Police Force to lead by example by adhering to court orders, ensuring humane treatment of detainees, and fostering a culture of zero tolerance for rights violations within its ranks.

As we reflect on the principles enshrined in the Universal Declaration of Human Rights, let us renew our collective resolve to demand accountability and protect the dignity of all Nigerians. Human rights are not negotiable, and they must remain the foundation of every policing policy and practice.

Together, we can build a just, equitable, and peaceful society where every individual can live free from fear and oppression.

The Network on Police Reform in Nigeria (NOPRIN), in collaboration with the Complaint Response Unit (CRU) of the Lagos State Police Command and the National Human Rights Commission(NHRC), hosted an impactful community sensitization event at St. Thomas More Catholic Church, University of Lagos, Akoka, on Sunday, November 10, 2024. This Engagement is done with the support of the Action Group on Free Civic Space with the support of the The Fund for Global Human Rights in partnership with Spaces for Change.S4C

The engagement aimed to raise public awareness about the Complaint Response Unit of the Lagos State Police Command, educate citizens on the role of the Complaint Response Unit (CRU), and encourage active community participation in improving police accountability and service delivery.

This collaboration between NOPRIN, the CRU, NHRC and faith-based organizations highlights the critical role of community stakeholders in shaping a more accountable and effective police force. The Network on Police Reform remains committed to bridging gaps, amplifying citizen voices, and promoting justice and security across Nigeria.
