KPHCMB REVIEWS WAQF FOUNDATION'S PROGRESS ON PRIMARY HEALTH CARE FINANCING

The Director General of the Kano State Primary Health Care Management Board (KSPHCMB), Professor Salisu Ahmad Ibrahim, on Wednesday, 22nd July 2026, chaired meeting with representatives of the WAQF Foundation from the 44 Local Government Areas at the Kano Emergency Operations Centre (EOC). The meeting reviewed the Foundation's activities and charted a way forward for strengthening sustainable Primary Health Care (PHC) financing across Kano State through the WAQF Foundation initiative, supported by the FCDO Lafiya Programme.

Speaking at the meeting,the WAQF Foundation Focal Person, Gharzali Ibrahim Ungogo, announced that Kano State has emerged as the National Secretary among the six implementing states under the WAQF Foundation initiative, while Jigawa State was elected National Chairman. He attributed Kano's achievement to the commitment of stakeholders and the continued support of the FCDO Lafiya Programme.

Representatives from all the 44 LGAs presented updates on the achievements and activities of their respective WAQF Foundations, highlighting progress in community mobilization and other grassroots initiatives aimed at strengthening sustainable primary healthcare financing.

Addressing the participants, Professor Salisu Ahmad Ibrahim commended the remarkable progress recorded under the initiative and appreciated the FCDO Lafiya Programme for its continued support in strengthening community-led healthcare financing. He urged stakeholders to sustain the momentum through transparency, accountability and greater community participation, reaffirming the Board's commitment to ensuring sustainable financing for accessible, equitable and quality primary healthcare services across Kano State.

The UKAid FCDO-Lafiya Programme successfully convened an Ethical Health Financing (EHF) WAQF Islamic Social Financing Concept Review Meeting at Tahir Guest Palace, Kano, on 15th July, bringing together representatives of WAQF Foundations from the 44 Local Government Areas of Kano State.

The meeting provided an opportunity to review progress, identify challenges, and strengthen the institutional capacity of the WAQF Foundations. A key issue discussed was the registration status of the 40 Local Government WAQF Foundations that are yet to complete their registration. To accelerate the process, participants received practical training on the Corporate Affairs Commission and Special Control Unit Against Money Laundering (SCUML) registration process and the requirements for compliance.

To ensure timely implementation, a deadline of October 2026 was agreed for the remaining 40 WAQF Foundations to complete their registration and officially launch, marking a significant milestone towards establishing Waqf foundations in all Local Government Areas of Kano State.

Another major outcome of the meeting was the inauguration of the Kano WAQF Network leadership to coordinate collaboration and drive the Ethical Health Financing initiative across the state. The following leaders were selected:

The *UK* Support to Health transformation in Nigeria through the *Lafiya Program* has pioneered the
Ethical health financing initiative guided by Zakat and *WAQF* as an innovative health financing mechanism since late 2021. Under
its output 2 “Strengthened health financing, including use of Basic Health Care Provision Fund (BHCPF)
and innovative financing approaches’.
Following a carefully planned implementation of the initiative in its 5 focus States over the last 3 years,
the initiative has established 138 community-based EHF institutions in 138, Local Government Areas
(LGAs) build capacity of community stakeholders in institution building and resource mobilization and developed knowledge materials (EHF *WAQF* toolkit and advocacy kit) to help the stakeholders and partners

The Ungogo Lafiya Waqf Foundation tackles maternal and infant mortality through ethical health financing (Waqf) — training staff and equipping clinics that save lives.

We have successfully sponsored access to quality healthcare enrollment for 22 pregnant women across 11 wards of Ungogo LGA (Feb 2024) · 100 poor and vulnerable residents across the LGA (March 2024). All beneficiaries received ₦2,000 transport support. We placed & paid 3 skilled voluntary female health workers on temporary support at local health facilities to support antenatal care, delivery, postnatal care, routine immunisation, and newborn care. Two (2) out of the 122 enrolled pregnant women, now nursing mothers were economically empowered by the foundation at Dantamashe Primary Healthcare facility during the FCDO-Lafiya program annual review visit by its UK team. We pioneered this local model for Islamic social financing in health through the EHF-Waqf framework. We also generated national attention and replication interest among development actors and government stakeholders.

This Foundation strengthened community trust, leveraging local resources for tangible outcomes in maternal, newborn and child health. It is also worth noting that we achieved institutional credibility, attracting attention from stakeholders such as both state and non-state and much more.

Donations from as low as ₦500 upwards could go a long way in saving a mother and her baby during birth. Money gathered will be used in investing in businesses that would bring returns that will be used to train, employ and equip our health facilities which are in a very bad shape.

At Ungogo Lafiya Waqf Foundation, we use ethical health financing of Waqf to train, employ, and equip staff across primary health clinics — all to cut maternal and infant deaths at Ungogo LGA.

KSPHCMB, WAQF FOUNDATION STRENGTHEN PARTNERSHIP ON ETHICAL HEALTH FINANCING ACROSS KANO's 44 LGAs

The Kano State Primary Health Care Management Board (KSPHCMB), in collaboration with the Ethical Health Financing WAQF Foundation, today convened a high-level synergy meeting aimed at advancing sustainable and ethical health financing across all 44 Local Government Areas of Kano State. The meeting, held on May 6, 2026, at the Kano Emergency Operations Centre (EOC), was led by the Director General of KSPHCMB, Professor Salisu Ahmad Ibrahim.

The engagement brought together key stakeholders to explore innovative financing mechanisms rooted in ethical and community-based principles, with a focus on improving access to quality primary healthcare services. The WAQF Foundation, supported by FCDO LAFIYA as a strategic partner, outlined its commitment to leveraging endowment-based funding models to strengthen healthcare delivery, particularly for vulnerable populations.
