REPORT OF THE SOCIAL PROTECTION TECHNICAL WORKING GROUP (TWG) SECRETARIAT MEETING WITH KADSIPA

INTRODUCTION:
The SPTWG Secretariat, led by the Society for Equitable Development Foundation, held a meeting with the Executive Secretary of KADSIPA and members of staff to discuss and review the progress of the SAP III Social Protection Action Plan, discuss key priorities, and strengthen collaboration towards achieving the Action Plan's objectives.
KEY HIGHLIGHT:
*The meeting emphasized the need to increase public awareness and utilization of the KADSIPA Call Centre to improve citizens' access to information, complaints, and feedback mechanisms, as this remains a critical milestone under the extended SAP.
* Limited funding was identified as a major challenge affecting the implementation of both civil society- and government-led deliverables.
* The importance of strengthening local government and community ownership was highlighted to enhance awareness of existing social protection programmes and interventions.
* The State SP Steering Committee meeting was recognized as an important platform for reviewing implementation progress, addressing existing gaps, and strengthening social protection data management.
* OGW Report is a critical learning document to spotlight efforts to promote transparency, accountability, and stakeholder engagement in social protection reforms.
* It was reported that over 400,000 beneficiaries have been enrolled in the Conditional Cash Transfer (CCT) Programme across Kaduna State, demonstrating significant progress in programme enrollment.
* The successful training of mentors and Local Government Coordinators was highlighted as a major milestone in strengthening the implementation of the UGP programme and expanding grievance redress mechanisms.
RESOLUTION:
* Intensify public sensitization on the KADSIPA Call Centre through appropriate communication channels.
* Coordinate dissemination of the report for wider stakeholders.
* Strengthen coordination among Local Government and community structures to improve social protection awareness and advocacy.
* Ensure timely follow-up on outstanding deliverables and strengthen social protection data management.
- Renew and relaunch the bi-weekly virtual series on social protection, building on its successful implementation during the 2024β2025 SAP cycle.
- Identify opportunities for resource mobilization to support the effective implementation of Social Protection Action Plan (SAP III) deliverables by both government and civil society actors.
