Fifteen years of open government through the Open Government Partnership (OGP) have shown what’s possible when governments and citizens work together.

Today, the need is even clearer. Governments face growing complexity, and trust in institutions is under pressure. People expect to be more involved in decisions that affect their lives.

Open government responds by improving how decisions are made, through transparency, participation, and accountability.

Yesterday, the OGP Kaduna Strengthening Social Protection Systems Technical Working Group played a key role in validating the Extended 2024–2027 Kaduna Open Government Partnership (OGP) Action Plan at the Kaduna State Planning and Budget Commission.

This important engagement focused on strengthening the state’s commitment to transparent, inclusive, and results-driven governance by:

🔹 Reviewing key milestones developed by Technical Working Groups
🔹 Aligning these milestones with the SUSTAIN Agenda
🔹 Meeting co-creation standards through the formal adoption of the Action Plan

The Honourable Commissioner for Planning and Budget, Hon. Mukhtar Ahmed emphasized that the OGP framework goes beyond process—it is central to building a governance system that is accountable, participatory, and inclusive.

By aligning priorities with clear, actionable milestones, Kaduna State is taking bold steps toward delivering meaningful impact for all citizens.

*COMMUNIQUÉ ISSUED AT THE END OF THE TECHNICAL WORKING GROUP (TWG) TARGETED REVIEW OF THE DRAFT KADUNA STATE YOUTH POLICY*

*Preamble*
Following the public release of the Draft Kaduna State Youth Policy for review ahead of validation, the Technical Working Group on strengthening social protection systems (TWG) OGP Kaduna convened a physical targeted policy review session on 2nd March 2026 at Kaduna State University (KASU).

The session was organised as part of ongoing efforts to strengthen youth-responsive governance and to ensure that the policy reflects the realities, vulnerabilities, and opportunities affecting young people across Kaduna State in light of the broader social protection commitment.

In attendance were representatives from the Youth Advocacy Coalition on Demographic Dividends (DDR), Civic Impact, Society for Equitable Development, and Youth
Advocates within the Technical Working Group to provide focused and evidence-based input into the policy before its validation.

*The objective of the session was to:*
- Assess how responsive the Draft Youth Policy is to the realities and shocks affecting young people in Kaduna State, including economic vulnerability, unemployment, and emerging climate pressures.

- identify key challenges addressed within the Youth Policy and examine areas where these challenges intersect with priorities contained in the Kaduna State Social Protection Policy.

- Review social protection-related issues affecting youth and determine whether existing systems and frameworks in Kaduna State could support effective implementation of youth-focused interventions.

- Generate youth-driven recommendations to strengthen the policy before validation.

To ensure a structured and comprehensive review, the policy was divided into thematic clusters, enabling participants to analyse key sections of the Youth Policy alongside the Kaduna State Social Protection Policy using an alignment assessment framework.

The framework examined areas such a
