Civic Space Meet Up Radio Program!

Transparent, accountable, and people-centered Primary Healthcare systems depend on active community participation. Ward Development Committees (WDCs) play a critical role in strengthening community ownership of health facilities, promoting accountability, enhancing citizen engagement, and ensuring that healthcare services effectively respond to the needs of the people.

As Kaduna State advances efforts to institutionalize the National Ward Development Committee Guidelines, it is important to explore how WDCs can serve as a bridge between communities and healthcare providers in promoting transparency, accountability, and improved healthcare outcomes.

Join us on the Civic Space Meet Up Radio Program as we discuss the vital role of WDCs in strengthening Primary Healthcare governance and fostering greater citizen participation in healthcare service delivery.

FOR IMMEDIATE RELEASE: CIVIC IMPACT FOUNDATION LAUNCHES VIRTUAL CIVIC SPACE MEET-UP SERIES TO CHAMPION UNITED NATIONS SYSTEM-WIDE YOUTH STRATEGY TOWARDS ACCELERATING IMPLEMENTATION OF THE SUSTAINABLE DEVELOPMENT GOALS (SDGS) IN KADUNA STATE

KADUNA, NIGERIA — The Civic Impact for Sustainable Development Foundation and partners have officially commenced the first edition of its five-week virtual civic space meet-up series with the theme - "Youth2030 and Demographic Dividend: Enabling Meaningful Youth Engagement in Policy and Decision-making Processes." Facilitated by Yusuf Ishaku Goje, Executive Director of the Foundation, the inaugural session focused on the topic: UN System-wide Strategy (Youth2030) and Alignment with Policy and Reform Frameworks in Kaduna State.

The session provided a comprehensive analysis of the United Nations’ global youth strategy and detailed how these global frameworks align with local policy and reform agendas in Kaduna State to harness the demographic dividend.

Accelerating Global Momentum: Youth2030 Phase 2 (2025–2030)

The presentation highlighted the evolution of the UN Youth Strategy. Originally launched in 2018 to address the needs, build the agency, and advance the rights of young people globally, the strategy has now entered Youth2030 Phase 2 (2025–2030).

The Phase 2 sets out a bold transformation to accelerate the Sustainable Development Goals (SDGs) by placing youth at the front and center through three core pillars:

1. Increasing Access: Expanding opportunities, resources, and decision-making spaces for youth-led organizations and movements at national, regional, and global levels.

2. Advocating for Commitment: Strengthening political dedication, sustainable financing, and institutional capacities with and for youth.

3. Transforming Institutional Culture: Building multi-generational, future-fit, and inclusive organizational spaces backed by strong accountability systems.

This phase operationalizes its goals through six strategic priorities: empowering and engaging youth meaningfully; boosting SDG implementation; advancing knowledge and enhancing capacities; unlocking resources; transforming organizational culture; and strengthening accountability systems.

Core Principles of Meaningful Youth Engagement

A central focus of the meet-up was defining what constitutes genuine youth involvement based on established global guidelines. The framework presented outlines that meaningful engagement must be:

1. Rights-Based and Safe: Young people must be informed and educated about their rights in secure environments.

2. Institutionally Mandated & Designated: Engaging youth in decision-making processes should be formally mandated, with designated seats made available across various processes.

3. Resourced & Transparent: Providing adequate and earmarked funding, alongside a clear, mutual understanding of how youth information and skills will be shared.

4. Accessible & Voluntary: Making decision-making spaces accessible to all youth groups without coercion or force.

5. Diverse, Inclusive & Reciprocal: Ensuring a wide diversity of voices regardless of gender, background, or ability, maintaining reciprocal accountability with wider youth constituencies, and treating young people as equal partners.

Localizing the Strategy: Alignment with Kaduna State Policy and Reform Frameworks

To drive practical local impact, the session mapped the core priorities of the global Youth2030 strategy directly against Kaduna State's existing policy and reform frameworks:

1. Engagement, Participation & Advocacy: This global priority aligns directly with the Good Governance pillar of the Kaduna State Demographic Dividend Roadmap (2024), the Participation, Inclusiveness and Equitable Opportunities for all Youth focus of the Validated Kaduna State Youth Policy, and the Accelerate Rural Transformation and Urban Development goal of the Kaduna State Development Plan (2024-2028). Locally, it intersects with the OGP State Action Plan (SAP) 3, the Community Development Charter (CDC) process, and the Youth Engagement Power Plan.

2. Informed & Healthy Foundations: This priority corresponds with the Education, Skill Development, Health, and Social Welfare pillars of the Demographic Dividend Roadmap, Health and Social Protection in the State Youth Policy, and the Boost Human Capital and Social Investment target of the State Development Plan. It connects with the Adolescent and Young Persons Policy in Health and Development (2021) and the HOPE-Gov framework.

3. Economic Empowerment through Decent Work: This area links the Economic Empowerment pillar of the roadmap, the Productive Workforce and Sustainable Economic Engagement focus of the youth policy, and the Promote Inclusive and Sustainable Economic Development mandate of the State Development Plan, while intersecting locally with the Kaduna State Council on Skills.

4. Youth & Human Rights: This priority maps to the Security, Equity and Justice pillar of the roadmap, the Promotive and Protective Environment for Youth Development section of the youth policy, and the Promote Peace, Security and Justice goal of the State Development Plan, finding policy backing in the Kaduna State Social Protection Policy.

5. Peace & Resilience Building: This final domain aligns with the Security, Equity and Justice roadmap pillar, the Promotive and Protective Environment youth policy area, and the Promote Peace, Security and Justice development plan target, feeding into the Youth, Peace and Security framework and the Kaduna State Climate Change Policy (2024).

Moving Forward

The session concluded with a clear call to action for youth organizations, policymakers, and civic actors to move from policy alignment to active institutionalization. Over the remaining weeks, the virtual series will continue to deep-dive into these pathways, empowering Kaduna’s youth to serve as active agents of change, drive sustainable development, and meaningfully shape the decisions affecting their lives and future.
