📢 PUBLIC NOTICE TO ALL MEMBERS OF THE CENTRAL YOUTH COUNCIL, JENTA ADAMU WARD

The Executive Council wishes to officially inform all members and stakeholders that the purported election, declaration, and inauguration conducted by the ELCOM Chairman cannot and will not be upheld by the congress and the leadership of the council.

This is due to the fact that the Electoral Committee, under the leadership of Mr. Golmane John, deliberately acted in total violation of the constitutional provisions of the council, congress resolutions, stakeholders’ agreements, and all ongoing consultations aimed at ensuring peace, fairness, and unity within the council.

The actions taken by the ELCOM Chairman were unilateral, unconstitutional, and a direct disregard to constituted authority and the collective decisions of congress and stakeholders. As such, the process lacks legitimacy, credibility, and acceptance.
Except the intention is to create a factional structure within the council, the congress and members of the Executive Council do not recognize nor accept the said election and inauguration.

Consequently, the Executive Council is currently engaging in broad consultations with relevant stakeholders and leaders in order to summon congress, where the appropriate constitutional steps and resolutions necessary to restore sanity, peace, order, and tranquility within the council shall be determined.

We therefore call on all well-meaning members of the council to remain calm, law-abiding, and united while awaiting further directives from congress and the Executive Council.
The unity, peace, and constitutional supremacy of the Central Youth Council must be protected at all times.

PUBLIC DISCLAIMER NOTICE
The Executive Council of the Central Youth Council, Jenta Adamu Ward, hereby wishes to inform all members of the council and the general public to completely disregard the notice circulating concerning the purported inauguration scheduled by certain individuals.
The Executive Council is neither aware of such arrangements nor in any way a party to it.
As earlier stated in our previous injunction notice, consultations are still ongoing, and the Congress shall be duly summoned at the appropriate time to update members on the developments and happenings within the council.
We therefore call on all well-meaning members of the council to remain calm, focused, and law-abiding, as the Executive Council remains committed to upholding the constitutional supremacy of the council, protecting due process, and safeguarding the overall well-being and interests of the youth.
Any action or gathering carried out outside the approval and constitutional provisions of the council should be treated as null, unauthorized, and of no effect.

PRESS STATEMENT
The Central Youth Council, Jenta Adamu Ward, wishes to inform the general public that it is not in any way involved in or associated with the planned protest scheduled for April 8, 2026, along Bauchi Road, Jos.
We are unaware of the organizers, their structure, or the objectives behind the protest. As an independent and responsible youth body, we will not be part of any activity lacking clear leadership and accountability.
We urge the public to disregard any attempt to link our name to the protest.
The Council remains committed to peace, lawful engagement, and constructive dialogue in addressing issues affecting our community.

RE: PURPORTED EMERGENCY CONGRESS MEETING CONVENED BY THE ELECTORAL COMMITTEE (ELECOM)

The attention of the Executive Council of the Central Youth Council has been drawn to a flyer circulating on social media purporting to announce an emergency congress meeting allegedly convened by the Electoral Committee (ELECOM).
The Executive Council hereby formally notifies all members and the general public that it did not authorize, approve, or have prior knowledge of the said meeting. Accordingly, the Executive Council disassociates itself from the purported congress and from any decisions or resolutions arising therefrom.
For the avoidance of doubt, the Constitution is explicit that committees and bodies established within an organization may only act within the powers lawfully conferred on them, as “any such body may act only within the powers conferred on it under the Constitution” fileciteturn1file13. The Electoral Committee is therefore bound strictly by its Terms of Reference and cannot lawfully assume powers outside its mandate.
The Constitution further provides that bodies may regulate procedure or exercise authority only in accordance with established rules and with appropriate executive approval fileciteturn1file12. In this regard, the power to convene or summon a congress meeting of the Council resides exclusively with the Executive Council, or may only be exercised by a committee upon express authorization of the Executive Council. No such authorization was granted.
It is also noted with concern that the Electoral Committee has failed to submit any formal report, budget, or strategic framework to the Executive Council, despite repeated requests. Any reported attempt by the committee to borrow or source funds on behalf of the Council without executive approval is irregular and contrary to constitutional requirements on financial accountability and transparency fileciteturn1file6.
Furthermore, the Electoral Committee was expressly mandated to conduct registration of new members and revalidation of existing members in order to establish an authentic membership register, as elections are intended to be strictly membership-based. The committee’s refusal to comply with this directive, while attempting to proceed with electoral activities, constitutes a clear breach of mandate and renders such actions ultra vires and invalid.
In light of the foregoing, all members of the Council are hereby advised to disregard the purported emergency congress meeting, as it lacks constitutional authority, executive approval, and procedural legitimacy.
The Executive Council remains committed to upholding due process, constitutional order, transparency, and the conduct of a credible and lawful electoral process in the best interest of the Council.
