ENGR. HYGINUS AGU: A YEAR OF TRANSFORMATIVE, PROJECT-CENTERED LEADERSHIP IN UDI LGA

Upon resuming office, Engr. Hyginus Ogbonnia Agu's leadership was defined by critical, self-imposed questions: “What can we do to leave a lasting impact within two years? How can we touch the lives of every person in Udi? How can we find solutions to the small challenges facing our political wards?” These creative, solution-focused questions immediately translated into a project-centered administration. The Udi Local Government leadership began its tenure by conducting a comprehensive situational analysis to accurately determine the specific needs of each political ward.
Completing Inherited Projects and Headquarters Upgrade
In a bid to fulfill a major campaign promise—that his administration would not abandon projects started by previous governments—Chairman Agu initiated several key completion and upgrade projects at the Headquarters:
Infrastructure Completion: Carried out the reinforcement and roofing of the Udi Ultra Modern Hall; completed the Udi Headquarters fencing, including a new gate and general beautification.
Essential Facilities: Successfully rehabilitated the Udi Council Headquarters Borehole, reticulating water to serve residents at the Orie Agu Market.
New Construction: Completed the Udi High Court Building and is currently constructing the Udi Chairman's Lodge.
Power: Installed a solar-powered energy system at the Headquarters for sustained operations.
Ward-Specific Intervention and Infrastructure
Following the rigorous needs assessment, the administration rolled out high-impact intervention projects across many wards:
Waste Management: Introduced and installed dumpsters at various strategic locations throughout the Local Government Area to improve sanitation.
Electrification: Supplied and installed a 300KVA transformer and extended the 33KV lines in Affa/Ikono/Oghu Ward. Additionally, a 33KVA transformer was purchased and installed at Umualla in the Umuoka community, and a 500KVA transformer was procured for Obinagu Ward.
Borehole Rehabilitation: Rehabilitated the Okwu-Water borehole, installing new pumps and solar panels to serve the target community.
Roads and Erosion Control
The administration is championing significant projects in road network and environmental stability:
Road Construction: Currently constructing the 8.5KM Umuoka-Umulumgbe road to ease transportation, enhance security, and boost economic and social development. Plans are underway to construct an asphalt road connecting smart schools to the major road to foster accessibility.
Maintenance: Undertook gradual maintenance of potholes along the Eke-Ebe-Egede-Affa road.
Erosion Control: Implemented crucial erosion control systems from the ICT Centre to the Abor maternity road (Abor Ward), and executed intervention measures in
Akpakwume Nze Ward. This focus on erosion control is aimed at preventing flooding, stabilizing land, and reducing road accidents.
Abia Ward Road: Construction of the road leading to the Abia Smart School.
Security, Empowerment, and Health
Beyond physical infrastructure, the Mayor focused on human capital and social services:
Security: Ensured the timely payment of salaries for the Udi Neighbourhood Watch across all 20 wards and procured essential security gadgets and uniforms to enhance efficient, real-time grassroots policing.
Farm Estates: Executed the clearing of the perimeter area of the Egede-Umuoka Ward Farm Estate and commenced work at the Umuabi Ward Farm Estate.
Health: Decisively intervened at the Udi General Hospital, which was in a poor state. The administration cleared overgrown bushes, revamped and repainted the building, and crucially resuscitated the moribund pipe-borne water facility, restoring essential service and sanitation to the staff and patients.
Abattoirs: Constructed modern abattoirs in the Ngwo/9th Mile axis to effectively end open defecation (ODF) in the area.
Education Bursary: Launched the Udi Local Government Educational Bursary Scheme for indigent students and natives with special needs in higher institutions to cushion the financial burden of academic pursuits.
Women Empowerment: Launched the "One-Woman-One-Skill Acquisition Programme," providing hands-on training in skills like Beads crafting, Fascinator Making, Wig Making, and Shoe Making to empower women financially.
Stakeholder Engagement and State Project Monitoring
The Mayor has also shown a keen interest in administrative transparency and continuity, engaging regularly with all relevant stakeholders, including the Igwes, PGs, former LGA Executive Chairmen, and the media.
Furthermore, Engr. Agu’s administration is deeply committed to ensuring that all state projects in Udi LGA—such as the Smart Schools and Type II Primary Healthcare facilities being carried out by His Excellency, Dr. Peter Ndubuisi Mbah—meet their targets. The Chairman has personally instituted a committee, including the Councilor of each ward, and conducts his own personal, rigorous ward-to-ward inspections.
The evidence of physical and human capital development in Udi is clear. The administration is truly Echoing the "Tomorrow Is Here" mantra in Udi.
