On 11/12/2025, the WRCI team carried out a courtesy visit to the Secretary to the State Government (SSG), Barr. Abdullahi Garba Faskari, at his office in Katsina State.

Led by our Project Manager, Abubakar Babangida , and joined by the Community Engagement Officer, Communication Officer, MEAL Officer, and Gender & Protection Officer, the visit was part of our ongoing engagement efforts for the implementation of our flagship project:

🤝 During the meeting, the SSG warmly welcomed the team and expressed full acceptance of the project. He assured us of maximum support from the Katsina State Government, emphasizing the importance of this initiative in promoting peace, security, and community well‑being across the state.

🌍✨ Strengthening Community Resilience Against Violent Extremism

Wadata Relief Care Initiative (WRCI), in partnership with Hedayah under the STRIVE II Global Program with funding support from the European Commission European Union in Nigeria, is committed to ensuring that stakeholders are actively engaged at every stage of project implementation.

Led by our Executive Director, the project team has commenced the implementation of “Strengthening Community Resilience Against Violence Extremism” in Bakori LGA, Katsina State.

As part of this process, advocacy visits were conducted to key stakeholders including:

- Ministry of Youth
- Ministry of Women Affairs
- Katsina State Development Management Board
- Ministry of Budget and Economic Planning
- Chairman of Bakori LGA
- Bakori Emirate Council

🤝 These engagements were designed to introduce the project, foster collaboration, and secure stakeholder buy-in to ensure sustainable impact.

Together, with the support of our partners, we believe that community resilience can only be achieved when government institutions, traditional leaders, and civil society work hand in hand.

Call for Engagement of Consultant for Baseline Assessment.

Wadata Relief Care Initiative (WRCI) is seeking to engage a qualified and experienced consultant to conduct a
Baseline Assessment for its project titled:

“Strengthening Community Resilience against Extremism and Violent Extremism through Prevention, Rehabilitation and Reintegration of Women and Youth Associated with Violent Extremism in Northwest Nigeria.”

This project is implemented under the Hedayah STRIVE Global Programme Phase II, with funding from the European Commission European Union in Nigeria (EU), and will be carried out in Bakori A and Bakori B communities, Bakori LGA, Katsina State.

Purpose of the Baseline Assessment
The baseline assessment aims to:

1. Establish initial values for key project indicators.
2. Understand the socio-economic, psychosocial, and security context of the target communities.
3. Identify needs, gaps, and opportunities for effective implementation of project activities.
4. Provide a benchmark for measuring project impact through comparison with endline data.

Scope of Work

The consultant will:
1. Develop a baseline assessment plan and tools in collaboration with WRCI’s MEAL Officer and Project Manager.
2. Conduct field data collection in Bakori A and B communities, engaging approximately 70 participants.
3 Analyze data and produce a comprehensive Baseline Assessment Report.
4. Present findings to WRCI and stakeholders to inform project strategy and implementation.

Key Deliverables

1. Inception report with methodology and tools.
2. Field data collection and analysis.
3 Draft and final Baseline Assessment Report.
4. Presentation of findings to WRCI and stakeholders.

Duration

The assignment is expected to be completed within 15 working days from the date of contract signing.

Qualifications

1. Proven experience in conducting baseline or impact assessments in conflict-affected or development contexts.
2. Strong understanding of P/CVE (Preventing and Countering Violent Extremism), gender, and youth engagement.
3. Excellent analytical, reporting, and communication skills.
4. Familiarity with the socio-political context of Northwest Nigeria is an asset.

3.At least two references.
