The State Commander Chief Kelvin Uvieghara, gave a directive on a State Campaign Against Drug Abuse Cultism and Other Related Vices to be carried out in schools, markets, churches and other places in the community as part of the measures to catch children and youths young and also aid the prevention of crime in the society.

Today, the campaign team led by the State Admin officer Volunteer *Justice Afor Tuoyo* and Osandatunwa Priscilla" from Department of Gender Justice and also a paralegal was at the Oghara division, Sapele Zone where they visited three government schools which are *Ajenesan Primary school*, *Okome Primary school* and Udurhie Primary School.

One thing that was common in all of these schools visited is the joy and excitement to learn by the children and the warm welcome by the school management and teachers who expressed profound gratitude to the team for coming to speak to the children as these topics are of utmost importance to these young champs as it create the needed awareness to help them avoid becoming victims of these crimes and vices.

The Oghara division led by *Chief Asigboro Rukevwe* also gave over 100 pieces of books and a pack of pens to each of the school the team visited as a show of love and support.

Thank you to the Oghara unit commander and his volunteers for their cooperation which made the engagement possible, and thank you to the state Commander*Chief Kelvin Uvieghara* for his unwavering support to see that crime is reduced to the lowest possible rate.

SUMMARY OF STATE EXECUTIVE COUNCIL EMERGENCY MEETING HELD ON THE 04TH OF MAY 2026

An emergency meeting of the State Executive Council was held on the 4th of May 2026 with the Eku and Abraka Unit Commanders to address critical operational and administrative matters.
The meeting was presided over by the State Commander, Chief Uvieghara Kelvin, who emphasized the need for discipline, unity, and strict adherence to command protocols.

Key Resolutions
• Unit Commanders were granted operational latitude while maintaining full accountability and adherence to the established command structure.

• The formal inauguration of the Eku and Igun Units is scheduled for the coming weekend.

• All personnel were reminded to seek prior approval before engaging in any joint operations with external outfits.

• The Abraka Zonal Commander was tasked with ensuring sustained peace and public order in his area of responsibility.

The meeting, which recorded a total attendance of 30 personnel, ended peacefully with a group photograph session.

PROFILING AND INTEGRATION OF OSUBI UNIT

On Friday, 1st May 2026, the State Executive Council of the Anti-Cult Volunteer Corps (AVC), Delta State Command, led by Chief Uvieghara Kelvin, held a strategic meeting with volunteers of the Osubi Unit at the Ekpan Police Divisional Headquarters, Uvwie Local Government Area.

The profiling exercise, coordinated by Comr. Justice Afor Tuoyo (State Officer-in-Charge, Administration), involved the proper documentation and integration of newly recruited members of the Osubi Unit, under the leadership of Mr. Emma Abiror (Unit Commander).

This exercise followed series of engagements with critical stakeholders.

INAUGURATION OF OVWIAN ANTI-CULT UNIT

The Ovwian Unit of the Anti-Cult Volunteer Corps (AVC) has been officially inaugurated. The ceremony took place on Wednesday, 29th of April 2026, at Okor-Victory, Otor-Udu, in Udu Local Government Area of Delta State.

The Unit Executive is headed by Comrade Solomon Agino as Unit Commander.

Remarks by the State Commander
While administering the oath of office, the State Commander, Chief Uvieghara Kelvin, emphasized that security is a shared responsibility. He stated:
“As a Corps, we strongly believe that security is a shared responsibility. Today’s gathering presents an opportunity for us to strengthen collaboration, build synergy, and deepen partnerships among all stakeholders. Together, we can work towards achieving a cult violence-free society and reducing crime and criminality to the barest minimum within our communities, across Delta State, and the nation at large.”

The State Commander - Chief Kelvin charged the newly inaugurated Unit Commander and his executive to discharge their duties with dedication, discipline, integrity, courage, and fairness. He expressed appreciation to all community leaders, security stakeholders, and guests for honoring the invitation, describing their presence as a strong demonstration of commitment to peace and community development.

Remarks by Other Leaders
Comr. AL-Amin Ebru, State Public Relations Officer and Burutu Zonal Intelligence Officer, described the inauguration as a bold declaration of commitment to eradicating cultism and related crimes. He urged youths to shun cultism, stating that it offers no glory but only regret and loss of integrity. He called for collective efforts anchored on transparency and accountability.

Chief Sunday Etaedafe, State O/C Special Operations (SOS), reiterated the Corps’ mandate to reduce cultism and related crimes. He charged the new leadership to remain resolute and committed to the ideals of the organization.

Response by the Unit Commander
In his acceptance speech, Comrade Solomon Agino thanked the State Command for the confidence reposed in him and pledged to carry out his duties in line with the aims and objectives of the AVC. He expressed readiness to collaborate with all security agencies, including the Nigeria Police Force, Army, and Navy, to rid the area of criminals and ensure the safety of residents.

APPOINTMENT OF JP SAMSON AMONUGBE AS STATE PATRON, ADMINISTRATION

This is to formally notify all members, units, zonal commands, stakeholders, and the general public that the State Executive Council of the Anti-Cult Volunteer Corps, Delta State Command, has approved the appointment of JP SAMSON AMONUGBE as the STATE PATRON, ADMIN HEAD, AVC DELTA STATE.

This appointment takes effect immediately from 29th, April, 2026.

In his capacity as State Patron, Administration, JP Samson Amonugbe shall:
- Advise the State Command on administrative policies, discipline, and organizational development.
- Support the State Commander in the coordination of all administrative affairs of the Corps.
- Assist in fostering strong relationships between the AVC and government agencies, traditional institutions, and civil society.
- Uphold the integrity, vision, and mission of the Anti-Cult Volunteer Corps in Delta State.

JP Samson Amonugbe is a respected community leader, peace advocate, and a man of proven integrity whose wealth of experience will strengthen the administrative capacity of the Corps in our ongoing campaign against cultism, drug abuse, and other vices to see that we have a sane society.

TRIBUTE TO A PATRIOT AND PARTNER IN PEACE

In Loving Memory of Chief John Gbajimi
- Chairman, Police Campaign Against Cultism and Other Vices (POCACOV), Delta State

The Anti-Cult Volunteer Corps, Delta State Command, received with deep shock and profound sorrow the news of the passing of Chief John Gbajimi - Chairman of POCACOV Delta State, and a steadfast ally in our collective fight against cultism and other vices.

Chief Gbajimi was not just a chairman; he was a bridge between the Nigeria Police Force and community based organizations like ours. He believed that the war against cultism could only be won through partnership, education, and sincerity of purpose.

The AVC Delta State will forever remember Chief Gbajimi for his open door policy and unwavering support. He gave volunteers a seat at the table and treated us as brothers in the same struggle.

Chief Gbajimi’s death came as a painful shock but his legacies of peace, collaboration, and selfless service will continue to speak.

On behalf of the State Commander, Chief Uvieghara Kelvin, the State Executive Council, and all volunteers of AVC Delta State, we extend our heartfelt condolences to the Gbajimi family, the Delta State Police Command, and the entire POCACOV family nationwide.

The Anti-Cult Volunteer Corps (AVC), Ozoro Area Command, held a crucial meeting on Friday, 17th April 2026, at the Kwale Divisional Police Headquarters.

The Divisional Police Officer (DPO) of Kwale Police Division, CSP John Agaga, addressed the AVC members, charging them to remain serious, focused, and law-abiding at all times.
He emphasized the critical importance of crime fighting, noting that it demands total commitment and vigilance because criminal activities do not operate in isolation. He stressed the need for a united and unrelenting approach in the battle against crime.

The DPO further highlighted the importance of proper profiling and identification of all volunteers to ensure transparency and accountability. He also encouraged members to always demonstrate love and unity towards one another, reminding them that volunteers are individuals who genuinely love their communities and are committed to promoting peaceful coexistence.

Vote of Confidence
A unanimous vote of full confidence and unwavering support was passed on the State Leadership, particularly Chief Uvieghara Kelvin (State Commander) and Amb. Emma Nnaemeka (State Deputy Commander). The house affirmed absolute loyalty to their leadership.

Mr. Ugboh Moses has been appointed as the new Kwale Divisional Commander with immediate effect.

It is with sense of professional fulfilment that I welcome you all to this important gathering. Upon my assumption of Office as the Inspector General of Police, I resolved to run a Police Force that is not only proactive in internal security management, but also people-oriented. This is informed by my firm conviction that evolving new initiatives that will address the root causes of crime is a better option than concentrating on its manifestations. Part of these plans is the Police Campaign Against Cultism and Other Vices (POCACOV) which we are gathered here today to launch.

2. The Police Campaign Against Cultism and Other Vices (POCACOV) is an initiative that is aimed at saving our youths from the claws of cultism and other vices through advocacy, awareness creation, sensitization and re-orientation, and School and community outreaches, amongst others. The programme is informed, firstly, by the realisation that there is a correlation between cultism and other violent crimes involving our youth population. Secondly, is that deep-rooted and socially-driven crimes like cultism are best mitigated through a strategy that is premised on community policing practices which encourages building partnership towards addressing delinquencies that threaten our communal values.

3. The POCACOV represents a new approach by the Nigeria Police in combating cultism and other vices. It is also a way of recognizing the fact that core law enforcement approach is no longer enough in combating these sets of crimes. Hence, the need to work with different stakeholders as well as mobilize the people to aid in getting to the root of the crimes.

4. It would be recalled that on 29th August, 2019, I officially flagged off POCACOV in Enugu. Since the official flag-off ceremony, POCACOV has increasingly made impacts across different States of the Federation that have keyed into its operational activities. The National Launch which we are holding here today is in line with my vision to adopt the initiative at national level while encouraging the States to partner with us in domesticating it at other levels of government. In furtherance to this, it is pertinent to note that we have established a POCACOV Resource Centre in Enugu where resource materials and modules are developed for effective nationwide implementation of the campaign.

5. As part of the measures directed at deepening the Campaign, we have also inaugurated the POCACOV Ambassadors scheme with personalities drawn from a broad spectrum of reputable actors, actresses and artistes who shall serve as role models to the youths and are help in carrying out POCACOV campaigns in various states of the Federation.

6. In the same vein, we have inaugurated the NYSC/POCACOV Community Development Service (NYSC/POCACOV CDS) to help in deepening the message at the grassroots. In order to further widen the campaign nationwide, we have also, through the support of the Nigeria Policing Programme, developed Standard Operating Procedures (SOPs) for POCACOV Ambassadors, NYSC/POCACOV CDS and Police-Students Relations Fora. At Present, all Police Public Relations officers across the country have been sensitized on their roles in the nationwide implementation of POCACOV while all Zonal and State Police Commands have been directed to commence the process of the full implementation of the campaign.

7. I wish to call on all stakeholders to join the Nigeria police Force through POCACOV to vigorously carry out enlightenment campaigns with a view to dissuading our youths from engaging in Cultism, Drug Abuse, Sexual and Gender-Based Violence and Other Vices in the Community.

8. As a campaign anchored on the principles of community policing, we invite our youths, transporters, artisans, faith-based and community based organizations, traditional Rulers, youths groups, students, market organizations, sister security agencies, the media, development partners and indeed, all well meaning Nigerians to join forces with the Police and support the campaign in order to save Nigerian Youths from the claws of cultism and other vices and for a safe and secured nation.

9. I appreciate your support and assure you that with your continued partnership, the task of securing the future of our youths and guaranteeing the safety of our nation shall be attained.

INAUGURATION OF ANTI-CULT VOLUNTEER CORPS OGHARA UNIT.

On Saturday, 4th April 2026, the Anti-Cult Volunteer Corps (AVC), Delta State Command, led by Chief Uvieghara Kelvin (State Commander), in company of the State Executive Council and volunteers from various zonal commands, visited Oghara Police Divisional Headquarters for the official inauguration of the AVC Oghara Unit.

The Divisional Police Officer (DPO), CSP Ayameh Fabian Ayeme, warmly received the delegation. In his remarks, the DPO commended the volunteers for their commitment and encouraged them to sustain the good work of assisting in safeguarding lives and property in Delta State, while operating strictly within the ambit of the law and in collaboration with the Nigeria Police Force.

The State Commander, Chief Uvieghara Kelvin, thanked the DPO for his warm reception and proceeded to formally inaugurate the new unit leadership and charged the officers to discharge their duties with integrity, discipline, and dedication.

This development strengthens the number of active units across Delta State to a new milestone and further strengthens the collaborative framework between the Anti-cult volunteer corps and the Nigeria Police Force in the fight against cultism, kidnapping, and other forms of criminality.
The Anti-Cult Volunteer Corps remains resolute in its commitment to community safety and peaceful coexistence in Delta State.
