New evidence for a critical moment in South Africa’s to***co-control debate

TCDI South Africa is pleased to share our new quantitative policy brief: “To***co and ni****ne use remains substantial, and the product landscape is changing.”

Based on the 2025 TCDI Spot-Check Prevalence Survey, the findings provide important new evidence from sampled areas in KwaZulu-Natal and the Western Cape:
Current to***co or ni****ne use was estimated at 31.2% in KwaZulu-Natal and 40.8% in the Western Cape.
Approximately 98% of cigarette users smoked daily, indicating intense dependence.
In the Western Cape, current e-cigarette use reached 12.7% and sh**ha use 12.1%, demonstrating how rapidly the product landscape is diversifying. Initiation commonly began during adolescence, while many people who use to***co reported wanting or attempting to quit.

These results come from a two-province sentinel survey and should not be interpreted as national prevalence estimates or as directly comparable trends against GATS 2021. Nevertheless, they provide a timely warning about persistent cigarette use, emerging products, youth initiation, smoke exposure and unmet demand for cessation support.

The evidence arrives at an important legislative moment. At Parliament’s latest official update on 12 August 2026, the Portfolio Committee on Health had begun clause-by-clause deliberations on the To***co Products and Electronic Delivery Systems Control Bill. The bill remains before the committee as it works through and refines the proposed legislation.

The spot-check findings reinforce the need for a framework that is grounded in independent evidence responsive to ci******es, e-ci******es, sh**ha and other products strongly protective of children and non-smokers supported by practical enforcement and implementation plans accompanied by accessible cessation services and continued surveillance

Strong legislation matters – but impact will depend on what happens after the law is adopted: clear regulations, adequate resources, coordinated enforcement, youth prevention and support for people who want to quit.

CSEA Participates in the Nigeria 2025 Global Adult To***co Survey (GATS) Report Validation Workshop

CSEA's Director of Research, Dr. Adedeji Adeniran; TCDI Programme Manager, Tochukwu Okereke; Engagement and Partnership Expert (DG) - Seember Ali; and TCDI Nigeria Project Manager, Halimat Abdulrazaq, participated in the Nigeria 2025 Global Adult To***co Survey (GATS) Report Validation Workshop, held from 3-7 August 2026 in Keffi, Nasarawa State.

The workshop brought together key experts from the Federal Ministry of Health and Social Welfare, World Health Organization, National Bureau of Statistics, and civil society organisations in the to***co control space to undertake a collaborative technical review and validation of the draft GATS 2025 report.

The exercise was aimed at ensuring that the report is accurate, complete, consistent, and policy-relevant ahead of publication and dissemination.
It also provided an opportunity to compare the 2025 findings with the 2012 GATS results in order to assess progress, emerging trends, and ongoing challenges in to***co control in Nigeria.

For CSEA, the workshop was highly relevant to its TCDI work, particularly in strengthening evidence-informed to***co control and improving the translation and consolidation of data into accessible policy products.

TCDI Nigeria will continue to provide technical support to the Federal Ministry of Health and Social Welfare and other critical stakeholders on to***co control.

Strengthening To***co Control Data in Ethiopia: A Milestone Event🤝

We are proud to share the success of the recent TCDI Ethiopia Stakeholder Engagement Workshop. This event marked a significant step forward in our collective mission to use data-driven insights to inform to***co control policy in Ethiopia.

The workshop was organised by the Health, Development and Anti-Malaria Association - HDAMA, the Ethiopian Food and Drug Authority /EFDA/, the Centre for the Study of the Economies of Africa, and Development Gateway and brought together representatives from government, academia, the media, and civil society.

A key highlight was the launch of the Amharic Dashboard, introducing an Amharic-language interface that makes critical to***co control data more accessible to a wider audience, including grassroots users and young people.

The workshop also featured a dedicated Technical Working Group (TWG) discussion on to***co excise tax policy, where TCDI’s data modelling was used to explore effective tax measures. Stakeholders also provided valuable feedback on data validation, institutional ownership, and the long-term sustainability of the platform.

By bringing together stakeholders from different sectors, the workshop helped strengthen the connection between data, evidence, and to***co control policy in Ethiopia.

*Strengthening Data-Driven To***co Control in Nigeria*

Representatives from the Centre for the Study of the Economies of Africa and Development Gateway paid a courtesy visit to Nigeria's Federal Ministry of Health and Social Welfare on Thursday, 16 July 2026. The visit was to welcome the newly appointed National Coordinator of the Non-Communicable Diseases (NCDs) Unit, Dr. Alayo Sopekan, and provide an update on the progress and impact of the To***co Control Data Initiative (TCDI).

Some of the discussions centred on exploring how TCDI’s customised data can continue to support the NCD unit's regulatory objectives and strategic framework. The meeting also explored opportunities to leverage TCDI data to enhance the ministry's capacity to monitor to***co-related disease trends, address resource limitations, and counteract to***co industry influence.

This continued collaboration marks a key step in fostering institutional adoption of data-driven solutions for more effective to***co control in Nigeria.
