APRM Namibia | Regional Consultations 2026
Kavango West Region | Mpungu Constituency | 18 August 2026

The APRM Namibia delegation, led by Amb. Lineekela J. Mboti, paid a courtesy call on Hon. Titus Shiudifonya, Regional Councillor for Mpungu Constituency, before convening a stakeholder validation session with councillors, invited stakeholders, and community representatives.

During the engagement, stakeholders highlighted several pressing challenges affecting the constituency, including:
• Inadequate sanitation services and limited access to healthcare
• Insufficient water and electricity supply
• Underdeveloped infrastructure
• Social challenges such as child marriage, teenage pregnancy, school dropouts, and youth unemployment.

This concluding engagement in the Kavango West Region reaffirmed the importance of the APRM consultations conducted in Nkurenkuru and Mpungu, which have provided a platform for community voices to be heard. The consultations ensure that governance reforms are informed by and responsive to the lived realities, needs, and aspirations of the people of the region.

Nkurenkuru | 17 August 2026

After the validation engagement with Hon. Verna Sinimbo, Governor of Kavango West Region, the APRM delegation led by Amb. Lineekela J. Mboti together with National Governing Council members convened a stakeholder validation session in Nkurenkuru.

Councillors, traditional leaders, youth, and civil society reflected on governance challenges highlighted in Namibia’s Country Review Report. Specific cases raised included sanitation and water scarcity, teenage pregnancy and child marriage, and the need for stronger support for persons with disabilities.

The session reinforced the principle that regional voices must shape Namibia’s Progress Report, ensuring that governance reforms respond directly to the realities of Kavango West communities.

The session reaffirmed that governance reforms must be inclusive and accountable, responding directly to the lived experiences of communities in Kavango West.

Regional Consultations continue in Kavango West, where the APRM Namibia delegation led by Amb. Lineekela J. Mboti, together with National Governing Council members Amb. Dr. Kaiyamo, Mr. Hakusembe, and Ms. Nalisa, engage communities, leaders, and youth on governance and development priorities.

The discussions in Nkurenkuru and Mpungu focus on validating progress under Namibia’s Country Review Report, addressing issues such as decentralisation, youth empowerment, service delivery, and inclusive participation. These engagements reaffirm the APRM’s mission to strengthen accountability and ensure that governance reforms reflect the voices of citizens across all regions.

The APRM Namibia delegation concluded its engagements in Kavango East with a courtesy call on Hon. Petrus Kashumali, Mashare Constituency Councillor, followed by stakeholder engagement with the Constituency Councillor, staff members and invited relevant stakeholders.

The consultations brought into focus issues including youth unemployment, water scarcity, sanitation, agricultural potential, decentralisation, corruption, and the need to strengthen service delivery and local accountability.

These discussions underscore that good governance is ultimately measured by how effectively institutions respond to the realities and aspirations of the communities they serve.

As the Kavango East consultations conclude, the APRM process continues to provide an important platform for reflection, accountability and citizen-centred governance.

The APRM Namibia delegation, led by Amb. Lineekela J. Mboti, met with His Worship Andreas Hikerwa, Mayor of Rundu, alongside National Governing Council members Amb. Dr. Kaiyamo, Mr. Hakusembe, and Ms. Nalisa.

The engagement brought together councillors, staff, youth, and stakeholders to reflect on governance realities in Rundu. Discussions from water scarcity and sanitation to youth unemployment, agriculture, decentralisation, and accountability. Young people played a notable role, raising concerns about access to information and opportunities such as the National Youth Development Fund.

The discussions underscored a clear principle: governance is stronger when information flows, youth are heard, and communities participate meaningfully in decisions that shape their lives.
