The Penang State Consultative Goodwill Council (PSCGC) is an organisation established to advocate and protect the vision of unity among the diverse ethnic communities in Penang, Malaysia. The council was formed through the initiative of the Penang Malay Association (PEMENANG) in 2001, with the support of 19 ethnic groups and association in the state.

PSCGC's mission is to bring together diverse communities and to promote understanding and goodwill among them. The council achieves this by organising inclusive events and activities, such as football competitions, seminars, bazaars and walkathons, that are participated by members of various ethnic communities. Through these efforts, PSCGC strived to uphold the goodwill of diverse ethnic communities in Penang and working towards peace and harmony. Penang State Consultative Goodwill Council (PSCGC) is a non-profit organization dedicated to fostering goodwill, understanding, and collaboration among the diverse communities in Penang State, Malaysia. The council serves as a platform for dialogue, consultation, and cooperation, aiming to promote social harmony, cultural appreciation, and sustainable development. 🎈 WORLD CHILDREN’S DAY CELEBRATION 2025 🎈

What a joyful and heartwarming celebration it was! 💫 The World Children’s Day Celebration 2025, organised by PSCGC, fondly known as the Muhibbah Council, brought together children, families, and communities from all walks of life in a vibrant display of unity and love.

The event was graced by YBhg Puan Tan Lean Kee, wife of the Chief Minister of Penang, and Mr. Mohd Daud Mohd Arif, Deputy Secretary-General (Strategic) of the Ministry of Women, Family and Community Development, who represented the Minister. Also present were Tan Sri and Puan Sri (Dr.) Haji Mohd Yussoff Latiff, Chairman of MPMNPP, along with committee members and distinguished guests.

In his welcoming speech, Tan Sri Yussoff Latiff shared an inspiring message:

“The aim of this celebration is to foster the spirit of unity, goodwill, harmony, and love among our state’s multiracial community. As parents, we must ensure our children are equipped with essential qualities, good health, sharp minds, knowledge, and noble character, so they may grow into responsible and compassionate individuals.”

Following Tan Sri’s address, Mr. Mohd Daud Mohd Arif delivered his speech on behalf of the Minister, highlighting the importance of nurturing children’s well-being and strengthening family values in line with the nation’s Malaysia Madani vision.

The celebration was officially launched with a colourful release of balloons and streamers, symbolising hope and happiness for all children. 🎈✨

The festivities continued with a cake-cutting ceremony, presentation of souvenirs to the organising committee, and a delightful Tea Reception accompanied by children’s performances that filled the park with laughter, music, and joy. 🎶👧🧒

It was truly a day to remember, a celebration of togetherness, compassion, and the bright future of our children. ❤️

Tan Sri Dato’ Seri (Dr.) Haji Mohd Yussoff Latiff Challenge Trophy 2025 – Tenpin Bowling Tournament.

What a fantastic day of Muhibbah spirit and friendly competition! The second edition of the Tan Sri Dato’ Seri (Dr.) Haji Mohd Yussoff Latiff Challenge Trophy Tenpin Bowling Tournament, jointly organised by PEMENANG and PSCGC, took place at the Aspiration Centre Bowling Alley, Sunshine Square, Bayan Baru, drawing an overwhelming 200 participants from across Penang.

The event kicked off at 11am and continued with high energy until 5pm, featuring two batches of bowlers who displayed great teamwork, laughter, and sportsmanship throughout.

We were honoured by the presence of YBhg Puan Tan Lean Kee, wife of the Chief Minister of Penang, who graciously officiated the closing ceremony and presented prizes to the winners. Also in attendance were Tan Sri and Puan Sri Yussoff Latiff, whose continued support and encouragement have been instrumental in fostering unity and goodwill through sports.

In his closing remarks, Tan Sri shared an inspiring message:

“This tournament is not merely about winning or losing, but about nurturing teamwork, friendship, and the Muhibbah spirit that unites us all. Through sports, we strengthen bonds across communities, truly reflecting unity in diversity.”

Champion: PDC Panthers 1 – 1,552 pins
2nd Place: Young Muslim Sports Club A – 1,423 pins
3rd Place: Fighter – 1,364 pins

Individual Awards:

Highest Male Scorer: Muhd Azim Fitri Zulam – 460 pins
Highest Female Scorer: Lizawati Abdul Rahim – 345 pins.

Most Senior Player:

Katherine Ong (85 years old!), a shining example of passion and perseverance.

Courtesy Visit by the Penang State Consultative Goodwill Council (PSCGC) to the Yang di-Pertua Negeri Pulau Pinang, Tun Ramli Ngah Talib


A 19-member delegation from the Penang State Consultative Goodwill Council (PSCGC), also known as the Muhibbah Council, led by Chairman YBhg. Tan Sri Dato’ Seri (Dr) Haji Mohd Yussof Latiff, paid a courtesy visit to Yang di-Pertua Negeri Pulau Pinang, Tun Ramli Ngah Talib, at Seri Mutiara on 12 November 2025.

The meeting took place in the cordial and engaging setting, reflecting the Council’s mission to foster unity among Penang’s diverse communities. Representatives from each association shared their community’s heritage and contributions to Penang’s multicultural identity, which Tun Ramli received with great interest and thoughtful engagement.

Tan Sri Yussof informed Tun that 8 February has been declared Unity Day by all PSCGC associations, symbolizing their shared commitment to peace and harmony. He also announced that the PSCGC 20th Anniversary Commemorative Book will be launched by Prime Minister Dato’ Seri Anwar Ibrahim in December.

Tun Ramli commended the PSCGC for its vital role in promoting goodwill (semangat muhibbah), harmony, and solidarity through its community programs and inter-ethnic initiatives. He expressed confidence that these efforts will continue to strengthen Penang’s reputation as a model of unity and mutual respect.

The audience concluded with a group photograph and exchange of mementos, marking the shared commitment between the PSCGC and the State’s leadership to uphold Penang’s legacy of multicultural harmony.

Muhibbah Deepavali Night 2025!

For the first time ever, and certainly not the last! Nine Indian societies under PSCGC (Muhibbah) came together to host the vibrant Muhibbah Deepavali Night at Rainbow Paradise Beach Resort last night!

With the theme “Bringing Communities Together – United in Light”, the celebration shone brightly as it fostered unity, friendship, and the true spirit of the *Festival of Lights*.

We were honored by the presence of PSCGC Chairman, Tan Sri Dato’ Seri (Dr.) Haji Mohd Yussof Latiff, along with the presidents and members of all nine associations. Special guests included Member of Parliament for Jelutong, YB Sanisvara Nethaji Rayer and YB Senator Dr. Lingeshwaran.

The night came alive with colourful performances, from the graceful Bharatanatyam to the energetic Dathubhjana and Chirathalu dances, showcasing the rich cultural diversity of our community.

A big shoutout to the nine participating associations for making this event a glowing success:

Celebration of Unity Through Colours!

The Unity Colouring Competition, “Harmony for a Better World,” held last Sunday at the Banquet Hall, Sunshine Square, was a resounding success. Now in its 11th year, the event brought together 150 children aged 4 to 12, from diverse backgrounds, to showcase their creativity and talent. With parents present in full support, the competition also became a meaningful family bonding experience.

We were deeply honoured by the gracious presence of Her Highness Toh Puan Raja Dato’ Seri Utama Noora Ashikin, who was warmly received at the closing ceremony by the Chairman of the Penang State Muhibbah Consultative Council (MPMBPP), Tan Sri Dato’ Seri (Dr.) Haji Mohd Yussof Latiff, together with Senior Vice President, Dato’ Seri (Dr.) Haji Abdul Rafique Karim, and senior members of MPMNPP. Their presence truly reflected the spirit of unity and togetherness.

Winners across the four age categories were awarded exciting prizes, including cash rewards, in recognition of their outstanding artworks.

A heartfelt thank you goes out to Sunshine Square, whose generous support made this event possible, as well as to all members, parents, and supporters who contributed to its success. Together, we continue to nurture harmony, creativity, and unity among our younger generation.

PSCGC recently organised the Tenpin Bowling Tournament at Penang Bowl, Jalan Farquhar, setting a record with participation from 21 teams. This annual event was a competitive and exciting day for all involved, as they vied for the prestigious Tan Sri (Dr.) Mohd Yussof Latiff Challenge Trophy.

In an enthusiastic display of skill and sportsmanship, the tournament concluded with the Penang State Department of Education emerging as the champion. Closely following them was the Penang State Department of Education B Team, which secured the second place. The third position was claimed by the PEMENANG B Team.

The presentations of the awards were presented by Y.A.Bhg. Puan Tan Lean Kee, the wife of Y.A.B. Chief Minister of Penang, Mr. Chow Kon Yeow. Her presence highlighted the significance of the event in fostering community spirit and camaraderie.

Special honors were awarded to Satwant Singh from the Penang Sikh Association, who was named Best Male Bowler, and Nuraini Mustafa from the Penang State Department of Education, who earned the accolade of Best Female Bowler for their outstanding performances.

"We are thrilled to witness such a high level of participation and competition," said, Tan Sri (Dr.) Mohd Yussof Latiff, "This event not only showcases the talents of our community but also strengthens the bonds within it.

🎨✨ A vibrant day at the Unity Coloring Competition in Sunshine Square, Bayan Baru! On September 8, 2024, PSCGC organised this fantastic event to promote the spirit of unity and harmony among our community's children.

With guest of honour, YABhg Toh Puan Dato’ Seri Utama Khadijah, Chairman of PSCGC Tan Sri Dato’ Seri (Dr.) Haji Mohd Yusoff Latif and organising chairman of the event Datuk’ Sri (Dr.) Haji Abdul Rafique, all the young artists who participated showcased their creativity while embodying the values of cooperation and togetherness. 🏆✨ Prizes were awarded to the best artists, but the highlight was the spirit of unity and friendship that blossomed among all the children and their parents.
