This page provides a platform to Executive Secretaries, Mayors, Councillors and all Council stakeholders to share good practices, ideas and promote Local Council initiatives. This it does through continuous collaboration with the Local Councils Association, Local Government Division, and Ministry. ANSEK is affiliated with UDITE (European Federation of Local Government Chief Executives). This page

provides a platform for Executive Secretaries, Mayors, Deputy Mayors, Councillors and all Local Authority stakeholders to share ideas and good practices and promote local council initiatives to the general public. It also serves to provide information to the general public on the constant challenges faced by Local Councils.

Following the appointment of the new Cabinet for the incoming legislature, ANSEK notes with satisfaction that Hon. Alison Zerafa Civelli has not only retained responsibility for Local Government but has also been entrusted with additional ministerial duties within Public Works.

Our collaboration with the Honourable Minister over recent years has always been constructive and positive. We have consistently experienced her commitment to her responsibilities, her respect towards local and regional councils, and her openness to dialogue in addressing sectoral needs.

We are confident that, in her new expanded role, she will continue to build on this work and contribute meaningfully to both portfolios entrusted to her.

ANSEK extends its best wishes to the Honourable Minister for success in her duties. We reaffirm our readiness to continue working closely with her Ministry, supporting wherever possible in the interest of stronger and more effective local governance.

On this Mother’s Day, ANSEK extends its heartfelt wishes to all mothers and celebrates the invaluable role they play in our families, workplaces, and communities.

Today, we pay special tribute to all Executive Secretary mothers who, every day, carry immense responsibilities with dedication and strength. Balancing the demands of council administration, leadership, and public service while remaining the pillar of their families is no easy task.

Mothers are often the heart of the home — the ones who listen, guide, support, and care endlessly for their children and loved ones. Yet many working mothers, especially Executive Secretaries, constantly face the challenge of giving their very best both at work and at home, often sacrificing their own time and rest in the process.

Your commitment, patience, resilience, and compassion do not go unnoticed. You are an inspiration not only to your families but also to your colleagues and communities.

To all mothers — thank you for everything you do.

🌍 ANSEK at the XXIII National Congress of UNSCP – Rome

ANSEK was proud to be represented at the XXIII National Congress of the Unione Nazionale Segretari Comunali e Provinciali (UNSCP) held in Rome.

This important conference brought together Council Secretaries and public administration professionals from across Italy and beyond to discuss key developments shaping our profession, including the strengthening of the senior role of the Secretary (Secretari Comunali e Provinciali) in light of regulatory and contractual changes.

On Friday, ANSEK President Paul Gatt addressed the conference, sharing insights on the importance of strong governance, professional continuity, and international collaboration among Secretaries. He was joined for the event by Marion Meilaq, Executive Secretary of the Xewkija Local Council.

Events such as these go beyond knowledge-sharing—they provide valuable opportunities to build lasting relationships, exchange experiences, and strengthen cooperation across borders.

ANSEK remains committed to active participation at an international level, contributing to the ongoing development and recognition of the profession.

A wonderful and well-attended International Women’s Day networking event organised by ANSEK brought together Executive Secretaries from across Malta and Gozo for a morning of discussion, connection, and appreciation.

We were honoured by the presence of the Parliamentary Secretary for Local Government, Alison Zerafa Civelli, the Opposition’s spokesperson for Local Government, Bernice Bonello, and the President of the Local Councils' Association Malta, Mario Fava, together with officials from the Local Government Division and Executive Secretaries.

During the event, ANSEK President Paul Gatt welcomed those present and presented a special recognition to Lucienne Haber, honouring her as the longest-serving woman Executive Secretary.

Thank you to everyone who attended and helped make this event such a success.

On this International Women’s Day, ANSEK recognises the dedication, professionalism and resilience of the many women who serve as Executive Secretaries within Local and Regional Councils.

Women in leadership and administrative roles often balance significant professional responsibilities with family commitments and other challenges. Their work is essential for the smooth functioning of our councils and for strengthening local governance across our communities.

Today we acknowledge not only the contributions of these women, but also the importance of supportive families and partners. Many men also carry responsibilities and challenges as they support their wives and families while contributing to their own professional duties.

At ANSEK, we remain committed to promoting respect, understanding and equal opportunities for all, while recognising the valuable role that both women and men play in building strong institutions and stronger communities.
