The National Human Rights Commission of Mongolia organized an event to present the findings of the public monitoring and inspection research titled “Human Rights and Digital Technology.”
In 2025, the “Tegsh Niigem Holboo” NGO conducted a policy research study on “Disability and Assistive Technology” as part of the public monitoring and inspection initiative organized by the NHRCM.
The research findings concluded that in Mongolia, technological development has advanced faster than the protection of human rights and accessibility policies, and that the country is not yet adequately prepared for this rapid digital transformation. Persons with disabilities and older persons are particularly vulnerable to the digital divide, while assistive technologies and digital services designed to meet human needs remain largely inaccessible.
The study was carried out by “Tegsh Niigem Holboo” NGO with financial support from the project “CSOs acting: improving the effectiveness of the response to human rights violations towards persons with disabilities (NDICI HR/2023/451-474), jointly funded by the European Union, AIFO ETS and Tegsh Niigem NGO.
During the event, the National Human Rights Commission of Mongolia expressed its appreciation to “Tegsh Niigem Holboo” NGO.
The NHRCM noted:
“Since the ratification of the United Nations Convention on the Rights of Persons with Disabilities, you have continuously worked together with us and raised your voice in protecting the rights and interests of persons with disabilities. We are truly grateful for your cooperation.”

“Хүний эрх ба цахим технологи” олон нийтийн хяналт шалгалтын судалгааны тайлан танилцуулах арга хэмжээг ХЭҮК-оос зохион байуулав (2026 оны 5-р сарын 14)
“Тэгш Нийгэм Холбоо” ТББ 2025 онд ХЭҮК-ын зохион байгуулсан олон нийтийн шалгалтын судалгаанд “Хөгжлийн бэрхшээл ба туслах технологи” сэдвээр бодлогын судалгааг хийсэн билээ.
Судалгааны үр дүнгээр Монгол Улс цахим технологит “технологийн хөгжил хүний эрхээс түрүүлээд явсан байна”, Монгол Улс “бэлэн бус” байна гэсэн дүгнэлтэд хүрчээ. Хөгжлийн бэрхшээлтэй хүн, ахмад настны хувьдцахим хуваагдалд маш их өртөж байна. Туслах технологи, хүний хэрэгцээг хангах цахим технологи хүртээмжгүй байна.
Судалгааг “Тэгш Нийгэм Холбоо” НҮТББ-ын Европын Холбоо, Италийн АИФО олон улсын байгууллагын хамтын санхүүжилтээр хэрэгжүүлсэн "Хөгжлийн бэрхшээлтэй хүмүүсийн эрхийн зөрчилд хариу үзүүлэх үр нөлөөг сайжруулахад Иргэний нийгмийн байгууллагуудын хувь нэмэр" (NDICI HR/2023/451-474) төслийн санхүүгийн дэмжлэгээр явуулсан болно.
