Housing Dialogue Towards WUF13 On Advancing Inclusive, Climate-Resilient, and Risk-Informed Communities and Cities

A home is more than a structure—it is the foundation of dignity and security. Following the impacts of the 2025 earthquake and the growing challenges of climate change, the urgency of resilient housing systems in Myanmar has never been more evident.

On April 2, UN-Habitat Myanmar organized the Housing Dialogue Towards WUF13 in Yangon. This hybrid event brought together over 100 participants from professional institutions, development partners, international organizations, civil society, and the private sector to connect local solutions with the upcoming World Urban Forum 13 (WUF13) and its theme, “Housing the World: Safe and Resilient Cities and Communities.”

Key takeaways:
✅Community-Driven Approach: Recovery is most effective when led by communities themselves. Housing systems must reflect how people build, adapt, and improve their homes, recognizing that communities are active participants, not passive beneficiaries.
✅Integrated Resilience: Climate and disaster risk reductions cannot be treated as an add-on; they must be embedded in housing design and construction from the outset.
✅Locally Grounded Solutions: Practical, affordable, and locally adapted approaches are essential to ensure solutions can be scaled and sustained.
✅Scalable Innovation: Affordable and low-carbon solutions, including modular systems and bamboo construction, offer practical pathways for sustainable reconstruction.
✅Strengthened Partnerships: Strong collaboration across stakeholders is critical to translate ideas into action and achieve sustainable impact.

Myanmar's local experiences offer valuable lessons for the global dialogue on “Housing the World.” By placing communities at the center, we are working toward cities that are inclusive, risk-informed, and truly resilient.

Under this year’s theme, “Rights. Justice. Action. For ALL Women and Girls,” UN-Habitat calls for concrete action to advance gender equality and strengthen the meaningful participation and leadership of women and girls in shaping our cities and communities.

Myanmar Climate Action Week 2025: Building Local Resilience with Scientific Data, SDG 13 & 3ZERO House Tools

On 15 September 2025, 3ZERO House Myanmar, Simple Solutions for Change (SSFC), and the Centre for Development and Environment (CDE) hosted a successful hybrid event as part of Myanmar Climate Action Week (MCAW) 2025: “Building Local Resilience With Scientific Data, Understanding SDG 13 & 3ZERO House Values and Bioclimatic Tool” at 3ZERO House Myanmar, Yangon.

📌 75 participants (30 in-person, 45 online) – students, academics, professionals, NGOs, and community members – joined discussions and knowledge-sharing sessions.

🛡️ Community Engagement for Resilience: Lessons from Shan State’s Climate and Disaster Responses

As part of Myanmar Climate Action Week 2025, SaNaR (Save the Natural Resource) and Kyun Ta Htaung Myae Foundation (KTHM) hosted a one-day event in September 2025 to reflect on community-led responses to floods, landslides, and the March 2025 earthquake.

The event brought together over 20 participants, including civil society organizations, community-based organizations, and local representatives from Nyaung Shwe, Pone Inn, Kunhing, Pindaya, Kalaw, and Pinlaung.

💡 Workshop Highlights

🔹Shared emergency response experiences, including the distribution of solar kits, water filters, and food support to more than 1,100 households
🔹Community voices highlighting traditional coping strategies, water security challenges, and the need for early warning systems
🔹Dialogue among civil society organizations on climate resilience, sustainable griculture, and the inclusion of women and youth in resilience planning

🔑 Key Outcomes

🔹A shared understanding of good practices such as volunteer mobilization, customary leadership in aid distribution, and the use of renewable energy and water systems for resilience
🔹Agreement to document and share lessons learned across CSOs and communities
🔹Commitment to joint climate resilience planning and the integration of community voices into policy dialogue

This MCAW 2025 event highlighted how community voices and traditional knowledge can shape climate resilience strategies that are inclusive, practical, and sustainable.

As part of Myanmar Climate Action Week 2025, ICARS at IIT Roorkee hosted a high-level virtual side event on:

"Operationalizing & Financing Adaptation and L&D-Focused DRR: Recent Lessons Across Boundaries"

💬 From calls for flexible finance in fragile contexts (Dr. Catarina Camarinhas) to insights on evidence-based risk data (Dr. Sreeja Nair) and innovative financing windows (Ms. Somya Bhatt), the forum emphasized turning shared challenges into shared solutions.

👏 With powerful messages from speakers such as Prof. KK Pant, Dr. Sanjay Srivastava, Prof. Anil K. Gupta, Dr. Vandana, Mr. Kirtiman Awasthi, and others, the session highlighted how resilience must be financed, localized, and inclusive.

🌐 Hosted by ICARS, IIT Roorkee (Greater Noida Campus), the session reaffirmed the importance of climate action that is regionally rooted and globally informed.
